10 HIGHER EDUCATION: LATEST DEVELOPMENTS Decree On modernisation of technical facilities, resources of higher education institutions and considerable improvement of quality of graduates for the period of (20 May 2011) Decree "On measures for further improvement of the system of foreign languages learning (10 December 2012) Decree on introduction the third Doctorate cycle and development of university research ( as from 1 st January 2013)
11 HIGHER EDUCATION: LATEST DEVELOPMENTS to reconsider education areas and specialties for training of highly qualified personnel: quotas for engineering fields for Bachelors programme will be increased from 23% to 36%; to construct/reconstruct/equip training laboratories, sport facilities and student dormitories; to create modern scientific-research laboratories for further improvement of university research activities, integration of the educational process with research activities of teachers and students.

23 ADVANTAGES OF COOPERATION Committed and highly motivated partners, enhanced project management capacity of the Uzbek HEIs; Local ownership is enhanced, thanks to recognition of overall programme impact; Adopted simplified visa procedure for the EU and Uzbek partners (the EU MS embassies in Tashkent); Specific decree for customs clearance of Tempus equipment; Considerably improved foreign language and IT skills. NOTABLE CHALLENGE Use of university bank account in hard currency is under development.
