RESIDENCIES AND TRAINING PROGRAMMES FOR FOREIGN ARTISTS AND CULTURE PROFESSIONALS The provision of programmes for foreign culture professionals and artists forms a major part of the international work of the French Ministry of Culture and Communication. In facilitating the establishment of lasting networks for exchange, this policy meets France s primary aim of promoting cultural diversity and is implemented through training programmes, residential courses and events across all cultural sectors. The programme is regularly updated throughout the year on the website: ww.culture.gouv.fr. Residential programmes available to professionals and artists can take various forms: training courses (some managed by the Maison des Cultures du Monde): 1. Short-term Current ( Courant ) courses. 2. Cagec, a company specializing in the field, has created a website for the Ministry of Culture and Communication, providing dossiers on various themes, jurisprudence and online answers to questions posed directly by users. The site is available in French and English and access is free. http://www.art4eu.net/fr/home: the association Pépinières européennes pour jeunes artistes has identified institutions offering residencies to foreign artists in different disciplines (writing, theatre, storytelling, circus, street arts, puppets, music, dance, hybrid forms, song). A database containing this information can be accessed via the association s website. 1

ALL DISCIPLINES Global currents ( Courants du Monde ) CULTURAL VISITS ( SÉJOURS CULTURE ) Every autumn (15 November 3 December in 2010) the Cultural Visits scheme provides around forty administrators working in culture and the arts with personalized programmes on specific themes, comprising specially-arranged meetings and professional visits to public and private cultural institutions in Paris and/or the regions. These programmes focus on French methods for managing and organizing culture in the following fields: education and outreach; visual arts; museums; architecture, urban planning and heritage; cinema; books and reading, libraries; archives; dance, music, theatre, circus. In accordance with their own profiles, specialities and professional projects, participants will meet with managers and other personnel from cultural institutions and associations, with private partners and artists and with organizers of festivals, cultural events and multidisciplinary centres. The Cultural Visits programme enables participants to share and compare experiences and skills, to extend their fields of expertise, to create exchanges with French cultural partners and to establish a dynamic network of international professionals. LIBRARIES Global currents ( Courants du Monde ) AUDIOVISUAL RESOURCES IN LIBRARIES SOUND AND IMAGE This course, to run from 15 November to Friday 3 December 2010, will enable trainees to consider issues relating to the development of audiovisual resources in libraries (music, speech and sound in all formats, visual materials, including video cassettes, DVDs and multimedia formats such as CD-ROM, DVD-ROM and hard copies). The course will draw on the experience of the Bibliothèque nationale de France (BnF) and Bibliothèque publique d information (Bpi) at the Centre Pompidou in enabling trainees to acquire or develop their theoretical and practical skills in the audiovisual field and to define the place of audiovisual materials in a public library. ARCHIVES Global currents ( Courants du Monde ) ARCHIVING THEORY AND PRACTICE The course Archiving theory and practice is designed to give around twenty experienced French-speaking archivists the opportunity to: - think about current issues - share practical experience - become part of an international network and meet French archivists - exchange working methods and practices with professionals from other areas in the field of heritage conservation. The course combines lectures on theory with case studies by professionals. Target group This course is designed for experienced archivists, department heads and those responsible for providing support and organization, familiar with the procedures and techniques of archiving. It is particularly appropriate for archive managers who are required to install contemporary archiving tools. CULTURE ADMINISTRATION Global currents ( Courants du Monde ) CULTURE POLICY AND ADMINISTRATION The aim of the course Culture policy and administration is to provide tools for understanding and thought about French cultural policy. It provides the invited professionals with tools for a critical analysis of the French political and administrative model, taking examples from public policy and institutions. With its emphasis on comparing and appropriating these analytic tools, the course enables participants to incorporate them into their own professional practice. The course combines lectures on theory, case studies by professionals and visits to cultural organizations. Target group This course is designed for around twenty French-speaking arts administrators in national or regional authorities and heads of organizations responsible for drawing up and managing cultural projects and cooperation missions. CULTURE ADMINISTRATION Global currents ( Courants du Monde ) THE FUNDING AND ECONOMICS OF CULTURE The aim of the course Funding and economics of culture is to consider the economic dimension of cultural activity. This intensive course offers a broad view of the situation in France and examines various technical aspects of management. Fields considered include audiovisual media, publishing, live performance, heritage and the visual arts, with reference to aspects of policy and enterprise management. The course combines lectures on theory with case studies by professionals. Target group This course is designed for around twenty French-speaking administrators from ministries, local authorities and cultural organizations, and more generally for those responsible for managing and programming in the field of culture and the arts. PROFESSION CULTURE The Profession Culture programme seeks to encourage the development of cooperation projects and lasting networks for exchange between: - public bodies under the aegis of the Ministry of Culture and Communication and their foreign counterparts, - public libraries and their foreign counterparts. This programme is designed for departmental or project managers, who must propose a substantial project, in agreement with the host institution in France, based on the exchange of knowledge and skills, in order to reinforce cultural ties between their home institution and the institution in France. 1. HERITAGE Heritage bursaries Around twenty bursaries are offered annually to French-speaking professionals in the heritage field (built heritage, archaeology, inventory, museums, architecture). This programme is available to all nationalities. For the European Union, priority is given to citizens of the new member states. Target group As the number of bursaries is limited, candidates must be professionals already working in the field or young, highly qualified practitioners looking to acquire new skills. Priority is given to candidates who are involved in a current cooperation scheme between France and the country concerned. ARCHIVES INTERNATIONAL COURSE FOR ARCHIVE SPECIALISTS (STAGE TECHNIQUE INTERNATIONAL D'ARCHIVES, STIA) Founded in 1951, the STIA was originally designed as a practical course for students at the École nationale des Chartes and for foreign archivists. Its aim was to assist archivists from around the world to reconstruct the written heritage in the aftermath of the Second World War. Today it is delivered annually to over 30 French-speaking archivists from around the world, working both for national and local, public and private institutions. This generalist course takes place April June and comprises lectures, seminars, visits to Paris and the provinces and individual practical work. Each student has an opportunity to: - share experiences with archivists from France and elsewhere - find out about practices in France and elsewhere - take part in discussions on all aspects of the profession - consider professional issues in working groups - make many contacts with colleagues which will prove useful in their future career - create a valuable international network of professional and personal contacts. CONTEMPORARY VISUAL ARTS RESIDENCY PROGRAMME This residency programme is designed for foreign visual artists and arts professionals (exhibition curators, museum curators, art critics, art historians) who are invited by French institutions (eg. art schools, arts centres, regional contemporary arts centres) to work on a particular artistic or research project or on an exhibition. The relevant institution should submit the application for the accommodation expenses and allowance, plus the project proposed by the artist or professional, to the SAP Département des politiques territoriales et de l action internationale. LITERATURE AND BOOKSELLING Writers in the French language The Centre National du Livre enables authors writing in French of any nationality or country of residence to apply for a writing bursary, preparation grant and residency funding according to certain conditions set out in detail on the website of the Centre National du Livre, the first being that they must have published at least one work with a professional publisher in the same field as the proposed writing project. Writers in other languages Writers bursaries and preparation awards are available to writers in other languages who have been resident in France for over five years, according to certain conditions set out in detail on the CNL website. In particular, they must have had at least one work translated and published in French in the same field as the proposed writing project. Residency funding is available to writers in other languages domiciled in any country, according to certain conditions set out in detail on the CNL website. In particular, they must have had at least one work translated and published in French in the same field as the proposed writing project and the host organization in France must be in a position to ensure that they can communicate with French audiences. The host organization must have given its prior agreement and informed the Centre National du Livre (CNL) of the arrangements for the visit and accommodation proposed to the resident author and of the project for public events developed with the author. Accommodation costs must be met by the host organization. Translators RESIDENTIAL BURSARIES for FOREIGN TRANSLATORS The Centre National du Livre (CNL) awards residential bursaries for periods of 1 3 months and up to 6 months for exceptional projects. These bursaries enable foreign translators to work on their translations from French in France, for example staying at the Collège International des Traducteurs Littéraires (International College for Literary Translators) in Arles.
