Welcome to the Emergency Operations Training Center, located in the world-renowned Disaster City training facility in College Station, Texas.

3 TThe Enhanced All-Hazards Incident Management/Unified Command (E IM/UC) course, MGT-314, is offered on behalf of the Department of Homeland Security Federal Emergency Management Agency (DHS/FEMA) by the Texas A&M Engineering Extension Service (TEEX) and its National The course far exceeded my expectations. I learned how and why the incident management and unified command systems are supposed to work, as well as significantly enhancing my competence and confidence in these areas. David S. As a course participant you will get practical, realistic experience in large-scale incident response using computer-based simulations. Your decision-making, response and situational awareness will be tested as you work through four or five high-intensity simulation exercises. These exercises replicate incidents, all containing a chemical, biological, radiological, nuclear or explosive (CBRNE) component. However, the training is designed to meet any All Hazards incidents and Special Events as well. The Enhanced IM/UC course offers three-and-a-half days of comprehensive incident response training in managing all aspects of a large-scale incident in real-time. This invaluable training experience has direct transferability onto an incident management team, incident command post staff or emergency operations center in preparation for an actual large-scale incident. Participants will learn by examining the effects of their decisions, while working in an Incident Command Post setting using a notional jurisdiction. the course

4 Every attendee of this course had told us what a beneficial, hands-on course it was; but the course turned out to be even better than we envisioned. The unique opportunity to be able to come together to gain more knowledge of incident command/ unified command structure allowed for some real hands-on type training. D Day one of the course provides a short overview of emergency response considerations and methodologies of the Incident Command System (ICS) in a Unified Command structure. Days two and three are packed with rigorous, computer-driven, Cathy Haynes Emergency Preparedness Director Charleston County, South Carolina large-scale incidents, allowing the command team to manage the response and learn from the events presented within the scenarios. Each scenario concludes with an After-Action Review and a discussion of lessons learned. The overall incident management structure used in the course is based on the National Incident Management System (NIMS), the National Response Framework (NRF) and is certified by the DHS/FEMA National Training and Education Division (NTED). The course is delivered adjacent to Texas A&M University in the TEEX Emergency Operations Training Center (EOTC), a facility with unmatched capabilities anywhere in the country. The center is staffed by nationally recognized trainers experienced in emergency management and large-scale incident response, including the World Trade Center, Hurricane Katrina, the Murrah Building and the 1989 Loma Prieta Earthquake. During the training simulation exercises, each participant position is integrated into the Unified Command ICS structure managing the incident. The course adapts existing incident management systems and procedures, while using a multi- agenda discipline, jurisdictional, team-building approach to accomplish the course objectives.

5 TOPICS Decision-making Principles of Incident Management and Unified Command Overview of Incident Command System Organizing and staffing for Unified Command Resource management and incident management strategies Incident Action Plan development Practical application of the incident response planning process ICS documentation overview Training simulations tools overview CBRNE and All-Hazards computer-driven tabletop exercises PARTICIPANT ELIGIBILITY Eligible participants include emergency responders who serve in a management or supervisory role, and who may be required to perform incident command staff or general staff functions for a jurisdiction during the response to any all-hazards incident. The course is designed for a maximum of 40 participants, with a balanced representation of emergency responders, supervisors and managers from the following disciplines or services: Law Enforcement, Emergency Medical Services, Emergency Management, Fire Service, Hazardous Materials, Public Works, Governmental Administrative, Public Safety Communications, Healthcare, Public Health and other county, state and federal agency personnel who may respond in support of a local jurisdiction.

6 This training will allow me to respond to disasters natural and terrorist incidents in a confident and effective manner. As long as we have a threat, this caliber of training needs to be given to all responders. Capt. Daniel D. Nicholson, Sr. christian County Emergency Management hopkinsville, Kentucky ENTRY-LEVEL PREREQUISITES This course provides the participant with insight into the incident management requirements of a large-scale (Type 1, 2 or 3) incident. Incoming participants should have at least an intermediate level of understanding of ICS and some experience in incident management and planning, both of which are critical for success in this course. It is recommended that participants complete the TEEX/NERRTC IM/UC course (MGT- 313) or an equivalent intermediate-level ICS course prior to attendance. The FEMA EMI course, Intermediate Incident Command System course or the NWCG I-300 course or higher are other prerequisite options that cover incident management and unified command. Completing the FEMA EMI IS-700 or IS-800 series will help in understanding the advanced concepts presented in this course. The TEEX WMD Campus ( offers excellent courses on Terrorism Awareness and Cyber Security that are recommended as refreshers prior to the course. LENGTH AND COST course overview The course is normally 3 ½ days (28 hours), beginning on Tuesday and concluding at noon on Friday. This training is funded by the DHS/FEMA National Training and Education Division (NTED). NERRTC arranges and provides all travel, lodging and per diem for participants.
