ODP Training Overview ODP provides comprehensive training and technical assistance to prevent, deter, respond to and recover from threats and incidents of terrorism. ODP provides funding through formula grants to institutionalize terrorism training at the state and local levels. 2

FY 2004 Training Priorities Prevention and Deterrence Training Course integrated with Prevention and Deterrence Guidelines document Will assist first responders in identifying and addressing potential terrorist incidents before they occur HSPD 8 Implementation Establishment of national training and exercise system Capabilities-based planning drawn from 15 scenarios developed by Homeland Security Council Baseline of Mission Essential Tasks with performance standards 17

FY 2004 Training Priorities Request for Approval of Non-ODP Courses: State or urban area formally requests review of an Awareness or Performance Course to ODP ODP Training Division upon receiving request Possible conditional approval while course is under review Sends acknowledgment letter, approval template for requestor to complete, and ODP training doctrine Requestor completes template to document a comparison between the objectives of the course in question and the ODP Training Doctrine (ODP Training Strategy, Emergency Responder Guidelines, and Prevention Guidelines) Complete template is forwarded with course materials to Center for Domestic Preparedness (CDP) for review CDP completes review and reports back to Training Division recommending approval or denial pending modification Final notification made to state or urban area 18
