Adobe Flash viewer for the maps (www.adobe.com/downloads) Adobe Reader for the documents Note: iphones and ipads are not currently supported. ---This document-------------------------------------------------------------------------------------- Part 1: Register in the Alberta Environment and Sustainable Resource Development (ESRD) Security Portal using an email address for the login ID. Note that WATERS is one application and in the future, there will be multiple applications that you may access using your email address. Each application may have additional registration requirements Part 2: Complete Enrolment in the WATERS application Part 3: Apply to be an Administrator for an Organization An Administrator is a person that can make decisions on who can submit applications for an organization (a person is automatically an administrator only for themselves) A) Applying to be an Administrator for an Organization that is already in the Department database B) Applying to be an Administrator for an Organization that is not in the Department database Part 4: Apply to Represent an Applicant A Representative is automatically assigned by the system and can submit applications for an organization, after being approved by the Administrator. ----------------------------------------------------------------------------------------------------------------------------- -------- Page 1 of 25

Part 1: Register for a new account in the ESRD Security Portal The WATERS URL (https://waters.aew.alberta.ca/) will redirect the user to the security screen. Note: The security screen should not be saved as a bookmark or added as a favorite to your internet site, doing so will result in an error message when you attempt to sign in. Step 1: Register for a new account The first time the user enters the site they must register for a new account. Click on Register a new account. (If you have previously registered an account proceed to Part 2: Log in Using Your Existing Account section.) Page 2 of 25

Step 2: Acknowledge the User Policy Place a check mark in the box to accept the user policy and then click on Next to accept the user policy. If you do not agree with the user policy you cannot proceed further. Page 3 of 25

Step 3: Fill out the Account Information data entry fields complete with the character challenge and click Continue. Your E-mail and Password combination will become your IAM account. This account provides access to Alberta Environment and Sustainable Resources Development external applications. Your WATERS password must remain secure, do not disclose it to anyone as this may jeopardize your personal information. When registering for a new account the mandatory fields are indicated with a red * at the front of the field. These fields are required to generate a user account. Enter the fields as described below and click on Continue to proceed with WATERS registration. Field Name Field Image Field Condition Email 1. The email entered must be a valid email address. 2. Each email account can only be registered once. 3. Mandatory field and must be entered. Password 1. Password must be between 8 20 characters. 2. Password must contain a least one letter. 3. Password must contain at least one number. 4. Password cannot contain special characters (@,%, etc.). 5. Password cannot be the same as the User Id. 6. Password validation is case sensitive. 7. A Password with more than two repeating characters is not allowed. Confirm Password 1. Must match Password exactly. 2. Mandatory field and must be entered. First Name 1. Mandatory field and must be entered. Last Name 1. Mandatory field and must be entered. Page 4 of 25

Company Street Address 1. Mandatory field and must be entered. City 1. Mandatory field and must be entered. Province 1. Province choice must be made by selecting from the drop down menu. 2. Mandatory field and must be entered. Postal Code 1. Postal Code must be entered in the correct format. 2. Postal Code formatting is included. 3. Mandatory field and must be entered. Phone Number 1. Phone Number must be entered in the correct format. 2. Phone Number formatting is included. 3. Mandatory field and must be entered. Mobile Number 1. Mobile Number must be entered in the correct format. 2. Mobile Number formatting is included. Image 1. The challenge image is also required to continue with the registration. If you fail to enter the image as shown another image will be generated once you select the Continue button. 2. Mandatory field and must be entered. 3. The image must be entered as displayed. 4. If the combination of letters and/or digits are entered incorrectly then the system will generate another image. Step 4: Complete the Security Questions To continue with the registration process you will be asked to enter your personal information in the form of Security Questions. These questions will be asked in the event that the user needs to change their password. By giving the correct response, the system is able to verify the user and make the change. For each of the five security questions there are twenty nine questions to select from. What the client select is personal preference, however: 1. Select those questions that you will have a greater chance of answering. 2. Do not make your answer lengthy as this may be harder to remember later. 3. All five security questions must be chosen and answered. 4. All five security questions must be unique. You cannot answer the same question twice. 5. All five security answers must be unique. You cannot give the same answer twice. Select from the security questions, answer the questions in the space provided underneath each question. Once all five have been selected and answered, click on Register. Page 5 of 25

Part 2: Log in using your existing account This screen will be the normal point of access for the WATERS application. Sign in with your new credentials. Complete Enrolment in WATERS this is a one-time only step. The WATERS application will load the client s profile. Once this is completed the WATERS enrolment screen will appear with the client s information. This information can be updated and the user can also specify if they are responsible for submitting on behalf of another party, this page will only display on the initial login, subsequent logins will direct the user to the main WATERS screen. The WATERS application will require a one-time-only enrollment This screen allows the client to make modifications to the information if required. This information is your individual user information. A separate process will be required for you to submit applications on behalf of others (organizations). To indicate that you are submitting on behalf of others change the default No to Yes. Page 7 of 25

You have now completed enrolment in WATERS! Welcome to the WATERS home page. You are now ready to submit an application as an individual. ***Additional steps must be taken before you can submit for an organization see Part 3 (Administrator) or Part 4 (Representative). --- top --- Page 9 of 25

Part 3: Apply to be an Administrator for an Organization Applying to be an Administrator will typically be for an employee of an Organization but in some cases, can be a designated consultant. An Administrator will be responsible for updating the correct company information, including a single email address used for that organization, and also for approving request from other external users to represent that organization. An Administrator can also designate other administrators for that particular organization. An Administrator will also automatically have authority to represent the organization (submit applications on behalf of the organization). From the WATERS home screen, select Apply to be an Applicant s Administrator, then put in your search critieria and hit Search to find existing records for an Organization A) Applying to be an Administrator for an Organization that is already in the Department database Select the correct organization by verifying the address information if necessary and click the Select Applicant button. Note that some corporations may have multiple entries; try to select both the correct name and address and avoid selecting entries that have Do Not Use in the address information. Page 10 of 25

Complete the request by opening and filling out the consent form and then saving temporarily to your computer. Page 11 of 25

Please click only once and wait for a response before proceeding this may take 10-20 seconds At this point, you will need to wait for your request to be processed by the Regulatory Approval Centre. It may take one working day to process this request. After the request has been approved, you will see additional menu items available in the WATERS application. Page 15 of 25

B) Applying to be an Administrator for an Organization that is not in the system yet. For example, this would apply to a new company, but would not apply to a company that is doing a name change. Select the Add New Applicant button. Open and fill out the Applicant Consent Form and then saving temporarily to your computer. Enter the file location and Upload the file. Then fill out the Organization s information and click the Submit button Page 16 of 25

Part 4: Apply to Represent an Applicant You can also apply to simply represent an applicant (submit TDLs on behalf of an organization). Note that an Administrator from that organization will need to verify your request. The verification must be done by an Administrator for that organization that has already enrolled in the WATERS system. Note: The Department cannot approve a request to represent an Applicant (organization). Page 19 of 25

At this point, your request will be reviewed by the Organization s Administrator If approved, the user now represents the organization the screen below shows that the new organization is now available from the drop-down when a new TDL application is selected. Page 22 of 25
