AVCS User Folio Guide for ADMIRALTY V1.0 Chart Agent PAYS Services - Guide V1.1 3 1 What is the AVCS Folio? The AVCS Folio for ADMIRALTY Chart Agent PAYS Services has been created to enable you to develop your own PAYS service In response to the maritime industry s need for greater flexibility in navigation, the UKHO is giving ADMIRALTY Chart Agents the opportunity to offer AVCS ENCs on a Pay as You Sail basis. Following RENC approval, you will be able to order an AVCS Folio from the ADMIRALTY Nautical Products & Services Catalogue and offer your own PAYS service to the end user. The UKHO has secured PAYS terms for all the ENCs within this folio and will provide a license for 3 months from the initial use. From that point it is up to you to ensure each AVCS Folio is renewed before the end of the 3 month licence period and report all ENCs used for navigation to the UKHO. This folio will be made available in the first quarter of 2014. Before offering a PAYS service to customers you must obtain a number of approvals and undergo a 3 month sea trial. It is also essential that you are running Fleet Manager whilst offering a PAYS service, so please speak to your Account Manager as soon as possible.

You are welcome to refer to the end solution you offer to the market as you wish, but we reserve the right to require certain references to ADMIRALTY and the AVCS product as stipulated below. Please refer to the guidelines on the Toolkit on the UKHO website for further information. Digital Product Marks Our digital products each have a product mark that uses a colour coded lozenge. The lozenge holds the product abbreviation, which is what the products are known as in the market. This is locked to the ADMIRALTY wordmark and full product name. When used by distributors, the product mark shall always be used on a white background or white panel. They shall not be used on other colours or on imagery. The product mark should always be used together with an ADMIRALTY Chart Agent logo. The UKHO requires final sign off on the description and branding of the final solution before any service is made available to the general public.

When filling out the form please consider: - Who is your Project Manager for the AVCS Folio? - Which accreditation society do you intend to use to assess the solution? - What do you plan to name your service based on the AVCS Folio? - When do you plan to be able to test your solution? AVCS User Folio Guide for ADMIRALTY V1.0 Chart Agent PAYS Services - Guide V1.1 6 4 The Approvals Process Before being able to offer a PAYS service to customers, it must be tested in service, verified by an independent body and finally approved by IC-ENC and PRIMAR. Approval of your solution will be based on the current RENC rules. The rules of one RENC are generally accepted by another, and in turn the UKHO will accept the approval of the PAYS service by a RENC. The UKHO role in the overall approval will consist of the checking of data supply to the PAYS service provider and onward reporting of cell usage back to the RENC from which it was sourced. To gain approval from the RENC for AVCS to be distributed in this manner; the entire end-to-end solution must be audited by an independent verifier. We have previously been approved by DNV to supply AVCS on a PAYS basis through ADMIRALTY Value Added Resellers. This approval will not necessarily extend to anybody who wishes to start a new service. We will endeavour to gain approval using our existing processes but we cannot guarantee that this will be successful. In this instance sea trials may be necessary. Before any service is trialled a project plan must be submitted to us detailing what the proposed service will look like and the time scale of development, including testing the process and gaining approval. You should also provide details of how your service will manage the provision of ENCs for which PAYS is not allowed by the producing nation. Three Stage Process 1. Submitting a Project Plan Once agreed the UKHO will submit this plan and recommendation of approval to a RENC 2. Sea Trials The UKHO will support the trials with free of charge data and a test reporting system 3. Evidence & Approvals With a positive report from a suitable industry body and recommendation from the UKHO, approval will be sought from the RENC

AVCS User Folio Guide for ADMIRALTY V1.0 Chart Agent PAYS Services - Guide V1.1 7 5 The Project Plan Your project plan should include, but not be limited to the following: - Time schedule for project steps - Description of the sea trials including duration and vessels taking part - The method for identifying which ENCs have been used for navigation, including description of its functionality. For example existing services use: Position tracker in combination with chart catalogue Explicit logging ENC products within ECDIS - The method for measuring the accuracy of reporting usage - A minimum 3 month sea trial of the solution - A description of what constitutes valid results from the trials

AVCS User Folio Guide for ADMIRALTY V1.0 Chart Agent PAYS Services - Guide V1.1 9 6 Before You Start Prospective users of the AVCS PAYS Folio: 1. Must be an existing enavigator Fleet Manager user 2. Produce a project plan to introduce a PAYS service 3. Specify a test user-group appropriate for conducting trials and to deliver valid results 4. Provide a detailed trial plan describing test period, user group, technical framework and description of what constitutes valid results 5. Identify a suitable independent certification body to verify trial results. 6. Identify how your service will deal with ENCs for which PAYS is not allowed by the producing nation

The service provider must produce relevant documentation demonstrating: A. The service properly promotes voyage planning and ensures such usage is always fairly encompassed by the licensing and subsequent sales reporting. B. The service ensures that all ENC products actually displayed and used for navigation are properly licensed and reported to the UKHO, to a 99.8% level of accuracy. C. Outputs real time reporting of first time usage. This must be a maximum of 24 hours from first time usage to it is registration in the UKHO database. D. Describes measures to ensure that no misuse of the data is taking place. E. Describes procedures that are in place to uninstall all PAYS license keys from the system configuration when the user changes distributor or terminates the license. F. The service has been developed and is delivered with appropriate quality management solutions, with robust systems and procedures that ensures the quality of all outputs, and thereby gives added confidence that each of the considerations above are met in a reliable manner. The Service in Summary: The AVCS Folio will be made available in the AVCS section of the ADMIRALTY Nautical Products & Services catalogue. You and your end user customer will be able to request the AVCS Folio from this catalogue. You will use Fleet Manager or the B2B ordering service to order the AVCS Folio for your end user customer. Each ENC will be licensed for 3 months, and you will need to ensure each your end user customer s AVCS Folio is renewed before the end of the 3 month licence period. There will be no cost you at this point. The ENC Cell Permits will be delivered from Fleet Manager using the current mechanisms. You will measure the first usage for navigation of each ENC and report this to the UKHO by 07:00 UTC the day following the first usage. We will then invoice for the usage at the PAYS price. Repeated use of an ENC for navigation within 3 months of first use should not be reported (but will be invoiced if reported).

The AVCS Folio is a folio which includes all ENCs where the UKHO has negotiated PAYS terms with the source country and is designed to support ADMIRALTY Chart Agents in delivering their own PAYS services. How will it be sold? Subscribed vessels will have a AVCS folio added to their AVCS holdings. This folio will contain all AVCS ENCs free of charge and will be permitted to be used in a PAYS service. How will it be marketed? Distributors will be provided with the tools they require to build their own PAYS service using AVCS data. No service-specific branding will be supplied and it will be the distributor s responsibility to market their own PAYS service based on AVCS. Approval is required to reference AVCS. How will it be regulated? The PAYS service must be approved by IC-ENC & PRIMAR using independent verified evidence for a minimum of 3 months sea trial. How will usage reporting work? The distributor will be required to record and report vessel ENC usage and will submit it to the UKHO using an XML schema file. Details of the XML format will be supplied by the UKHO and an e-mail for test purposes provided. This will be processed against the vessel s AVCS licence and charged using our existing methods. What is the reporting window? Distributors will be required to declare all chart usage by 07:00 UTC the day following the day when the chart was first accessed for navigation. Where will my ADMIRALTY Chart Agent PAYS permits be generated? All permit generation will be handled by the UKHO, as it is currently under the AVCS service. We will not be providing the facility for permit generation by third parties. How will the AVCS Folio be integrated with my bespoke system? Under the ADMIRALTY Chart Agent PAYS system, users will receive the same outputs as if it were a regular AVCS licence. The same permit files and scheduling information will be sent when appropriate; the only difference will be the addition of the PAYS folio to the permit holdings. Integration of these outputs into an external system will be the responsibility of the system s owner.

AVCS User Folio Guide for ADMIRALTY V1.0 Chart Agent PAYS Services - Guide V1.1 13 Frequently Asked Questions Continued Will my ADMIRALTY Chart Agent PAYS service require a new licence? PAYS will be applied to a vessel s AVCS licence. If a vessel has no pre-existing licence, a licence record will need to be created in Fleet Manager following the normal procedures. What permits will contain the AVCS folio? All UPNs registered to a vessel s AVCS licence will have the AVCS folio added to their permits. In addition, if the vessel uses Planning Station, the Planning Station permits will also include the AVCS Folio. How long can PAYS ENCS be used for? All PAYS ENCS will be supplied according to their minimum saleable duration which is 3 months. Subsequent usage following this 3 month use will be for a further 3 month duration. How does PAYS interact with AVCS? AVCS and PAYS are fully compatible and a vessel may have traditional AVCS holdings alongside their AVCS folio. Some countries do not allow their data to be sold under PAYS, so while the service will feature the majority of AVCS ENCs, there will be some that cannot be purchased under the PAYS service. Vessels will be able to purchase these ENCs normally as AVCS holdings. Vessels may also purchase AVCS holdings for ENCs that are held within the PAYS service if they so wish. What ENCs are available through PAYS? Due to permissions from the originating country, some ENCs will not be available through the PAYS service. Details of what ENCs are affected will be released prior to the launch of the service. How are duplicate orders handled? To facilitate the PAYS service, there is no validation to check whether a chart has been ordered previously and is still valid. In essence, if you order the same item multiple times you will be charged for each. As such, it is important that you manage your reporting and keep a record of the PAYS ENCs ordered by subscribed vessels as there will be no refund mechanism. How does a customer join the PAYS service? The PAYS accredited ADMIRALTY Chart Agent will flag a customer as able to purchase the AVCS Folio. They will then be able to advise potential customers to check the PAYS tick-box in the Fleet Manager licence record. The AVCS Folio will then be made available to the customer via the distributor s solution. What happens when a customer leaves the PAYS service? If a vessel wishes to return to normal AVCS after using PAYS, you will be required to uncheck the PAYS tick-box in the Fleet Manager licence record. The AVCS Folio will remain on the vessel s permit files until it expires.

Due to the complexity of moving on and off of the service with existing ENC holdings, trials of the AVCS Folio are not available. However, ENCs for use as part of the sea trial of PAYS will be provided free of charge. Can PAYS be offered to training facilities and schools? The AVCS Folio will not be offered at a discount rate for training purposes. What is the PAYS pricing schedule? Pricing for the ENCS purchased on a PAYS basis are stipulated by the producing nations. These are replicated into the AVCS Folio and are liable to be updated as necessary. What countries ENCS are not available? Currently countries such as China, India, Indonesia, Japan and Singapore do not allow ENCS to be sold as PAYS units. These are liable to be updated as necessary. ENCS not available in the AVCS folio can be purchased through Fleet Manger as usual.
