Purpose This document contains a Request for Information (RFI) for the provision of a wireless infrastructure and Mobile Device Management to support a diversified approach to network technology integration for Pflugerville ISD s new middle school (Cele Middle School). It is the desire of Pflugerville ISD to use Cele Middle School as a pilot for full wireless integration of district and personal devices in preparation for an eventual district- wide wireless infrastructure deployment pending a future Bond referendum anticipated for 2014. Pflugerville ISD will use the information obtained from this RFI, along with existing consultancy, as a basis for further discussion and the development of a RFP. Suppliers wishing to respond to this RFI should read this document carefully and follow the guidance for responding in order to provide Pflugerville ISD with the following: 1. Design and develop a scalable wireless infrastructure strategy for Cele Middle School. 2. Provide a design for Mobile Device Management Goal It is the goal of Pflugerville ISD Technology Services to provide and support 21 st century technologies critical to providing relevant instruction for our students. Current technology needs require access to a robust wireless network capable of providing adequate network access for an array of mobile devices including laptops, netbooks, and tablets. In addition to requiring this robust network, there is also the need to manage mobile devices efficiently and effectively across our network. Wireless and Mobile Device Management technology should complement each other to provide an effective and transparent data access environment for our learning communities. Request for Information (RFI) Pflugerville ISD is seeking product and services information with general list cost requirements from qualified companies for furnishing a wireless network solution to included mobile device management and integration with current network infrastructures for a new Middle School (Cele Middle School) in accordance with the aforementioned vision. The purpose of this pre- funding inquiry is to give eligible entities within the market place an opportunity to inform Pflugerville ISD on core competencies, latest available technology trends and solutions, roadmap, and any additional technical information that may be relevant to the goal.

Failing to submit a response to this RFI may limit a potential vendor s opportunity to submit any possible response to RFPs. While it is highly recommended that all eligible entities respond to this RFI if they wish to be considered for the wireless access and mobile device management project for Cele Middle School, responses to this RFI are considered non- binding proposals and are only used to assist Pflugerville ISD in performing its due diligence in gathering information for planning and specification preparation purposes. For this proposed RFI, Wireless infrastructure and Mobile Device Management provides for the following pending a successful Bond referendum anticipated for 2014: 1. Wireless infrastructure with the ability to accommodate 50 classrooms, offices, and common areas in Cele MS: a. 750 BYOD devices b. 100 ipads c. 300 wireless laptops. 2. It is expected that Pflugerville ISD will expand canopy coverage on a district- wide large- scale deployment: a. 3,000+ access points to support b. 5,000 district managed student mobile devices (ipads, netbooks, laptops, etc.) c. 20,000 BYOD Devices Mobile Device Management to include over- the- air (OTA) distribution of applications, data and configuration settings for an array of mobile devices and operating systems including mobile phones, smartphones, tablet devices, laptops, etc. This applies to PISD- owned, employee- owned and student- owned (BYOD) devices. Specific Requirements 1. Deployment of a wireless infrastructure providing 100% coverage for Cele Middle School to adequately cover 1,000 devices across three floors and square feet. 2. Deployment must integrate with existing network hardware and authentication infrastructure (see a Appendix 1 for information) currently deployed in Pflugerville ISD. 3. Deployment designed must utilize current and future wireless and mobile device management technologies and strategies including but not limited to spectrum analysis, intrusion detection, application visibility, rogue detection, heat mapping, etc.

Information Being Requested 1. Strategy for providing 100% wireless coverage for Cele Middle School 2. Strategy for Mobile Device Management 3. List of equipment to include list pricing and explanation of purpose within the deployment design Acquiring Rough Order of Magnitude (ROM) Cost for this project to include list pricing and to exclude any reduced pricing typically offered to educational organizations and to Pflugerville ISD specifically RFI Assumptions 1. Committee is open to all technologies and alternatives/proposed solutions 2. Responders can provide a complete solution for both Wireless and MDM or for each solution discretely Instructions for Responding to this RFI Responses from companies in the industry with specialization in Wireless and/or Mobile Device Management are welcome. One electronic copy in machine- readable format (MS Word, Excel, or PDF) should be sent to craig.pruett@pfisd.net. Please use the RFI template provided in Appendix 2 for your responses. Your proposal should also include: 1. A cover letter, which summarizes your response and includes areas to which you are responding and must also indicate if supporting documentation, is included in your response. Please use this space in the RFI to paint the picture of your solution based on item 1 (Administration). 2. The response itself, covering any or all of the areas of information requested by this RFI. It s encouraged that you limit the size of your response to approximately 50 pages including supporting documentation. Responses must be received no later than Friday, February 15, 2013 5:00 PM (CT).

RFI Response Review, Demonstration, and Clarification Process This RFI is issued with the intent to survey industry to obtain information that provides guidance, which may be used in the preparation of an RFP. Based on the RFI responses, the Review Committee will augment its roadmap, which may result in one or more RFPs. To fully comprehend the information contained within a response to this RFI, the Review Committee will require a public overview and demo including scope, equipment utilized and, where possible, a live in house test of solution being proposed (bring in your equipment and setup an in- house test). If you are unable to provide a live demo Pflugerville ISD reserves the right to disqualify your RFI from the review process. Companies responding to this RFI shall designate a single contact within that company for receipt of all subsequent information regarding this RFI. The name of this contact will be made available to the Review Committee. Distribution of RFI Responses and Copyrighted Material Copies of all documentation submitted in response to this RFI will be available to the Evaluation Committee for review purposes. Proprietary and confidential material shall not be included in any response to the RFI. If copyrighted material is sent in response to this RFI then a statement waiving that copyright for use by Pflugerville ISD is required and a limited waiver of copyright that allows Pflugerville ISD s Review Committee to make up to twenty- five (25) copies for review purposes is required. Condition of RFI This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of Pflugerville ISD to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for Pflugerville ISD to consider. Vendors will not be entitled to payment for direct or indirect costs that are incurred in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Pflugerville ISD may use the information provided in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competitively sensitive information contained in their response. Pflugerville ISD does not intend to submit payment for the information submitted in response to this RFI.

Demonstration of Solution Vendors are asked to provide demonstration of equipment for a period of 30 days. Pflugerville ISD will schedule live demonstrations during the week of February 25 March 1, 2013. It is expected that vendors will be provided 4-6 hours for a thorough presentation, Q&A session, and testing of equipment of wireless solutions and approximately 1-2 hours for stand- alone MDM solutions. A schedule of presentations, questions, and tasks shall be provided a minimum of one week in advance of the scheduled presentation. Pflugerville ISD Committee The district s evaluation committee shall be comprised of technology directors, network, systems, support, and instructional technology staff.

Appendix 1 Cele Middle School Information Cele Middle School will incorporate a dense wireless deployment including 82 wireless access points. Wireless access points are dispersed with 1 in every classroom, 4 in the cafeteria and gym, and 2 in office areas. Appendix 4 Every RFI applicant will be ranked against an internally created rubric. In addition to being ranked according to the items in Appendix 2, the following represents a sampling of additional items that will be ranked. This is not a complete list of items that will be listed on the rubric, but rather, a sampling representative of the type of information PISD is looking to quantify against in this RFI.
