Programme Background Sweden has a long history of support to Albania, which has recently expanded into the area of policing. In line with this recent area of engagement, the Swedish Strategy for development cooperation with Albania for January 2009 December 2012, recommends support To ensure that Albanian civil society has greater access to a legally secure and efficient police system that is under civilian control and subject to civilian monitoring. One model used to bring communities and police closer to each other is community policing. The concept of community policing is also the model chosen by the Albanian State Police, as detailed in their Seven Year Strategy (2007-2013). Community policing creates a partnership between the community and the police, to enable joint analysis of the problems, determine the root causes of those problems, and identify possible solutions, based on a notion of shared responsibility for keeping the community safe. Most importantly, there is a commitment to preventing incidents, rather than just reacting to them. 1.1. Albanian Context The General Directorate of Albanian State Police (ASP) includes the public order police, crime investigation police, border police, traffic police, special and rapid intervention police, and directorates concerning personnel, logistics and budget. There are 12 police directorates at regional level, 43
commissariats and seven regional Border and Migration Directorates. Zone Inspectors are imbedded in the community and take on the day-to-day responsibility of Community Policing activities on the ground. They are often the direct link to the head of communes, and participate in local meetings when required. The ASP approach to the delivery of Community Policing and the implementation of the Action Plan is covered by Article 122 of the State Police Law, whereby the ASP are obliged to consult at different levels with partners when preparing their annual district policing plans. Moreover, the ASP has adopted community policing as the overarching component to the ASP seven year strategies with six elements: Crime prevention, solution of problems, partnership, intelligence-led policing, strategic planning-led activity and costs-led activity. The strategy places particular emphasis on identification and solving the problems, visibility and access by the people to the police services and the quality of services. There is also a specific community policing action plan in place for 2011-2013 (updated from the 2008-2010 action plan), which identifies a number of initiatives, those responsible and time lines for implementation. 2 1.2. The Programme The programme goal is to enhance the community policing programme and to improve the ability of the ASP to provide security and safety in a manner consistent with the principles of service-delivery and to increase trust in and willingness from individuals and communities to cooperate and actively work with the ASP to reduce crimes. 2. Objective of the call for tender The objective of this call for tender is the supply of an online web based Accounting/Financial Management Software for the Albanian State Police. The main activities of the service and provision will focus on: 1- Design the implementation and use of the online web based accounting/financial management software according to the legal provisions stipulated by the following laws - Law on Accounting and Financial Statement, - DCM No. 25, dated 20.01.2001 On additions and amendments to the decision 248, dated 10.04.1998 On the approval of the unique public accounting plan designed for local government bodies, central and local state institutions and their subordinate units. - Instruction no.14, dated 28/12/2006 and no. 26, dated 27.12.2007 On compiling and reporting of the annual financial statement for central and local institutions and their subordinate units and the project implementation units under foreign assistance agreements, amended by instruction no. 10, dated 27.02.2008. - Law no. 1 0 296, dated 08/07/2010 On Financial Management and Control, - Manual on Financial Management and Control - Instruction no.30, dated 27.12.2011 On the management of the assets of the public sector units.
2- Configure and install the software for 11 spending units of the Albanian State Police listed below - Department of Finance (General Directorate) - Finance Sector of the General Directorate Apparatus - Tirana Regional Police Directorate - Tirana Regional Directorate of Border and Migration - Witness Protection Directorate - Rapid Reaction Unit -Tirana - Special forces RENEA Tirana - Road Traffic Commissariat of Tirana - Unit of Internal Security and Ceremonials - Centre for supplying of technical and other materials Tirana - Directorate of Legal Approach (Witness Protection) 3 3- Train 30 Albanian Police employees on how to use the software and its reporting system. 4- Prepare a user s manual that describes, in detail, how the software works. 2- Timelines The start date of the consultancy is October 2014. The contractor is expected to propose the timeframe for delivering the product. The desired limit timeframe for delivery of product is no more than three months after contract signature. 3. Skills and Competencies Candidates should have a track record of experience with developing such systems in Albania in public institutions. The accounting/financial management software they provide shall be licensed by the Albanian Ministry of Finance and a copy of the licence shall be included in the technical proposal. They should present their references, together with the contact details of the beneficiaries for each system they developed. Companies might be required to illustrate their previous works similar to this assignment. They should have successfully elaborated at least one similar system. The contract is open to companies/academic faculties/consortiums; - provided they can provide evidence to the PMT that hold the required competencies and qualifications as described in this document. The candidates are invited to propose their team of experts who will manage the project. Candidates are required to assign specific role for each team member. Tasks for each role should be detailed and described in the technical proposal. For each team member the CV should be attached. For activities in the past, contact details of the reference persons should be included in the CV.
Required expertise: Professional experience in: a. developing analytical system for large amount of data; b. Good understanding of ICT systems; i. Experience in working with international organizations requirements ii. Experience in working with governmental institutions Staff of the consulting company has to communicate and should be fluent in Albanian and English orally and in writing. 3- The proposal The proposal shall be submitted in English language and be divided in two parts: 4 3.1. Technical proposal In this part the candidates will describe the approach and methodology for implementing the tasks. They will propose the technology to be used and can also provide possible solutions. A detailed work plan with outputs and timelines should be part of the approach and methodology section. Candidates are invited to analyse the requirements and comment/suggest on the content. Team composition and distribution of tasks should be a specific section of the technical proposal. 3.2. Financial Proposal The candidates should provide a detailed budget for delivering all the tasks and activities foreseen in this call. The selection of the winner will be according to the Quality and Cost-Based Method. The technical proposal will count for 75% of the points and the financial proposal will count for 25% of the points. 4.
