Our country also takes part among countries which are affected by desertification. Although there are no any deserts in Turkey, Turkey is one of the leading countries in the world in the activities of combating desertification and erosion. On the grounds of this reason, our country is appreciated by international agencies due to its success in the works of afforestation and combating desertification and erosion. Infertility of soils and desertification underlie many socio-economic challenges such as food storage at first, immigration, terrorism and poverty which are experienced in Africa. Basic solution for problems in Africa is to increase agents capacity and to train people on how degraded soils can be fertile and how existing forests can be used in a sustainable way with afforestation works. General Directorate of Combating Desertification and Erosion Control and General Directorate of Forestry within Ministry of Forestry and Water Affairs are transparent and notable agencies which are respectful to human, nature and environment. 1

GENERAL DIRECTORATE OF COMBATING DESERTIFICATION AND EROSION AMINISTRY OF FORESTRY AND W TER AFFAIRS D G E N E R A L I R E C T O R AT E O F F O R E S T R Y General Directorate of Combating Desertification and Erosion performs its duty in order to determine politics and strategies, make plans and projects for soil protection in our country, the development of natural resources, the determination of politics and strategies in relation to combating with desertification and erosion, avalanche, flood and landslide activities and to provide coordination and cooperation between related agents and agencies. General Directorate of Forestry protects forests and forests resources against to all kinds of threats, develops them in a natural approach and manages them as to be integrated with ecosystem and in the way that they will provide multi directional sustainable benefits. Both General Directorates share their experiences with the Balkans, Caucasus, Middle East and Africa countries with global responsibility consciousness, train them and put signature to international projects. 2

Training and Technical Cooperation Project on Combating Desertification, Land Degradation, Drought (DLDD) and Forestry for African Countries One of these projects is the project of Capacity Development of Least Developed Countries in Africa on Desertification/Land Degradation and Combating with Drought. Capacity Development of Least Developed Countries in Africa on Desertification/Land Degradation and Combating with Drought prepared by our General Directorate has been submitted to TİKA within the scope of Prime Ministry Circulars, 2010/7 numbered and Strategy of Africa themed; and 2012/1 numbered and Economical and Technical Cooperation Package for Least Developed Countries themed. 3

AMINISTRY OF FORESTRY AND W TER AFFAIRS PROJECT CAPACITY DEVELOPMENT OF LEAST DEVELOPED COUNTRIES IN AFRICA ON DESERTIFICATION/LAND DEGRADATION AND COMBATING WITH DROUGHT This project is a training and technical cooperation project which aims to share our country s knowledge on combating with desertification and forestry with least developed countries in Africa continent; to increase these countries capacity in these issues and also to develop traditional knowledge of these countries and make them applicable in their countries. 4

Demands of countries on desertification and drought issues in the negotiations held in 10 th Parties Conference of United Nations Combating Desertification Convention which was held in Korea on 10-22 October 2011. Soil rehabilitation need of least developed countries and their need of knowledge sharing on forestry. Expression of participants about deficiencies who participated to training programs that held corporately by Administration of Turkish Cooperation and Development and Ministry of Forestry and Water Affairs and their demand for training. Desertification/Land degradation is a global problem. Erosion, loss of forest lands, desertification/land degradation are common problems in region countries. Turkey s experiences and successful implementations on these issues. Demands of region countries which were expressed in meetings and workshops. Necessity to perform common effort in order to find solutions for problems. Countries knowledge sharing needs who involve in project. 5

AMINISTRY OF FORESTRY AND W TER AFFAIRS AIM With the aim of combating desertification/ land degradation and sustainable management of forests in Africa, aim is to develop technical cooperation and increase capacity of countries by means of arid area afforestations, erosion control, rehabilitation of degraded forest lands, improvement of nursery techniques, participatory and integrated watershed management, trainings on land rehabilitation with the participation of civil society organizations and community and expert exchange. TIME Project implementations have been started on 01.01.2012 and it is targeted to be completed at the end of 10 years complementation period. Training Programs which will be determined according to project aims will cover 5 work days. Important part of the program is consisted of practical implementations, technical trainings will be at lower level. 6

Training and Technical Cooperation Project on Combating Desertification, Land Degradation, Drought (DLDD) and Forestry for African Countries ÇABUK- NIGER PROJECT First pillar of Capacity Development of Least Developed Countries on Desertification/Land Degradation and Drought Project was determined as Niger and ÇABUK- NIGER project has been prepared. In the scope of ÇABUK-NIGER project, a committee composed by authorities of General Directorate of Combating Desertification and Erosion and General Directorate of Forestry has made negotiations and surveys in Niger on 22-27 April 2012 in order to revise works to be held in Niger. Following technical visit, Turkey-Niger Friendship Forest Project for 10 hectares of land has been prepared and submitted to TİKA. 7

AMINISTRY OF FORESTRY AND W TER AFFAIRS PROJECT IMPLEMENTATION FIELD Establishment work of Turkey-Niger Friendship Forest which was first pillar of ÇABUK-NİGER Project and was established in Niamey, capital city of Niger, have been started on 13.July.2012. 2 hectares of land of the project has been designed as Turkey-Niger Friendship Forest, 8 hectares of land has been designed as afforestation (plantation) field. 8

Mr. Hanifi Avcı, Deputy General Directors Mr. İsmail Belen and M. Mustafa Gözükara; and Head of Middle East and Africa Department Dr. Enver Arpa from TİKA charge of Minister of Forestry and Water Affairs Prof. Dr Veysel Eroğlu. Project implementation unit is consisted of Branch Manager of Seedling Allocation Mr. Mustafa Mukan Yazar from General Directorate of Forestry and Assistant Expert from General Directorate of Combating Desertification and Erosion Mr. Emre Çomaklı. Niger office of International Gökkubbe Charity Association provides logistical support to project. PROJECT BUDGET 114.500 USD project budget is afforded by TİKA 9

Training and Technical Cooperation Project on Combating Desertification, Land Degradation, Drought (DLDD) and Forestry for African Countries Chinaberry tree (Melia azedarach), Eucalyptus (Eucalyptus globulus) and Senna (Cassia siamea) which are the species of the region have been used in afforestation works. Approximately 6000 seedlings have been planted. 13

AMINISTRY OF FORESTRY AND W TER AFFAIRS On 3 August 2012; Completed Turkey-Niger Friendship Forest was put into service with magnificent ceremony by our ministry s committee. Niger Independence Day and Tree Day Activities were organized in the field of Turkey-Niger Friendship Forest. President of Niger Republic ISSOUFOU MAHAMADOU, President of Assembly HAMA AMADOU, Prime Minister BRIGI RAFINI, Other ministers, Mayor of Niamey OUMAROU DOGARI, Ambassadors in the country Representatives of Civil Society Organizations, And other Nigerian authorities participated to ceremony that was organized by our country. 14

One of these prizes has been awarded by Deputy Secretary of Ministry of Forestry and Water Affairs Mr. Mustafa Eldemir. 15

AMINISTRY OF FORESTRY AND W TER AFFAIRS ON-GOING ACTIVITIES Maintenance Project of Turkey-Niger Friendship Forest has been prepared and submitted to TİKA.A committee from our ministry has been sent to Niger on 15-22 December 2012 for the implementation of maintenance project. Curbstones were paved from the entrance of field. Measures against to mud and dust were taken by pouring pebbles to camellias and accommodation roads. It was determined in survey done at the field that success rate of planted seedlings was %85.It was observed that particularly chinaberry tress were very successful, moreover height of seedlings which were planted as 40-50 cm distances reached to 90-120 cm. Although there are some drying in seedlings place to place,%100 success will be provide in the field by complementation work to be done. Detailed works on designing and maintenance cost of field are being held and quality of Urban Forest will be increased by complementation and development projects to be prepared. (Playground, walking trail, sports machines etc.) 16

Training and Technical Cooperation Project on Combating Desertification, Land Degradation, Drought (DLDD) and Forestry for African Countries ACTIVITY SUBJECTS TO BE DONE ÇABUK-NIGER Project includes many works to be implemented in Niger. These are indicated below according to applicability order: Starting up of the works for Nursery Plantation around existing water well Afforestation, planning and operating of sample field that is 2500 hectares of land with the aim of combating desertification and erosion of Niger and operating of fuel wood demand in a planned way Construction of water well and pond in W National Park Afforestation of School Gardens and Cemeteries Exchange of workers-traineeship of students
