BENENDEN HOSPITAL TRUST JOB DESCRIPTION Job Title and Band: Band 5 Procurement Manager Job Holder: Key Responsibilities Contributes to the delivery of the Benenden Group procurement strategy, including supporting the development of policies and procedures in conjunction with the Group Head of Procurement and Senior Management Team Operational management of hospital specific procurement activity and stores function, including line management and staff development Analyses expenditure in order to maximise buying power and value for money within the hospital and across the Benenden Group Leads and implements supplier management frameworks and is responsible for the monitoring of clinical supplier relationships Supports clinical stakeholders in facilitating an effective electronic materials management service Provides professional advice and guidance to senior stakeholders across the group regarding all aspects of the procurement process, including market analysis, negotiation strategy, specification and tender development, evaluation and contract management Where does role fit in organisation? Reports to the Business Development and Performance Director Matrix reporting line to Group Head of Procurement Member of the Hospital Procurement team within the Corporate Services Department Member of the Group Procurement function Strong links to Finance, Business Development and stakeholders across the Benenden Group Boundaries of role The postholder will follow standard policies and procedures of work however they are expected to use their knowledge and initiative to make decisions regarding assessing, monitoring and evaluating procurement strategies and programmes in order to deliver the role effectively Undertakes a wide range of work using complex information which will require the use of initiative and analysis, such as utilising appropriate procurement tools, setting targets and monitoring performance Supports budget holders with procurement activity as determined by the group work plan and hospital requirements Accountable for managing clinical supplier relationships with an emphasis on delivering high quality and cost effective services Establishes supplier management frameworks and liaises with budget holders to ensure adherence Leads and manages tendering and contract negotiations for business critical procurement activity Identifies and mitigates risk in accordance with hospital and group risk management processes Utilises technical knowledge and skills throughout the procurement process

Works with the Group Head of Procurement to identify and utilise effective e-procurement solutions Develops resource plans aligned to the group procurement work plan and hospital business plan, in conjunction with Directors and Service Managers Employs appropriate materials management solutions to maintain a high standard of service to clinical teams, in particular working closely with Theatres. Manages consumable and equipment usage, including the embedding of standardisation and change management processes. Monitors team performance and progress against the group procurement strategy, work plan and departmental objectives Actively line manages staff utilising coaching as a management style. Duties include recruiting and selecting staff, robust compliance of performance and conduct management including regular performance appraisals, absence management, leading on disciplinary/grievance concerns, long term development of staff via the PDR process and in conjunction with Learning & Development Maintains professional development through awareness of procurement best practice, legislation and proposing and implementing changes to working practices or procedures for the department Contributes to the delegated budgetary management by exercising care and economy in the ordering and use of equipment and consumables for the procurement department Participates in audits and quality monitoring initiatives Responsible for actively investigating and responding to formal complaints, taking advice from Governance in complex situations. Review and report on incidents and risk data, produce action plans for improvement and implement any necessary changes. Manage learning/debrief sessions following incidents Communicates verbally and in writing with suppliers, customers stakeholders, and members of the public regarding complex and sensitive information, using discretion and maintaining confidentiality at all times Other routine duties will include undertaking administrative work such as producing and presenting reports, collating and interpreting management information, monitoring KIPIs and conducting research. Deputises for, or represents Group Head of Procurement at meetings and events as required There will be a frequent requirement for light physical effort, for instance, moving equipment The role is likely to have unpredictable work patterns with a need for frequent concentration, i.e. during contract negotiations or analysing information The postholder will perform other duties appropriate to the post as may be required from time to time by the Head of Corporate Services

SPECIFIC ROLE REQUIREMENTS The postholder may be required to work shifts, nights, weekends and bank holidays. UK wide travel may be required The postholder will be expected to be a member of the Chartered Institute of Procurement and Supply (CIPS) and will be expected to abide by the relevant Code of Conduct and any supporting policies/procedures within Benenden Hospital. Proven Knowledge, Training and Experience Degree or equivalent experience (Diploma may be acceptable with relevant experience) Relevant procurement qualification such as full CIPS membership (or part qualified and working towards full qualification) Significant (5+ years) procurement experience, including experience within an healthcare organisation Leadership and team management experience Experience of working with a broad range of stakeholders Knowledge and experience of materials management Demonstrable experience of delivering procurement benefits including financial savings Excellent IT skills with working knowledge of Microsoft Office, internet, databases and e-procurement systems Previous experience in mentoring or coaching, or willingness to undertake training Proven ability to undertake multiple tasks under pressure within a challenging environment Full UK drivers license Skills & Competencies Demonstrable understanding and awareness of procurement within a commercial healthcare market Ability to understand and embed strategy Commercial awareness Excellent negotiation skills including undertaking negotiations with senior representatives Effective and adaptable written and verbal communication style using tact and diplomacy Sound understanding of contract law Strong influencing skills Results driven Personal Attributes Possesses drive, self-motivation and a positive attitude Methodical in approach and pays attention to detail Organised Flexible and adaptable Work well in a pressurised environment Uses initiative Emotional Intelligence Measuring Performance The postholder is expected to be familiar with, and work in line with, the hospital s Values. STANDARD ROLE REQUIREMENTS Mandatory Training Requirements The postholder is required to attend an annual mandatory training day, to include a regular update on fire safety, infection control, manual handling, information security, risk awareness and, where necessary, life support. Health & Safety The postholder will be required to observe the hospital's safety policies, made under the Health & Safety at Work Act 1974. He/she will take due care at work and report any accidents or untoward occurrences and co-operate with the hospital in relation to Health & Safety issues. The hospital operates a "No Smoking" Policy. Benenden Hospital and its Management Board are committed to having a safe and clean hospital and preventing infection wherever possible. The postholder has a personal obligation to act to reduce healthcare-associated infections (HCAIs). They must attend mandatory training in Infection Control and be compliant with all measures required by the hospital s Infection Control Policies and support initiatives to meet the Hygiene Code. This includes particularly those that apply to their duties, such as Hand Decontamination Policy, Personal Protective Equipment, safe procedures for using aseptic techniques and safe disposal of sharps. The postholder will report any known infections to the Governance Team and any incidents through the hospital s Incident Reporting Policy. Confidentiality The postholder will be exposed to sensitive personal data as part of their role and must at all times ensure that all data is kept confidential and that it is only made available to those people who are authorised to access it. There are hospital policies relating to information security, confidentiality and data protection which define responsibilities. It is the postholder s responsibility to ensure that they read all appropriate policies and are aware of their responsibilities. Any data breach will be subject to the disciplinary process which may result in dismissal. Safeguarding Vulnerable Groups Employees who come in to contact with vulnerable adults or children and their parents during the course of their normal duties will be aware of their responsibility to safeguard and promote the welfare of children, young adults and vulnerable adults. Hospital staff are expected to abide by the benenden society's Fraud Policy, as stated in Section 20 of the Standing Financial Instructions. Furthermore the Society's Whistleblowing Policy sets out guidance regarding the reporting of suspected malpractice.
