DoD Source Selection Procedures Changes to Best Value source selection Effective July 1, 2011 for all negotiated, competitive acquisitions utilizing FAR Part 15 Exceptions: If price is only evaluation factor Simplified acquisitions using FAR Part 13 Federal Supply Schedules using FAR Part 8.4 42

Source Selection evaluations will include 3 categories Technical Evaluation Refers to all non-cost factors OTHER THAN past performance Includes an evaluation of risk of unsuccessful performance either separately or combined Past Performance Now include 2 aspects to overall evaluation Price Socioeconomic evaluations Either pass/fail or use a 5-rating evaluation technique Evaluation team members must sign Non-Disclosure Agreement and Conflict of Interest Statement 43

Past Performance Past performance evaluation will include: Relevancy of the performance How well the contractor performed on past contracts Both aspects of the evaluation are combined to develop a Performance Confidence Assessment What is the expectation of successful performance? Relevancy Defined in the solicitation Looks at scope and magnitude of effort Sources of Past Performance Information for Evaluation Provided by offeror in solicitation and verified by buyer Obtained via questionnaires Obtained via other Government sources (PPIRS, FAPIIS, esrs, databases, DCMA, other Contracting Officers) 44
