Contact Information All questions, including requests for clarification or requests for additional information, must be submitted via no later than 5:00 PM (Local Philadelphia Time) on November 2, 2015 prior to the submission due date and directed to: Clinton Johnson, Office of Innovation and Technology (OIT) Oral responses by any City employee or agent of the City are not binding and shall not in any way be considered as a commitment by the City of Philadelphia. III. Statement of Purpose The City of Philadelphia ( City ), through the Office of Innovation and Technology (OIT), is seeking information about modern time data collection solutions and integration of those solutions with existing City systems. The City is also interested in understanding the options for migrating time collection solutions across the enterprise in its federated environment with highly varied job types. The City is seeking this information in anticipation of posting one or more requests for proposal (RFPs) to provide solutions to meet the needs of the City's various organizational units. The City is open to nearly any solution including, but not limited to, wired and wireless time collection tools, such as PC/Web, badge cards readers, Telephone / IVR, mobile devices, biometrics, etc. The City is in the middle of an enterprise wide implementation of the Oracle Time and Labor (OTL) module of Oracle E-Business Suite to automate the processing and enforcement of the City's time and attendance business rules. Once implemented, OTL will be the system of record for all time and attendance business rules throughout the enterprise. Please keep in mind that the City is also interested in understanding how time data collection solutions (hardware, software, and
4 related services) can be leveraged as efficient and economical front-end time collections mechanisms for collecting basic time data to transmit to OTL for subsequent processing. Several employees throughout the City are anticipated to utilize self-service time data collection functionality of OTL. Information provided on solutions should take into consideration long-term scalability and adaptability as the City will likely phase in various users over time to accommodate the varying and evolving needs of organizational units throughout the enterprise. A. Goals Through this RFI, the City is seeking to: Understand the current time data collection offerings in the marketplace and the capabilities and price point of those offerings Understand the challenges faced by organizations comparable to the City that have recently implemented time data collection solutions Understand the business value of implementing modern time data collection solutions Learn about good and best practice approaches to implementing time collection solutions B. Background Working environments and time management needs vary greatly for the City s approximately 27,000 employees. Many City employees operate at more than 2,500 locations around Philadelphia while many also operate outside of an office space. City employees use a variety of time data solutions to record their working hours, recording starting and ending times, breaks, and work assignment (e.g. projects, working roles, etc.). The City currently has approximately 100 time collection devices in place, used by nearly 3,200 employees. 1. Current Implementations The City is in the process of rolling out OTL as a part of a larger enterprise resource planning system (ERP) implementation. OTL is expected to be used by many employees particularly in scenarios where employees have ready access to a computer at a City managed work location during the start and end of their work days. However, many business requirements [and possibly legal and government mandated constraints] necessitate the use of other time data collection solutions. As such, the City currently leverages a range of time data collection devices including web-based solutions, time/punch clocks, swipe card systems, and biometric solutions from a variety of vendors.

6 C. Planning Assumptions and Architecture Goals Responses to this RFI should reflect the following planning assumptions, architecture goals, and architecture principles: 1. Planning Assumptions OTL Implementation and RFI First The City expects to complete the OTL implementation and a review of responses to this RFI prior to the release, approval, and award of an RFP for time data collection solutions Preference for Phased Approach The City will likely prefer a phased approach to implementing time data collection solutions given the size of the enterprise (e.g. number of employees and number of physical locations) and the variety of needs 2. Architecture Goals OTL is the Single System of Record and Rules Engine OTL will be the system of record and processing engine for ALL time and attendance business rules throughout the City Timely Access to Time Data Through OTL OTL will store ALL employee time data collected through proposed solutions and make the data available to users in a timely fashion 3. Architecture Principles Leverage Best of Breed Time Management Solutions The architecture should leverage applications, platforms, and devices that are purpose built to automate time management within large enterprises with diverse job types in order to: o Minimize customization, reducing lifetime costs and maximize useful life o Increase ability to analyze and manage performance through solutions that enable best practice approaches to enterprise time management Integrate with Workforce Management Services The solutions should integrate with existing and planned workforce management systems to improve and enhance cross-functional service delivery (e.g. time management, payroll, etc.)
7 Control Technical Diversity The architecture should minimize the diversity of technology platforms, devices, solutions providers, and contracts to minimize costs of integration and maintaining expertise Leverage Managed, Scalable, and Guaranteed Services The operating models required by the solutions should take advantage of guaranteed service availability and scalability of services such as cloud solutions and managed service providers that are able to handle the varying demands of the City
8 IV. Submission Requirements The following are submission requirements for this RFI: A. Understanding Your Solutions 1. List of Solutions Provide a list of your solutions and include the following information for each: Describe how the solution addresses the challenges of Time and Attendance Management, particularly as it relates to time data collection Describe how the solution improves the business activities related to time data collection Describe other challenges addressed by the solution Describe key features of the solution Describe how the solution addresses mobility Describe how the solution leverages cloud technologies Pricing models and corresponding costs, including but not limited to the following details, distinguishing essential/foundational from optional: o Descriptions of functions, features, and pricing/costs of appliances and other hardware, including annual support and maintenance o Descriptions of the functions, features, and pricing/costs of software modules o Descriptions of the functions, features, benefits, and pricing/costs of cloud components o Descriptions of purpose, benefits, and pricing/costs of professional services including installation, configuration, and enhancements o Description of purpose and pricing/costs of licensing, including minimums, escalating tiers, etc. 2. Exemplary Case Study Provide a case study that exemplifies the value of one or more of your time data collection solutions. 3. Solution Demonstrations Respondents to the RFI may be invited to engage with stakeholders from the City and have the opportunity to demonstrate their products, services and solutions.
9 B. Understanding Your Company 1. Business History Provide a brief history of your business including information regarding the founding of your business, acquisitions within the past 5 years, major shifts in direction, and changes in market position. 2. Firm Size and Locations Provide the following information, at a minimum, regarding the size and distribution of your company. Total number of employees Total number of locations Location and size (number of employees) of main offices Location and size (number of employees) of offices within the Greater Philadelphia Area 3. Current Implementations Provide information about installations of your solutions that best align with the following criteria: Three (3) of the largest (by number of employees served) installations of your time data collection solutions including at least one installation that uses currently supported products Three (3) of the most distributed (by number of physical locations) installations of your time data collection solutions including at least one installation that uses currently supported products At least one (1) installation of your time data collection solutions for a state or local government agency, if applicable Information provided for each customer installation must include the following: Customer Industry Approximate Number of Employees Approximate Number of Physical Locations Implementation Approach Length of Customer Relationship Description of Support and Maintenance Provided Integrations with other Workforce Management and Human Resource Management systems

As a Solution Provider Describe the challenges of Time and Attendance Management in detail and within the overall context of Workforce Management and explain how your company sees itself as a solution provider, helping customers address those challenges. 5. Range of Solutions Provided Provide a description and/or listing of the range of products and services provided by your business. C. Understanding Good and Best Practices 1. Implementation Approaches Describe the implementation approaches typically used to implement your solutions in the following scenarios: 2. Integrations Greenfield: No time data collection devices exist Upgrade: Previous versions of your time data collection devices exist Migration: Time data collections devices provided by other vendors exist Describe your business typical approaches to integration with other solutions, including examples of solutions your past and current products with which your solutions have been integrated. 3. Support and Maintenance Describe the types of support and maintenance arrangements your business offers and provide examples of customers that have taken advantage of each. 4. Performance Management List the performance indicators your customers typically track and how your solutions help customers measure and manage those metrics.

Rights and Options Reserved In addition to the rights reserved elsewhere in this RFI, the City reserves and may, in its sole discretion, exercise any one or more of the following rights and options with respect to this RFI if the City determines that doing so is in the best interest of the City: 1. to decline to consider any response to this RFI ( Response ); to cancel the RFI at any time; to elect to proceed or not to proceed with discussions or presentations regarding its subject matter with any Respondent and with firms that do not respond to the RFI; or to reissue the RFI or to issue a new RFI (with the same, similar or different terms); 2. to waive, for any Response, any defect, deficiency or failure to comply with the RFI if, in the City s sole judgment, such defect is not material to the Response; 3. to extend the Submission Date/Time and/or to supplement, amend, substitute or otherwise modify the RFI at any time prior to the Submission Date/Time, by posting notice thereof on the City web page(s) where the RFI is posted; 4. to require, permit or reject amendments (including, without limitation, submitting information omitted), modifications, clarifying information, and/or corrections to Responses by some or all Respondents at any time before or after the Submission Date/Time; 5. to require, request or permit, in discussions with any Respondent, any information relating to the subject matter of this RFI that the City deems appropriate, whether or not it was described in the Response or this RFI; 6. at any time determined by the City, to discontinue discussions with any Respondent or all Respondents regarding the subject matter of this RFI, and/or initiate discussions with any other Respondent or with vendors that did not respond to the RFI; 7. to do any of the foregoing without notice to Respondents or others, except such notice as the City, in its sole discretion, may elect to post on the City web page(s) where this RFI is posted. The City is not obligated to conduct subsequent discussions with any Respondent to this RFI, and reserves the right to conduct discussions regarding its subject matter with firms that do not respond to this RFI. This RFI and the process it describes are proprietary to the City and are for the exclusive benefit of the City. No other party, including any Respondent, is intended to be granted any rights hereunder. Upon submission, Responses to this RFI shall become the property of the City, which shall have unrestricted use thereof. Responses may be subject to public disclosure under applicable law. By submitting its Response, the Respondent agrees to the terms and conditions of this RFI.
