Preparation of a Resettlement Policy Framework (RPF) for two urban segments of CA-5 where the technical designs are not yet developed and to prepare a Resettlement Action Plan (RAP) for each of the four sectors of CA-5 North Highway projects for which technical designs already exist. Specifically, the Consultant will prepare an RFP for those sections of CA-5 of which technical designs have yet to be decided (i.e., Zambrano and Las Flores). Preparation of a RAP for each of the four sections of CA-5 where the technical designs are now available (1. Tegucigalpa Río Del Hombre; 2 Río Del Hombre Inicio Valle de Comayagua (except Las Flores and Zambrano); 3. Final Valle de Comayagua Siguatepeque; 4 Siguatepeque Taulabe). Field work for the RAP will entail a census of the affected population and asset inventories, as well as socio-economic studies and the engineering design and drafting of replacement structures where necessary. Financial auditing of the MCC resources managed by MCA-Honduras under the Compact in accordance with U.S. Government Auditing Standards issued by the Comptroller General of the United States and the Millennium Challenge Corporation Guidelines for Financial Audits Contracted by Foreign Recipients (MCC Audit Guidelines) issued by the MCC Inspector General (IG).

Section I runs from Tegucigalpa to Rio del Hombre with a length by 25.5 km. Section II runs from Rio del Hombre until the interchange to the Villa San Antonio with an approximate length by 38 km. 3 Preparation of Environmental Management Plan for Improvement of CA-5 North Highway under the Transportation Project ESA Consultores / Gatesa USD 39, August 27th, to October 8th, The purpose of these Terms of Reference (TOR) is to define the scope of work for the services of a consultant to prepare the Environmental Management Plan (EMP) for the Improvement of the CA-5 North Highway Project.
