In this event, Norberto Muniz suggested that it was advisable for Medellin to get involved in international events to provide a positive reputation. That year it had been held the 3 er Congress of the Spanish Language in Rosario (Argentina), and the next would be based in Cartagena de Indias (Colombia). This event is positive for any city because it behaves notoriety, bringing presidents and writers, but whilst Cartagena is a famous city in the world for its beauty and historic World Heritage-UNESCO, the event would come in very well with Medellin to begin broadcasting news different from a past related to drug-trafficking and violence. Hence, rightly Medellin co-hosted the congress in 2007, in charge of the encounter in which unifying Grammars of the Spanish language, and then in Cartagena tribute to the famous writer and Nobel Prize of Literature Gabriel García Márquez. It was a great success, with citizen participation, including a contest of words between children, and international resonance; the King and Queen of Spain visited the city and inaugurated the Library España, a landmark of the new Medellin, symbol of change from violence to culture.
