Too much time is spent qualifying vendors ensuring that I have provided full and open competition. A contract with G4S through GSA FSS 84 is considered to have been placed using full and open competition. I need flexibility for ordering. I don t always know the timing and level of services I ll need. Plus, it takes time to negotiate and issue contracts.
