FHWA Potential DCM Program Roles in a Connected Vehicle and Multi-Modal Data World 27 March 2014
Outline Session Objectives Federal and DCM Program Role for Connected Vehicles DCM Role for Research DCM Role for Deployment Discussion Questions 2
Session Objectives Present vision of Connected Vehicle Deployment Present vision for DCM role supporting research and deployment Obtain feedback from workshop participants about: Vision for CV deployment DCM roles to support research and deployment Public/ private sector roles 3
What is the DCM Program Role? Support Research: Following the tenet collect once, preserve, use many times, DCM supports the development of the broadest possible collection of applications and fully leverages federal research investment. Support Operations: Reconsider all aspects of how public sector transportation agencies (including the federal government) procure, acquire, capture, store, manage, and share data from multiple sources - e.g., connected vehicles, mobile devices, infrastructure, crowdsourcing. 4
Transformational Changes Exploit potential opportunities in flexible and dynamic data communication between vehicles, infrastructure-based technologies, and mobile devices Transition from single-source to multi-source Transformation needed in the mechanisms that allow researchers, public sector agencies, the private sector, and other interested parties to utilize and share data resources. 5
Technical and Non-technical Issues Some key issues are technical in nature, and here the USDOT can take a leadership role by prototyping innovative data capture and management systems that successfully deal with these technical challenges Other issues are non-technical, and to a great extent, involve a re-casting of traditional relationships between the federal government and stakeholders in the public and private sector that collect and utilize data. 6

2030 assumptions and characteristics Big Data collection and management is prevalent The private sector role as data generator / collector / aggregator / provider has increased Connected Vehicle deployment has begun - up to 20% market penetration Public and private infrastructure deployment (e.g. RSEs) is widespread Communications: DSRC, cellular and other media support connected vehicle communications Privacy, security, intellectual property, and liability issues have been addressed 8
Candidate Public Sector Roles in CV Deployment 1. Hands off: Public sector leaves development and deployment to the private sector 2. Research only: Public sector conducts basic research and prototyping, and facilitates the same by other sectors, but stays out of deployment 3. Active operations and management: Public agencies manage and operate CV data collection, aggregation and distribution and application deployment 4. Partner: Public sector cooperates with private sector to deploy and operate CV system 9
DCM Program Role for Research Data Collection Data collection from connected vehicle and mobile devices Possible roles for the DCM Program: Help determine data needs and data possibilities Facilitate standards for data collection Test methods of transmitting and storing data Question: What types of data are needed but not collected now? How much to invest in big data collection and management research? 10
DCM Role for Research Data Aggregation and Integration Aggregate CV across multiple vehicles Merge with data from other sources Integrate data across multiple applications Quality-check the data Possible roles for the DCM Program: Prototyping data integration and aggregation using RDE Prototyping data quality checks Question: What are researchers/developers needs for research data from the DCM program? 11
DCM Role for Research RDE Data Distribution Data Distribution through RDE Possible roles for the DCM Program: Prototyping data subscription process Questions: How do application developers need to receive data from the RDE? How do emerging applications need to receive data? 12
DCM Role for Research Support Application Development Connected vehicle data is used for application development, e.g.: Traffic control by TMCs Emergency response Provide data to onboard applications Traveler information DCM Role: Working with application developers to determine data needs Providing data in RDE for application development and testing Facilitating development of standards 13
DCM Program Role for Deployment Data Collection Data collection from connected vehicle and mobile devices Possible roles for the DCM Program: Help determine operational data needs (e.g., accuracy, completeness, latency) Test methods of transmitting and storing data in an operational setting Question: How long should DCM stay in the data collection business? How much of the data collection role can be taken over by the private sector? 14
DCM Role for Deployment Data Aggregation and Integration Aggregate CV data across large numbers of vehicles Merge with data from other sources Integrate data across multiple applications Possible roles for the DCM Program: Prototyping big data collection and management Determining necessary operational data quality checks Question: Who does this 5 years down the road? 15
DCM Role for Deployment Data Distribution Data Distribution CV Data broadcast to OBEs CV Data transmitted to individual OBEs and other recipients CV data transmitted to subscribing applications Possible roles for the DCM Program: Providing data subscription process Question: What entity will take over the data distribution process? 16
DCM Role for Deployment Support Application Deployment What is the DCM role for supporting application deployment and operation? 17
Clarifying Questions on the Future Vision Any questions or comments about the 2030 CV vision presented? What is the right balance of public and private sector? 18
