2 General course information A one-day course aimed at all senior ship officers, all company managers, designated persons ashore (DPAs), superintendents, auditors and all those who inspect ships. Course objectives: To ensure all those who manage and inspect ships: 1. Know the many MARPOL requirements and the January 2011 changes to the Oil Record Book. 2. Can identify common and not-so-common mistakes. 3. Can reduce the risk of deficiencies, detentions, fines or other enforcement sanctions. 4. Can protect themselves and the company on every ship visit. 5. Can achieve 100% MARPOL compliance, 100% of the time. Why is this course necessary? A major P&I club states: The single most frequent port state control detention deficiency is the result of anomalies with the oil record book or oily water separator. Prosecuting authorities have identified the absence of a systematic approach to identifying and managing compliance with environmental requirements as a common failure ICS/ISF MARPOL Best Practice Guidance 2010 states: Shipping companies should: Conduct internal and external audits on environmental compliance and act upon the findings. Provide meaningful and targeted training in environmental awareness and MARPOL compliance. Provide specific and targeted training in Oily Water Separator operation. Verify compliance through appropriate physical inspection, operational tests and document analysis. Other factors include changes to MARPOL; new IMO Circular and Oil Record Book are effective from 1 January 2011: If a foreign flag vessel enters US waters with an erroneous oil record book, it commits a federal offence, even if the entries were made outside US waters. The ship-owner and/or operator are vicariously liable for the acts of its employees. 4 The creators and trainer of this course are experts. The course reflects their combined knowledge and experience of many years at sea and as flag state surveyors including port state control inspections, auditing, investigating and training. This course has been developed and is presented by a leading expert in MARPOL field: Mick Caulkin 15 years at sea to Master, on all ship types, followed by 8 years in industry in commercial and operational managerial roles and then 6 years as an MCA Surveyor; Examiner of Masters and Mates, ISM, SMC and DOC auditor and Port State Control Inspector. For the last 2 years at the MCA involved in investigations and prosecutions for breaches of legislation Ten years as co-founder of Reg4ships, developed numerous new safety management systems for operators, mended broken systems, audited ships and companies and assisted companies at all levels to review and improve their systems, culture, and operational practices. For the previous 5 years; contracted to Warsash Maritime Academy to develop and deliver training covering ISM internal auditor and ISM/ISO lead auditor and the new designated person ashore course.
