Implementation of the system quality management education and accreditation of educational programs in Tashkent State Technical University Magrupov T., Karimov M., Vasileva S. Abstract at present, the creation of system quality management education started in the Tashkent State Technical University. It is shown that the University consistently and steadily applies modern methods and quality management standards, develops innovative entrepreneurial activity, thereby seeking to conquer the market of educational services and hightech products and a strong position focusing on consumers, which include the state, society, students and employers. Launched in the Tashkent State Technical University activities to improve the quality of engineering education is directly related to the objectives of the project QUEECA - «The quality of engineering education in Central Asia", work on which is conducted from October 15, 2012. I. Introduction The effectiveness of Uzbekistan's economy, life standards of people are determined by the level of development of the industry, which directly depends on the qualification of engineering work. In many industrialized countries, the engineering profession is regulated by law, that is, the right to pursue engineering activities are only persons who have undergone certification and licensing, and brought in the appropriate registers. Persons licensed by government agencies to conduct an independent engineering activities given the status of "professional engineer". Therefore, the quality of modern engineering education is the key issue. However, to ensure the required level of training of engineers, despite some successes, it is not an easy task. One of the major difficulties due to lack of engineering areas of modern material base of the educational process, problems of organization of effective manufacturing practices. The problem of education quality is a nationwide problem, which determines the competitiveness of the state and its output to the world market of educational activities. To one of the most important components of the problem is the quality management system of higher education in high school, the goal of which is to increase the effectiveness of the training of highly qualified specialists in accordance with international standards [1]. II. Ensuring the quality of engineering education at the Tashkent State Technical University The quality management system of higher education a set of organizational structures, procedures, processes and resources needed to implement the planning, management, maintenance and improvement of the quality of education. The quality management system of education covers interconnected between spheres of activity of the university as a training, educational, scientific, administrative, economic. Successful operation of the quality management system of education at the expense of involvement of the entire team, with the rector as a leader assumes full responsibility for achieving the goal of quality education [2]. In connection with the transition to a multi-level system of higher education is changing traditional approaches to the educational process, research and other activities in the field of higher engineering education are also changing. Modern management tasks require informal decisions at all levels of higher education. It is necessary to use the experience, knowledge, knowledge of all relevant participants. The restructuring of the education system in accordance with modern requirements should be accompanied by much deeper changes in the objectives, content, forms and methods of learning, changing the traditional structure of the education system and the principles on which it was based previously. One of these areas purposeful work on the creation and implementation of quality management systems to meet the requirements of international standards-quality. At present, the creation of such systems started in the Tashkent State Technical University (TSTU). University consistently and steadily applies modern methods and quality management standards, develops innovative entrepreneurial activity, thereby seeking to conquer the market of educational services and high-tech products and a strong position focusing on consumers, which include the state, society, students and employers [3]. The basis of the system of quality assurance in TSTU is: Customer orientation. Leadership in setting goals and achieving them. The involvement of all employees in problem solving. A systematic approach to the organization and management of all activities. Continuous improvement of product quality. The main products of the university, as well as any other institution, is the knowledge, skills, competencies,

methodological culture and comprehensive training graduates in self-realization in society the results of the provision of educational services in the implementation of educational programs. Graduates of engineering education must be capable of strategic and long-term impact on the growth of labor productivity in industry and services, and are competitive on the world market. The university's mission is realized in constant interaction with employers with regard to their quantitative and qualification requirements. "Department of Monitoring and employment" University produces a continuous assessment of the demand for graduates: how much of his knowledge, expertise and practical knowledge gained provide professional development of its potential for the future. One form of assessment - is the inclusion of representatives of employers in the state certification committee. The department together with the National Center for testing of Uzbekistan conducts an annual survey questionnaire efficiency of professional work of young professionals. Some companies conduct "portfolio" of students on the basis of contracts for targeted training in a number of companies has a system of performance appraisal and corporate competencies recruited graduates and young professionals in the course of working life. The development plans of the University of Education provides for the establishment of assessment centers qualifications. Thus, the university sees the purpose of assessing the quality of education not to assess the current situation as well as the constant improvement of personal competences assessed student or employee, and teaching methodology. Guided by the requirements of the criteria of quality standards, TSTU determines the quality of education is not only the degree of compliance with the standard curriculum content or level test scores of high school students, but also the degree of satisfaction of explicit and implicit needs of a diverse group of participants in the educational process - students, teachers, parents, businesses, state, society et al., the suitability of the graduate to work effectively. The process of managing the quality of education at the University of sufficiently effective because it is supported by auxiliary processes such as reception, selection and training; research, market research and development of educational services, maintaining organizational relationships and others. University in their daily activities are not confined to the educational process, with particular emphasis on market research of engineering work and reasonable definition of the technical requirements for training. University rating is determined by the indicators of quality education, which depend on many factors and are computed under conditions of uncertainty of the initial information. Basic conditions for the normal functioning of the university are to maintain a given level of quality indicators of education. Annual evaluation of TSTU by the Ministry of Higher and Secondary Special Education, the State Testing Center of Uzbekistan shows the rating increase. In recent years, a comprehensive assessment of the activities of the University, they take into account advances in the creation and use of quality management systems of education. Thus, in case of rejection of one or more indicators of a given level, the reason is detected and eliminated. This achieves continuous control of quality. Despite the achieved some success on quality assurance in higher engineering education at the University, the search continues for ways to improve his level. III. Experience in accreditation of educational programs on the project QUEECA In our view, to ensure the quality of engineering education is directly related to the problem of international accreditation of educational programs. Adequate quality assurance programs educatedetermined process of realization of educational services and shall be subject to evaluation and accreditation not only by the government but also by social and professional international organizations Problem-oriented methods, design and technology organized training in engineering education allow its new content based on a set of competencies that include fundamental and technical knowledge, the ability to analyze and solve problems using an interdisciplinary approach, knowledge of methods of project management, readiness for communication and teamwork. Establishment of common approaches to evaluation and quality assurance in higher education is also one of the Bologna Process. It is assumed that the quality of training in higher education is provided by two main components - the quality of educational content and quality of management at the university. Launched TSTU activities to improve the quality of engineering education is directly related to the objectives of the project QUEECA, work on which is conducted from October 15, 2012. Here are the most important ones: Establishment of the National Society for Engineering Education in those countries where such a structure is not available, as well as Central Asian Federation of Engineering Education in partnership with Société Européenne pour la Formation des Ingénieurs (SEFI) and International Federation of Engineering Education Societies (IFEES). Adaptation EUR-ACE Framework standards (EAFS) and formulate similar standards Central Asian (CAEAS) in Russian and English languages; Creation of an accreditation centers in each of the Central Asian (CA) countries (with the coordination at the regional level); accrediting training employees. A series of trial accreditations with the participation of international teams for testing and verification CAEAS local accrediting staff. The formulation of the final version CAEAS based on the results of trial accreditations;

Carrying out the first pilot program accreditation of training engineers and the award of the first signs EURopean ACcredited Engineer (EUR- ACE) in CA. Formulation of a self-supporting financial plan for accreditation after the closure of the project. On the basis of these tasks for the partners of Uzbekistan identified [4]: 1) Establish and implement a system to ensure the quality of engineering education in the Republic of Uzbekistan. 2) Improvement of the system engineering in accordance with the needs of employers to meet the criteria and requirements for the content of professional standards of engineering education. 3) Preparation of experts on accreditation of engineering education programs among faculty members. 4) Pre-professional accreditation of engineering education programs, particularly programs in "Electronics and Instrumentation (instrument)." At the same time accredited program must meet the same criteria and guidelines for quality assurance in higher education for the award of the quality label EUR-ACE; 5). Preparation of the faculty TSTU accreditation, as well as the organization of the procedures for the accreditation of engineering education programs, taking into account the European experience in the field of quality of engineering education. 6). A preliminary accreditation of educational programs at the choice of universities - partners of Uzbekistan in order to achieve practical results and effective implementation of the project. To address these issues, it is advisable to initiate the organization of the Association for Engineering Education of Uzbekistan and the establishment of the Centre for accreditation of educational programs. In this case, the project participants must be a clear understanding of: The role and prospects of development of the Association to improve the quality of engineering education in the country. Methods and means to achieve the quality of engineering education. The level of requirements for the pedagogical skills of teaching staff of the University, as well as the knowledge and skills of students. The need for continuous improvement of material and technical base for laboratory and practical classes, course projects organization and professional practices to a new qualitative level. Requirements and customer needs. During the project QUEECA Tempus program have been achieved significant results: To study the problem of ensuring the quality of engineering education and experience of the Association for Engineering Education of European countries, Russia and Kazakhstan; The basic requirements and criteria for the preparation of engineering education program (state educational standards, programs, plans, etc.) For accreditation; Identified ways to ensure the quality of engineering education and organization of the Association for Engineering Education, as well as international accreditation of educational programs; Action Team developed TSTU charter Association for Engineering Education, and other documentation in accordance with the requirements of the law of Uzbekistan on public associations; Prepared by the experts for the accreditation of educational programs. Identify and confirmed the selected educational programs for international accreditation based on the requirements European Network for Accreditation of Engineering Education (ENAEE) ENAEE: from TSTU "Electronics and Instrumentation (instrument)"; from TUIT "Software"; There is ensure the participation of experts in the preparation of materials TSTU for international accreditation of the educational program "Electronics and Instrumentation (instrument)." For reporting on self-international accreditation of the educational program "Electronics and Instrumentation (instrument)" through ENAEE, approved orders TSTU the organization coordination, and an expert working group; In TSTU Web site was organized, designed by QUEECA. http://tdtu.uz/queeca/target.html; Of the funds for the project QUEECA educational program "Electronics and Instrumentation (instrument)" organized two laboratory rooms with computers for virtual labs online, a room for workshops and two lecture halls. All five classrooms were equipped with multimedia equipment. The faculty of the Tashkent State Technical University prepared reports of self in 3 volumes and sent to Assotiation for Engineering Education of Russia (AEER) for international accreditation of the educational program "Electronics and Instrumentation (instrument)" through ENAEE: description of the program, and a summary description of the subjects teachers, a description of the university departments and "Electronics and automation. " Guidelines for the preparation of reports in TSTU accomplished by coordinating a group of 6 people. In the preparation of reports on self-education program involved 17 experts who held a training workshop for experts, 19 university departments and 61 faculty members on 45 subjects of the curriculum of the educational program. In achieving the above results was of great importance active participation of the University faculty meetings, seminars and forums held by foreign partners of the project.

The first meeting of all the partners in the project was organized, the chief coordinator of the project QUEECA University of Florence, November 27-28, 2012. In this seminar heard reports of the European partners of the main provisions and objectives of the project, and how to implement them, as well as the establishment of the Association for Engineering Education in different countries. The organizational and financial issues identified project coordinators for the republics, as well as members of the board project The first forum was organized by the project QUEECA April 3-4, 2013 in Almaty (Kazakhstan) Kazakh Society for Engineering Education and the National Academy of Sciences of the higher school of Kazakhstan. The Forum heard the reports of the main coordinator prof. Claudio Borri (Italy), coordinator of the project partners, GM Mutanova (Kazakhstan), Alfredo Skvartsoni (Italy), T.M. Magrupov (Uzbekistan), A.D. Ahrorova (Tajikistan), O.A. Umankulova (Kyrgyzstan), José Carlos Kvadrado (Portugal), Mehmet Karamanuğli (UK), Y.P. Pokholkov (Russia) and others. The reports focused on experience of the EU to create a society of engineering education and accreditation center, the use of the framework of standards for accreditation of engineering programs in the EU, as well as state and problems in the field of quality assurance and accreditation of engineering programs in the republics Central Asia. In accordance with the work plan of the project QUEECA seminars, conferences and meetings were organized, which took place in the ongoing discussion of quality assurance and accreditation of educational programs (www.queeca.eu). Since the creation of engineering societies and accreditation of educational programs is a major challenge of the project QUEECA 16-17 June 2013 in TSTU was held "International Seminar on Development of National Engineering Education Societies in Central Asia Uzbekistan" (with the participation of representatives of the NTO Tempus Uzbekistan. Were presented and discussed reports Vice President for Academic Affairs TSTU prof. M. Karimov, project manager QUEECA (Italy) Elisa Guberti, project manager QUEECA TSTU prof. T. M. Magrupov, as well as representatives of Kazakhstan and Tajikistan. The reports noted the work performed on the project partners, and prospects for the development of modern engineering education through the development and implementation of European experience in the organization of the accreditation process engineering education programs, the role of engineering societies and accreditation centers in the partner countries, as well as the active participation of universities aimed at strengthening international cooperation in the academic field. Questions about the organization and the development of the activities of the society of engineering education and accreditation, ways of development center were also addressed. The discussion was attended Coordinator NTO Tempus Uzbekistan Aziza Abdurakhmonova with their valuable advice. In TSTU 14-15.10.2013, the workshop was conducted to ensure the quality of engineering education. Heard reports and presentations of work experience representatives of European countries ENAEE, ASIIN, SEFI, ISEL, AEER et al. On ensuring the quality of engineering education and international accreditation of educational programs. In addition, the reports of coordinators were listened from Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan. Conference dedicated to the organization of the Association for Engineering Education in Uzbekistan, which was held on April 15, 2014, which elected the governing bodies of the Association: Chairman, Deputy. Chairman and CEO, as well as - an initiative group of 11 people from the representatives of education, science, industry and business. One of the highlighted events was the training seminar of experts AEER TSTU "Evaluation of goals and outcomes of the educational program" was organized on 26-28 May 2014 "Association for Engineering Education of Russia." The seminar was composed tender committee for the selection of students for the Tashkent State Technical University and Tashkent University of Information Technologies (TUIT). To participate in the training seminar selected 20 people from TSTU and 6 people from TUIT, which at the end of training certificates issued ENAEE [5]. May 29-30, 2014 in TSTU organize national scientific-practical conference "Actual problems of quality management of engineering education: Theory and Practice" project "QUEECA the quality of engineering education in Central Asia" with the participation and support of the project partners in the framework of the planned activities. The conference was attended by representatives of the Ministry of Higher and Secondary Special Education, Coordinator of the National TEMPUS Office in Uzbekistan, European and Central Asian project partners [6]. At the activity of the conference focused on the areas of: Create Association for Engineering Education in the Republic of Uzbekistan Strategy and model of the system of technical education; The quality of engineering education: concepts, principles and methods of implementation; The integration of science, education and industry to ensure the quality of engineering education; Innovation in the engineering education; Mobility engineering education; Conceptual and methodological foundations of international accreditation of educational programs; Methodology and Technology Accreditation of Engineering Education; Factors and supports the quality of education; World Association for Engineering Education experience: goals, objectives, principles of operation. All activities carried out in the Republic of Uzbekistan in addition to the participants of the project was attended by representatives of universities - PPP,

bachelors and masters; businesses and specialists of enterprises and organizations of Tashkent city: Joint Stock Company "Photon", "Uzgazproekt" and others; also involved scientists research institutes of the Academy of Sciences of the Republic, specialists in working with foreign students. In the period 2013-2014, the held meeting of the Association for Quality Assurance in Engineering Education and national experts with the participation of the faculty of the University to meet the objectives of the project. The results were reported at work systematically permanent meetings were organized by the Ministry of Higher and Secondary Special Education of Uzbekistan and the National Society of TEMPUS: 05/06/2013 - monitoring project QUEECA. 08/11/2013 - Session "Distribution days of Uzbekistan - TEMPUS"; 04/04/2014 - "round table TEMPUS" on "Effective management of the Tempus project", whose main purpose was to increase the efficiency of management of higher education; 11/20/2014 - "round table TEMPUS" "Effective management of the Tempus project", the main purpose of the meeting was to review the issue future improve the effectiveness of existing projects TEMPUS; 06/02/2015 - Meeting of the local coordinators of Tempus projects in Uzbekistan. The main purpose was to discuss the pressing issues the implementation of current Tempus projects in universities and efficiency of interaction between the participants of projects with the Ministry, in particular, the report on the tasks QUEECA. As a result of lessons learned and analysis obtained results of the project can draw conclusions about the possibility of further development of the quality management of engineering education and mandatory international accreditation of educational programs IV. The results of the project QUEECA in Uzbekistan International accreditation of educational programs help to attract the attention of foreign specialists to staff the Technical University and the quality of the educational process, simplifies the organization of scientific and academic exchanges, expanding the experience and influence of the university promote the advertising and promotion of its leading positions in the field of education Thus, public education and professional accreditation-enforcement programs in engineering and technology - is the result of the recognition of the quality of education and training on the part of the professional community Technical University and, last but not least - is a process aimed at improving the quality of engineering education. The logical conclusion of the project is the international accreditation of the educational program "Electronics and Instrumentation (instrument)" in TSTU that promotes: Attraction of attention of foreign experts and students. Increase the qualification of the teaching staff. By organization scientific and academic exchanges between countries and universities. Extension of experience and area of influence TSTU. Promote the assistance of the teaching staff at the forefront of science and education. Protection of geopolitical interests. Experience gained during the passage of the Technical University of public and professional international accreditation on the basis of the project QUEECA Tempus program may be extended to other technical universities in the Republic. Thus, the individual accreditation of engineering education programs is not opposed to the state accreditation of the institution (subdivision) technical profile, and naturally complements it.
