1 REQUEST FOR PROPOSAL FOR DESKTOP MANAGEMENT SYSTEM FOR MIDVALE CITY OFFICES Midvale City is inviting qualified vendors to submit a Proposal to recommend, provide and potentially install a Desktop Management System. Interested parties can receive a complete list of system requirements and Proposal guidelines by visiting the Public Notices section of or by contacting Jarin Blackham, Information Technology Manager at (801) or jarin@midvale.com. The proposal (4 copies) must be delivered no later than 5:00 p.m. on Thursday, May 10 th Delivery address: Jarin Blackham, IT Manager 655 West Center Street Midvale, Utah Late submissions are considered non responsive and will neither be accepted nor considered. 2 I. PROPOSAL GUIDELINES A. All proposals shall become the property of the City. B. Proprietary information contained in the proposal must be clearly marked and delineated. The City may release any information contained in the proposal that is not marked and delineated as proprietary 30 days following execution of a contract for services. C. The City reserves the right to reject any or all proposals, and to waive any informality or technicality or accept any proposal deemed to be in the best interest of the City. The City assumes no liability for the costs associated with preparation by any party of proposals submitted in response to this request. D. The City reserves the right to cancel award of this contract at any time before execution of the contract by both parties if cancellation is deemed to be in the City s best interest. In no event shall the City have any liability for the cancellation of the award. The contractor assumes the sole responsibility for all expenses connected with the preparation and submission of this proposal. E. Up to five (5) of the received proposals will be selected for review by the selection committee. Selected bidders may be invited to demonstrate their products. The city reserves the right to select one proposal from each manufacturer (not vendor), to adequately compare different solutions. (i.e. if three vendors/vars propose the same brand of system, only one might be selected as one of the up to five (5) proposals for review.) Vendors may choose to submit multiple proposals for differing systems as long as all guidelines and requirements listed in this Request For Proposal (RFP) are met for each proposal. 3 II. WALK THROUGH AND PRODUCT DEMONSTRATIONS A. An in person meeting is not required, but may be helpful in your selection of a system to propose. An in person meeting or telephone conference may be requested by contacting Jarin Blackham, Information Technology Manager at (801) or jarin@midvale.com. B. Product demonstrations may be scheduled for up to five (5) selected bidders following the submission deadline. III. FORMAT OF PROPOSAL A. Introduction to the Firm. Provide a brief introduction to the qualifications and background of your firm. B. Relevant Experience. Provide a listing of local (within the state of Utah) businesses in which the proposed system has been installed and is still in use. Include contact information. C. Proposed System. Describe the proposed system and show how the system will meet the present and future needs of the City. Discuss how you will work with City staff to ensure that the City s needs are adequately met. Include specifications on system and network requirements (if any), that are required which are not included in your proposal and must be provided by the city. D. Costs. Costs must be broken down into hardware, software licenses, labor, and annual maintenance costs. E. Proposed installation plan/schedule. Provide a detailed plan/timeline for the installation and configuration of the system. F. References. Provide a name, telephone number, and project title for at least three (3) references to be contacted regarding your performance on similar projects. 4 IV. SELECTION CRITERIA A. Required features/functionality B. Quality of the product / Ease of maintenance C. Cost of purchase and implementation D. Scalability E. Cost to add to or maintain the system F. Proximity of support technicians G. Training provided on the system V. PROJECT DESCRIPTION The proposed system will be used to enhance Midvale City s Information Technology Department ability to manage desktop and server system. The proposed system will need to use existing operating environments, networking infrastructure and physical locations. The proposed system must support current release operating systems and server applications as well as systems and applications currently used by the City. The proposed system must be capable of high availability and be scalable as the City s desktop managment needs increase. All optional features that require an additional cost or fee must be listed separately. These optional features may or may not be added by the City following award of the bid, in accordance with the City s needs and budget. Installation of the proposed system will be coordinated with the City Information Technology Manager. Installation may be done during office hours, 8:00am to 6:00pm Monday through Thursday, excluding holidays. If installation requires before hours or after hours work (i.e. live testing), this must be scheduled in advance. Training must be included to ensure City Personnel understands how to use the proposed system and how to maintain it. Training may be done on site during or following installation. If training is to be done off site, training costs must be included in the proposal and travel requirements must be specified. 5 VI. REQUIRED FEATURES A. Automated operating system deployment B. Software distribution C. Software license tracking and auditing D. Hardware asset management E. Remote desktop support F. Mobile device management (ipad, smartphone, etc) G. Patch Management VII. OPTIONAL FEATURES A. Virus and malware protection B. Helpdesk ticketing system C. Internet usage monitoring and reporting VIII. NETWORK ENVIRONMENT A. The existing network is 100baseT Ethernet using primarily Cisco routers and extreme POE switches. B. Desktop operating systems: Windows 7, Vista and XP. C. We are running stand alone servers and virtual servers (VMware) D. There are 100Mbps connections to two other buildings whick have a few servers and desktops. E. The city uses Microsoft Windows Server 2003/2008/2008R2, Exchange 2003, and SQL Server F.
