This document is a compilation of mental health residential programs and support services offered through the County Mental Health Programs. Each County has provided this information which was brought together in this Mental Health Residential Resource Guide. The following are terms related to residential services within the five Southeast Counties. They are divided into the following categories (1) types of residential programs; (2) specialty services; and (3) special populations. Each program definition contains an indication of whether the program is intended to be permanent or transitional and whether it is typically licensed or unlicensed. Programs are presented in alphabetical order. Non Residential Ancillary Services are also defined. Types of Residential Programs Psychosocial Rehabilitation Focus Assisted Living. This designation is for settings that provide a continuum of service from independent living to 24-hour support depending on the needs of the residents. These programs are not licensed. They are intended to be permanent. Community Residential Service (CRR). This program is licensed by OMHSAS under Title 55, Chapter 5310. Unless defined as a Maximum CRR, which has 24 hour per day staff coverage, a CRR provides a range of staff support of less than 24 hours per day. This program is intended to be transitional, with individuals moving to another level of care. Domiciliary Care. This program is licensed by the Department of Aging under Title 6, Chapter 21. The maximum size is three people. This is a generic program available to individuals with a range of disabilities (not just mental illness) or to individuals who are elderly. The proprietor provides services to the residents that are similar to those available in Personal Care Boarding Homes, described below. These programs are usually intended to be permanent Family Living. This is placement in a home with a family of any size, not necessarily related individuals. One member of the family is identified as the primary support staff person for the resident. When adults are served, family living is generally not licensed. When children are served, it is licensed by OMHSAS as Host Home under Title 55, Chapter 3510 (CRR). These programs may be permanent or transitional. Halfway House. This is a D&A model. Currently it is used only for individuals with co-occurring mental illness and substance abuse (MISA). Up to 20 hours per week of on site staff support is available. It is licensed by the Department of Health as an Inpatient Non-Hospital Program, under Title 28, Chapters 704 and 709. These programs are intended to be transitional. Long Term Structured Residence (LTSR). This program is licensed by OMHSAS under Title 55, Chapter 5320. It provides 24 hour, intensive staff support. In the Southeast Region, it is always a secure setting, even though the licensing regulations allow for open settings. LTSR has a maximum of 16 beds. These programs are usually intended to be permanent placements. Personal Care Boarding Homes (PCBH). This program is licensed by the Department of Public Welfare under Title 55, Chapter 2620. The minimum size is four people. There is no maximum size. This is a generic program, available to individuals with a range of disabilities (not just mental illness) or to individuals who are elderly. It provides assistance in four areas: activities of daily living, 2

budgeting, medication management and meal preparation. These programs are usually intended to be permanent. Respite. This is very short-term placement, usually in a family or other community setting that is designed to provide relief from stressful situations. It is used as an alternative to inpatient psychiatric admission or as a step down from inpatient service. Respite may also be used to provide relief for family members. Respite services may be emergency or planned. It is not licensed. Small Residence. This designation is for programs that serve three or fewer people with 24-hour coverage. They may be licensed by OMHSAS under Chapter 5310 (CRR) or unlicensed. These programs are intended to be permanent. Supported Living. This program provides staff support in a variety of areas, including personal care, use of leisure time, budgeting, etc. There are two levels of supported living. Intensive Supported Living provides 24-hour staff coverage. Supported Living provides staff support of less than 24 hours per day. In both of these models, staff have a defined set of residences that are supported. Mobile Supported Living provides staff who are assigned to consumers no matter where they live. Supported Living programs are not licensed. They may be permanent or transitional. Types of Residential Programs Intensive Therapeutic Focus Crisis Residential. This is very short term residential service, generally no more than five days, intended as an alternative to admission to an inpatient psychiatric unit. This program is not licensed, but OMHSAS approves it using guidelines contained in OMH Bulletins 92-16, dated October 15, 1992 and 93-10, dated August 9, 1993. Residential Inpatient Non Hospital (RINT). This designation is used only in Philadelphia. Usually it has a dual license as a CRR under Title 55, Chapter 5310 and as D&A Inpatient Non-Hospital, under Title 28, Chapters 704 and 709. These programs are transitional. Residential Treatment for Adults. (RTFA). This is an intensive therapeutic treatment setting for adults. It provides short-term services, generally not more than 30 days. RTFA may be provided as part of a larger psychiatric inpatient unit in which case it operates under the inpatient license. Free standing RTFA is licensed by OMHSAS under Title 55, Chapter 5100. Additional guidelines for RTFA are contained in a memorandum from the Deputy Secretary for Mental Health dated November 6, 1995. Residential Funding Generic Focus Home Ownership. This is a program to assist consumers to purchase their own homes. A variety of mental health and other funding sources are used to support home ownership. Supplemental Financial Supports. This includes funding through McKinney, PATH, Section 8 certificates, Tenant Based Rental Assistance, County MH, and Section 202 among other sources to assist individuals with paying for the costs of housing. These funds may be used to offset a portion of the rent/mortgage, to assist with utilities and for other hard costs of maintaining a residence. These 3

funds are available to supplement the cost of agency leased/owned settings or individually leased/owned settings. Specialty Services Behavior Shaping. These services are specifically focused on assisting individuals to develop alternatives to problematic behavior which significantly interferes with their ability to live in the community. Crisis. These are services designed to intervene in emergency situations. Crisis services are voluntary and may be mobile or available from a fixed site. Low Demand/Progressive Demand. These settings are intended to get people off the streets and out of shelters. They provide safe settings with minimal demands on the resident. Medically Enhanced. This term indicates the availability of nursing and medical services on a planned basis within the program Modified Therapeutic Community. This designation is used for a clinical approach to serving individuals with co-occurring mental illness and substance abuse (MISA) that meets generally accepted professional standards. Sexual Behavior. These services are specifically focused on assisting individuals to develop alternatives to aberrant sexual behavior which significantly interferes with their ability to live in the community. Shelter Services. This is emergency or short-term housing for individuals who are homeless. It may be funded through mental health or other sources. Step Down. This term is used to identify a program that is specifically designed to be a resource to residents of a higher-level service when they are ready to move to a lower level of care. Special Populations Aging Out. This designation is for individuals who are currently in children s mental health services, such as RTF or BHRS and who are in the process of transferring to the adult mental health system. It may also designate individuals who have cycled through children s mental health services but never connected. It usually means individuals in the 18-25 year age category. Individuals in this category may be receiving services from the child mental system and the adult mental health system simultaneously. Deaf/Hard of Hearing. This designation is for individuals whose hearing capacity requires alternative communication e.g. sign language, total communication. Forensic. This designation is for individuals who are or have been involved in the criminal justice system and for whom this involvement is an important factor in their lives. 4

Geriatric. This designation is for individuals age 60 and over, except when in an LTSR, when the individuals must be 65. Homeless. This designation is for individuals who do not have a permanent place to live Lesbian/Gay/Bisexual/Transgendered (LGBT). This designation is for individuals who self identify their sexual orientation or gender as indicated. Medically fragile. This designation is for individuals whose medical problems are a significant element in their lives. Programs designed to serve these individuals should always designate the age range to be served. Mental Retardation. This designation is for individuals who are also eligible for community mental retardation services. This is defined as significantly sub average general intellectual functioning that is accompanied by significant limitations in adaptive functioning in at least two of the following skill areas: communication, self-care, home living, social/interpersonal skills, use of community resources self-direction, functional academic skills, work, leisure, health and safety. The onset must occur before the individual s 22 nd birthday. Further information is included in MR Bulletin #4210-02-05 MISA. Mentally Ill Substance Abuse. This designation is for individuals with co occurring mental health and substance abuse problems. It replaces MICA and co-occurring. Physically Disabled. This designation is for individuals whose physical capacities require adaptations to the facility. Post Traumatic Stress Disorder (PTSD). diagnosed with PTSD. This designation is for individuals who have been Seriously Mentally Ill (SMI). This designation is for individuals who meet the PA OMHSAS definition of Seriously Mentally Ill contained in MH Bulletin Number 94-04. Traumatic Brain Injury (TBI)/Cerebrally Compromised. This designation is for individuals whose cognitive capacity has been impaired by accident, illness or other event after the age of 22. Young Adult. This designation is for individuals age 18 to 25 who are going through their first experience of serious mental illness (first break). Ancillary Services to support housing Community Treatment Team. This designation is for programs that substantially meet the standards outlined in OMHSAS Draft Regulations Title 55, Chapter 5215. Mental Health Enhancements. This designation is for programs which bring mental health expertise into other human service settings, such as personal care boarding homes, nursing homes or substance abuse services. Mobile Services. This designation is for programs that are delivered in the field rather than at a particular location. Mobile services always include a modifier such as: 5

Mobile Treatment Team. This team focuses specifically on the individuals clinical needs. Mobile Psychiatric Rehabilitation. This service focuses specifically on the individuals rehabilitation needs. Standards are included in Psychiatric Rehabilitation Medical Necessity Criteria and Standards, Second Edition, Dated February 1, 2001. Mobile Crisis Intervention. This service focuses is available to intervene in crisis situations. OMHSAS approves Mobile Crisis Intervention using guidelines contained in MH Bulletin #92-16 and #93-10. Outreach. This designation is for programs that are designed to locate, engage, assess, intervene and link individuals. Outreach services are fundamentally mobile and may specialize in specific locations, such as personal care boarding homes or shelters, or in special populations, such as MISA or forensic. PACT Team. This designation is for programs that substantially meet the standards outlined in the NAMI publication The PACT Model. A Manual for PACT Start-Up. Psychiatric Rehabilitation. This designation is for programs that meet the OMHSAS standards contained in Psychiatric Rehabilitation Medical Necessity Criteria and Standards, Second Edition, dated February 1, 2001. Vocational Services. This designation is for programs that focus on developing employment skills, finding employment and supporting individuals on the job 6

There are a variety of housing options available to Bucks County residents who are diagnosed with either a serious mental illness or a co-occurring disorder [serious mental illness and substance use]. Ask to speak to someone in Mental Health Residential services. Please note that if you have a case manager, he/she can assist in the referral process for residential services. TYPES OF RESIDENTIAL SUPPORTS Community Residential Rehabilitation Services (CRRS) CRRS has three Rehabilitation levels of staffed supervised housing. Intensive CRRS- Staffed 24 hours a day with awake staff. Maximum CRRS- Staffed 24 hours a day, on-site staff overnight. Moderate CRRS Staffed a minimum of 3 hours a day. Supported Living Program (SLP) Long term permanent housing with support services. Supports vary with the needs of the individual. Mental Health/Drug & Alcohol 1 house for 8 males, 1 house for 8 females. Supported Living Program (SLP) with a rehabilitation component tailored to meet the needs of individuals with MH/D&A issues. MH Adult Acute Respite Care Countywide program located in Central Bucks 4 bedroom house. Available 24 hours a day, 7 days a week. 24 hours staffing. Residents participate in programming during the day, either outside or within the residence. Handicapped accessible. May be utilized as a diversion for inpatient psychiatric hospitalization. Serves as a step-down from inpatient hospitalization. Can be utilized as planned respite.

DELAWARE COUNTY OFFICE OF BEHAVIORAL HEALTH Mission Statement The mission of the Office of Behavioral Health is to assure the provision of a comprehensive array of quality mental health and alcohol and other drug services for eligible children and adults that will assist them to maximize their human potential. Vision Statement The Adult Mental Health Division of the Office of Behavioral Health has a vision to assure that each person will receive the highest quality of care by a continuum of services that will promote recovery, independence and community inclusion. These services will focus on consumer choices and opportunities to encourage the fullest possible potential for a satisfying and fulfilling life. OBH applauds the investment of time, energy, and initiative taken by the CSP Committee in the creation of this Vision Statement for the adult mental health system. The adoption of the Vision Statement, as written by CSP Committee members, continues the valued trend of meaningful stakeholder involvement in the County s adult mental health system.
