The SE TPHN has mapped the content of Masters courses and modules, mainly in London and the SE Region, and those within easy travelling distance of these areas, against the Public Health Skills and Careers Framework (PHSCF) at Levels 5 to 7. The purpose of the website is to display details of the skills and knowledge competencies provided by a wide range of Masters courses in Public Health so that prospective students, particularly at Public Health Practitioner level can make an informed choice when applying for courses in order to develop the competencies that they require for their career progression. The PHSCF covers a wide range of competencies in four core areas of public health and five defined areas (see table below). To be fully competent to work in public health it is advisable that an individual not only has a high level of competence and knowledge in one or more of the defined areas, but ideally also in all the core areas at a similar level. The university courses that have previously been available have often focused on, or had strengths in particular areas of public health, such as on academic research or health improvement. By mapping courses and modules against the framework it is clearer for those working in public health to view the content of them in more detail and to see the range of knowledge and competencies that are covered by individual modules, some of which may be available to study on a stand alone basis if required. 1

Core areas 1. Surveillance and assessment of the population s health and well-being 2. Assessing the evidence of effectiveness of interventions, programmes and services to improve population health and wellbeing 3. Policy and strategy development and implementation for population health and wellbeing Non-core (defined) areas 5. Health improvement 6. Health protection 7. Public health intelligence 8. Academic public health 9. Health and social care quality 4. Leadership and collaborative working for population health and well-being Since the website was launched last year some public health masters courses and modules have changed. NHS Education South Central therefore decided that an update of the website was necessary in order for it to reflect the current content of courses and modules. The SE TPHN carried out this work during Spring 2010, a time when course managers would be most likely to review their courses in preparation for the next academic year. 2) Summary of the work completed. It was started at the beginning of February 2010 All course managers in London and the SE Region, as well as those in easy travelling distance in the surrounding areas were contacted by e mail to inform them of the website update and request information. (see copy of e mail below) Initial contacts were followed up. Further course mapping was then carried out where required for new or updated modules The website was updated according to the feedback and requests from course managers Support visits took place when requested. eg Oxford Brookes and Portsmouth Universities The list of provider details was updated (attached) A link on the Public Health courses guide website was made to the new PHORCaST website, which provides general careers guidance to anyone interested in working in public health. http://www.phorcast.org.uk/ 2

3) Time frame for the updating process Started 1 st February 2010. Completed July 2010. (Approximately one day per week) When? First week of February 2010 End of February Mid April End April Mid May Early June Mid June July Work carried out All course managers on the list of course providers were contacted by email (see message in Appendix 2). A reminder e mail was sent to all course managers who had not yet responded. Changes that were requested by course managers were made to the website and the course managers were informed accordingly. Further reminders were sent to the course managers who had not yet responded. The course manager at Oxford Brookes was visited The website continued to be updated and attempts to make contact with the course managers who had still not responded were made The course manager at Portsmouth was visited and initial mapping of the Masters course was discussed and explained. The new modules for the course at Imperial university were mapped and verified. Final adjustments to the website and report 4) Detail of the work carried out: There were a number of course managers who responded that there were no changes required to their course details (see table below). Other course managers required updates to the name of the course, to the names of the modules, or the name of the course manager. A number of course managers advised of pending course changes. Some course managers did not respond to e mail requests (see Summary Table). Some were followed up with phone calls. The website has been altered according to the instructions of the course managers, using the NHS Computer system, Citrix, and then using the tools provided by the software company Noko, called Immediacy editor and administrator. Of the previously unverified courses further information has not yet currently been received to verify these courses (see Appendix 2), however correspondence with a number of the course managers has continued, visits to Oxford Brookes and Portsmouth Universities were carried out to encourage engagement and correspondence has continued, for example with UCL. The requested information is still unforthcoming. There was a slight delay in carrying out this work due to connection problems with Citrix from the Southampton laptop computer. This was eventually resolved by 3

carrying out the work of updating the website whilst based at the NESC offices in Otterbourne, Hampshire. 5) Summary of Responses and Changes to the website No Changes Course changes completed New course manager Changes pending Waiting for Initial Course Information Waiting for verified mapping documents No reply Bedfordshire, Kings College London, London School of Hygiene and Tropical Medicine (LSHTM) Canterbury Christ Church, Imperial College London, Southampton (PH Nutrition), London Southbank, London Metropolitan Kent, Reading (course closing), Southampton (Public Health Practice), East London (UEL), London School of Economics (LSE) Birmingham, Bournemouth, Brighton, Buckinghamshire New, Open (OU), Thames Valley (TVU) Portsmouth, College London (UCL), Greenwich, Oxford (Global health) Oxford Brookes, Oxford (Evidence based healthcare), TVU, Middlesex, City, LSE Brunel, Surrey, Middlesex, City, Oxford, Greenwich 6) Conclusions From the start of the updating period it was apparent that some university course managers could clearly see the benefits to students in having their course and module information available and up to date, as they were quick to respond to the requests that were sent out. There was also the added benefit of the networking that had taken place in the initial stages of the mapping work and in the build up to the launch of the website, so that course managers who had previously been in close communication had responded well. Example 1 Thank you for your email. I think you are a brick keeping this up to date. The course has not really changed, we are only 2 years off re-validation then it might. I think that you have covered all the below, however I will look at the web site next week and just check. It may be Friday as it is our exam board week. Thank you for all your work. The students like the site. Example 2 Many thanks for this. I've checked the web site and it all looks fine as far as our programme is concerned. Many thanks for your help in publicising our programme. Best wishes. Example 3 We would like to remain on the web site and have no new courses to upload. Thanks 4

Course mapping overview: Number Percentage % Number of course 31 100% managers contacted Number of course details 16 51.6% updated or confirmed for 2010/2011 Number of pending changes 7 22.6% Number of No replies 8 25.8% Contacting the course managers was the most time consuming aspect of this piece of work, as they do not necessarily see the benefits or the urgency of updating the website within a time frame, or they had too many teaching and other commitments at the time when they were contacted. Eg. One course manager added it to their things to do list, one had exams to deal with and students stranded overseas (caused by the volcanic dust cloud!), another responded to a reminder in mid May but not in early February. The course managers can change on an annual basis, so it was important to trace the contact details of the current course manager, where possible. This was done through the university course website or by telephone call. Carrying out the initial mapping against the PHSCF can be a very time consuming process for the course managers, particularly as each module is usually managed by a different person. The module manager probably has the best in depth knowledge of the module content and is therefore in the best position to carry out this work and feedback the information to the course manager who then completes the mapping document. It is necessary to have the expertise in using the PHSCF, in carrying out the mapping process, in linking effectively with course managers and in uploading information onto the website for the task of updating the website 7) Recommendations Further work is needed to engage certain university course managers with the public health courses guide website. The course manager may require some assistance with completing the mapping documents or more explanation as to what exactly is required, so a telephone call or a visit may be helpful The course manager s name and contact details needs updating on an annual basis More work needs to be done to highlight the importance and the advantages to the development of the public health workforce through mapping public health courses against the PHSCF with public health course managers Investigate the routes for marketing the public health courses guide website more widely such as through public health CPD managers in different organisations and within universities It is crucial that the website is updated in order for it to reflect current course information and to be of highest benefit to students The timing of the website update is important. It is probably best done towards the end of the Spring term and before the holiday period, from April to June/July. 5

If at any stage in the future the PHSCF should become amalgamated with other frameworks or no longer relevant to public health course content then the requirement for course mapping and the website will need to be reviewed 8) References Public Health Skills and Careers Framework (PHSCF) 2008 http://www.phru.nhs.uk/pages/phd/public_health_career_framework.htm PHORCaST http://www.phorcast.org.uk/ Sue Dewhirst SE Teaching Public Health Network July 2010 6
