Strategic axis with the objective of improvement of management capacity of institutions and social organizations at different levels interested in management-oriented actions Ce Re GAS

Objectives UNESCO Agreement 1, The Centre aims to provide the region with the scientific and technical capabilities to support the sustainable development and management of groundwater, as well as the environmental protection of aquifers through an integrated approach. Moreover, it aims to develop the capacity for the application of methods and tools for the sustainable management of groundwater in general, with special focus on the necessary protection of groundwater and the promotion of its rational use at national and transboundary level. 2. The purpose of the Centre shall be two-fold: to strengthen national capacity in support of the sustainable management of aquifers in the country, and to address the needs and requirements jointly identified with other countries of the region through mutual cooperation.

Functions UNESCO Agreement 3. The functions of the Centre shall be to: a)assist and train experts from various disciplines, both from Uruguay and the Latin American and Caribbean countries, in developing instruments and in implementing integration and management activities in hydrogeology on groundwater resources management; b)support the implementation of the Strategic Action Programme defined by the countries concerned for the protection and sustainable development of the Guaraní Aquifer System, as well as other activities agreed by these same countries; c)work closely with the network of National Committees and Focal Points of the UNESCO International Hydrological Programme for the Latin American and Caribbean region, as well as with other UNESCO Category 2 Centres and Chairs possessing areas of common interest in the region, and beyond; d)link and integrate to the Centre existing national groundwater research, education, and management programmes, and promote its articulation and mutual cooperation; e)seek for synergies in water issues with UNESCO water-related Centres and Chairs in the Latin America and Caribbean region; f)contribute to the achievement of the objectives of the UNESCO programme on Transboundary Aquifers Resources Management (ISARM) for the Americas by promoting knowledge on transboundary groundwater resources and collaboration among the countries that share them, in order to have a global vision of the resources and to achieve consensus in the scientific, environmental, institutional socio economic and legal areas.

VISION The REGIONAL CENTER FOR GROUNDWATER MANAGEMENT must be recognized as the regional and national leader in the articulation of regional and national capacities for the generation and transfer of knowledge on sustainable management, conservation and promotion of rational use of groundwater. MISSION Coordinate regional and national capacities to public and / or private level for research, development and innovation in sustainable groundwater management and protection of water resources through an integrated approach that considers environmental, economic and social aspects, in line with international commitments in the region on sustainable development.

STRATEGIC OBJECTiVES In cooperation with IGRAC on Global level - To promote cooperation among countries in the region with regard to the management of groundwater resources, particularly in transboundary ones - To promote the establishment and / or strengthening of thematic, regional and international networks of research in this topic - To promote scientific and technological research in the areas of groundwater resources, particularly focused on improving management tools - To disseminate the knowledge available in the subject and promote public awareness on sustainable use of groundwater resources. - To promote training of professionals, specialists and researchers in the thematic areas related to water resources.
