Introduction Indiana State University s Strategic Plan, The Pathway to Success, envisions a culture where its graduates are productive citizens of the world in which they live. As a commitment for improving the communities in which its students and graduates reside, the University has a strong desire to address the needs of Indiana s rural communities from which the majority of its students migrate. Leadership for this endeavor lies with the newly established Rural-Urban Entrepreneurship Development Institute (RUEDI). RUEDI will provide engagement and research as well as a learning and leadership platform to improve the economic health and stability of rural counties and small towns throughout Indiana. Collaboration with external businesses, industry, civic organizations, government and academic stakeholders will play a critical role in implementing projects to reach overarching goals of the Institute, the University and the communities in which ISU students and graduates live. RUEDI objectives include: supporting existing commercial activity, increasing new business starts, expanding job creation, creating, growing and attracting entrepreneurs, raising per capita incomes, and enhancing regional rural educational attainment by encouraging completion of high school and post-secondary education. An integral part of beginning any project is to ensure that reliable data is collected to first inform stakeholders of important issues that exist and for which decisions need to be made and then to provide a reliable and consistent resource to measure the effect of activities taken. Therefore, the Rural-Urban Entrepreneurship Development Institute has created a Data Center within the Institute to oversee the collection and analysis of data as part of its activities. The RUEDI Data Center will work in collaboration with the University s Survey Research Lab to provide both quantitative and qualitative data throughout program initiatives. Because of the complex number of data resources available, RUEDI has enlisted the assistance of Economic Modeling Specialists, Inc. (EMSI) to collect and integrate the most current data available on industries, occupations, and demographics. EMSI is a webbased tool that has assisted community colleges, universities, workforce boards, economic development groups, and private industries throughout the United States to better understand all facets of employment and economic trends industries, occupations, demographics, economic impacts, and even skills, job compatibility, educational attainment, and more at various levels (zip code, county, state, nation) of geographic detail. The tables contained within this report have been created with the data from EMSI s web-tools. 3

Demographic Perspective Vigo County, Indiana experienced an increase of 3,074 people from 2001 to an increase of 3- Table 1: Vigo County Population Change 2001- percent in comparison to a state-wide increase of 6.6-percent and a National increase of 9.2- percent during the same time period. With over 100,000 residents living within the County, Vigo is classified as an urban county. The largest city within the County is Terre Haute with 60,961 residents in providing 56-percent of the County s population. When looking at the Age Breakdown for Vigo County, there is virtually no change in Young Adults 25-44 years of age or in Senior Citizens age 65 and above. While there was a 4-percent decrease in the number of Youth within the County, the Percent of Total as compared to the State and Nation is three to four percentage points higher. Adults 45-64 years of age cohort grew nearly 20-percent, yet the cohort s total in comparison to the State and Nation s Percent of Total is approximately four percentage points lower. Educational Attainment allows a county or region to evaluate the competitiveness of its workforce as the global economy moves increasingly towards knowledge based careers. During the past decade, Vigo County has had a 36-percent increase in its population age 25 and over that has attained an Associate Degree. These efforts have brought this cohort in line with the State and Nation at approximately 7.5-percent. Increase in Bachelor and Higher Degrees have not kept pace with the State and Nation s educational attainment at these levels, but Vigo County does have a higher proportion of the total population with a Higher Degree than that of the State and is only slightly lower than the Nation. In, the three Vigo County public high schools and two alternative high schools graduated 945 students for an overall graduation rate of 88.4-percent, which is 2.7-percent higher than the State s rate of 85.7-percent of students who graduate within four years of entering high school. Vigo County is predominantly White, Non-Hispanic with 88.2-percent of its population in this ethnic co-hort. The County has become more diverse within the last decade with Black, Non-Hispanic and White, Hispanic adding more than one thousand residents and increasing their Percent of Total Population by 1-percent each. Asian, Non-Hispanic also added 480 people to the County, increasing their numbers by 35-percent. Economic Overview Total Employment in Vigo County (jobs, fourth quarter ) is 59,898. While most regions across the United States demonstrated peak employment in 2007 just prior to the Great Recession, Vigo County s peak employment occurred in 2008 with 62,366 jobs. Overall, the County has had a 4-percent decrease in total jobs during the time period of 2001 (62,120 jobs) to. The Indiana Department of Workforce Development reports that for the past three years January unemployment rates in Vigo County and the surrounding area of West Central Indiana are approximately 1.5 to 2-percent higher than that of the State and Nation. The North American Industry Classification System (NAICS) is a system used by the United States Government to classify industries by type. NAICS codes can be expressed at a 2 to 6-digit level with the higher number of digits providing a more detailed description of the industry type. In Table 7, total employment by major industry sectors (2-digit NAICS Codes) are reviewed. In 2001, the top five industries sorted by 2-digit NAICS codes included Retail Trade (NAICS 44-45), Government (NAICS 90), Manufacturing (NAICS 31-33), Health Care & Social Assistance (NAICS 62) and Accomodations & Food Services (NAICS 72). In, the top five industries remain the same with Government now claiming the top position followed by Health Care & Social Assistance, Manufacturing, Retail Trade and Accomodationa & Food Services. All of these top industries with the exception of Health Care & Social Assistance lost jobs during the decade being reviewed. Retail Trade suffered the greatest loss in jobs in real numbers losing more than 2,500 jobs or 27-percent. Information (NAICS 51) showed the greastest loss in percent of jobs constricting the industry by 44-percent with a loss of 381 jobs. While nationwide Manufacturing lost one-quarter of its employment, Vigo County only lost 9-percent of these jobs. Administrative & Support & Waste Management & Remediation Services (NAICS 56) grew by nearly 1,500 jobs or an increase of 50-percent. Average Earnings of $40,208 across all industry sectors are 81-percent of the National Average of $49,851. The average Male earns $48,803 while the average Female in Vigo County earns $31,549. Utilities (NAICS 22) pay the highest overall, $116,472, with Arts, Entertainment, and Recreation (NAICS 71) paying the least at $12,769. The location quotient is a measure of relative concentration of an industry s presence in a given geographical region compared to the United States. If the quotient is greater than one, the geography has a higher concentration (percentage of employment) of that industry than the Nation as a whole. The location quotient measures concentration rather than absolute size. Manufacturing (NAICS 31-33) has a location of 1.79 while Utilities (NAICS 22) has a location quotient of 1.50 when compared to the National concentration of jobs. Drilling down to the four-digit NAICS level provides insight into which specific industries are growing or declining the fastest. In Table 8, Vigo County s Top 25 industries sorted by 4-digit NAICS Codes are reviewed. 9 Today s top 25 industries in Vigo County s provided for 49.8 percent of the County s jobs in 2001 and 55.5-percent of jobs in. As reported by the 2-digit NAICS breakdown, Government (NAICS 90) employed 15-percent of the County s employment but under 4-digit NAICS Codes we see that these government employees work in different sectors such as Education & Hospitals both at the State (NAICS 9026) and Local (NAICS 9036) levels, Local Government (NAICS 9039), and Federal Government Employees - Civilian (NAICS 9011).

Another way to examine Vigo County s economy is by Economic Base instead of industry sector. For Example, Visitors (including tourism) encompasses a number of NAICS industries such as restaurants and traveler accomodations. Residents Outside Income, consists of income by residents who commute to another county or who receive property income such as rent or transfer payments. An Exogeneous Investment is an invedstment in local businesses coming from outside of the county. Chart 1: Vigo County Economic Base Residents who work in the Service Industries provide the largest economic base for the County followed by Manufacturing and Government. The Manufacturing Sector provides the largest segment of the annual payroll with $667,367,000 or 28% of total earnings. While NAICS sorts jobs by industry, the Standard Occupational Classification (SOC) system is used by Federal statistical agencies to classify workers into occupational categories for the purpose of collecting, calculating, or disseminating data. All workers are classified into one of 840 detailed occupations according to their occupational definition. Occupations may be classified from 2-digit to 6-digit similar to NAICS the more digits, the greater definition of the occupation. In Table 10, Vermillion County s top occupations sorted by most jobs in are listed. Retail Salespersons (41-2030) represent the largest group of workers in a defined occupation with an estimated 76 openings per year. The Median Hourly Income for these salespeople is $8.92 per hour as compared to $9.97 on a National level. Of the top 25 occupations currently available in Vigo County, there are declining and growing occupations which can be tied to the industries noted earlier. Many of the occupations associated with Sales (SOC 41) have declined as the Retail Trade (NAICS 44-45) industry has lost jobs. Top occupations at the 2-digit level include Office & Administrative Support (SOC 43), Sales & Related Occupations (SOC 41), and Production (SOC 51). In Table 11, the SOC is drilled down to its final digit allowing for the identification of the educational level needed for that presentation. Of the Top 25 Projected Occupations for 2020, half will only require Short-Term On-the-Job Training. 12

Vigo County, Indiana Demographic and Economic Summary Observations Vigo County has had minor population growth over the last decade.
