Wind energy market in Ukraine Technically reachable potential of the wind energy development in Ukraine is 16 GW according to the experts estimations. (with the average wind speed of 6.5 m/s). The most attractive territories for wind development are wide the Azov-Black seas coastal areas as well as some territories in the Carpathian region. By the end of 2012, Ukrainian wind capacity exceeded 300 MW (including the sector of small wind energy). The current national wind market is represented by 18 operating wind power plants (WPP), while the significant part of the new wind farms were constructed by MC Wind Parks of Ukraine and Wind Power company (DTEK). In September 2012, "Fuhrländer Wind Technology" LLC inaugurated the plant for Fuhrländer FL2500 Wind Turbine production (unit capacity of 2,5 MW) in Kramatorsk, Donetsk region. The manufacture was established on the basis of JSC "Kramatorsk Heavy Machine Tool Building Works" (KZTS).It s the first company in Ukraine to produce megawatt class wind turbines. This event can be considered as the start of the national production of modern wind equipment based on the technology widely spread all over the world. Significant progress achieved in wind development has made Ukraine an undoubted industry leader among the CIS countries. However, considering current trends in the wind energy sectors in the post-soviet countries, the development of favorable legislative frameworks supporting the renewable energy sector, expansion of wind energy utilization can be expected on the entire territory of the CIS countries in the nearest future. Russia can become one of such markets since the Renewable Energy support scheme and appropriate bill have been already developed and are to be put in force as early as 2013 according to the plans of government of Russia. Peculiarities of wind energy project development in the CIS countries include mandatory localization of wind equipment and project-related services, i.e. a specific share of materials, wind turbine components, services etc in the value of construction of a respective wind farm are to be of Ukrainian origin. Such requirement has been already imposed the Ukrainian laws. Russia is also expected to introduce the local content requirement for renewable energy development. On November 20, 2012 the Law 5485-VI «On Amendments to the Law of Ukraine" On Electricity "on the promotion of electricity from alternative energy sources" was adopted by the Verkvovna Rada (the Parliament) of Ukraine. The law has set up the size of the local content" for wind power plants construction of which started after 2011, and will end from July 2013 at the level of 30%, and from July 2014-50%. The document has assigned a specific share of local content to each component of the wind power plant. Thus, it means the following: assemble of a nacelle amounts for 30% of local content in the whole value of the power plant, manufacture of blades and towers - 15% each, manufacture of main frame, shaft and rotor - 5% each, construction works amounts for 20%. The CIS and Eastern Europe is one of the youngest and fastest growing wind energy markets in the world. The vast territories and growth in electricity consumption, increase in prices for energy carriers, environmental pollution and fight against climate change - all these factors have stimulated the wind development in these countries.
