Delay Fences in the delay category hinder entry and for that reason are considered security fencing. Delay is defined as the time the fencing resists unauthorised entry. The required delay time is very much related to the security response time, the time needed for security services or police to respond. The longer that security response time, the larger the delay factor required. Tests by police departments have shown that the delay factor of high security fences must be over forty times greater than on other systems: Detection, access control and deterrence Systems for detection, access control and deterrence are a part of active security. Detection systems must trace any form of unwanted breach of the fence within the delay period. Additional electronic components such as an acoustic alarm, security lighting and camera surveillance also have a deterrent effect. Visual monitoring is an efficient method of access control on condition that the desired fencing does not obstruct visibility by creating blind spots. Around a train station and along a section of track, there are different safety requirements for different zones. It is possible to establish the most appropriate fencing for each area by identifying these different zones. ZONE A: station parking The parking area of the station is secured by railing fence or panel fence. This has a dissuasive effect: it indicates that entry is reserved to authorised persons. The fence is robust, but with a decorative and elegant appearance. Consequently it does not create an eye-sore in urban environments. The parking area can be closed at certain times using a barrier or gate. ZONE B: station terminal The station is an area with an increased security risk. Here a fence with a delaying effect is chosen. A turnstile ensures controlled entry of staff. Service truck can load and unload materials via an automatic gate. demarcation Case study: motorways in Switzerland Betafence demarcates motorways with Swiss precision. A fence, that is applied as demarcation, makes it clear where you can and may go. It indicates where the boundaries of a long distance begin. It does not have a deterring function, but does prevent cattle, wildlife and small animals from wandering onto the road and endangering the travellers. For safety reasons, the Swiss authorities place high demands on the motorway fences. In Switzerland, the Kantontale Tiefbauämter put out regular tenders for motorway fencing. Betafence is also the market reference in this sector with the Ursus mesh fences. The quality of the Betafence products helps determine the standard for specifications. The cantonal authorities wanted to fit the motorways with new fences or refurbish the existing Ursus fences at various places in the country. An architecture firm drew up the specifications and contacted a number of installers for fences, swinggates and accessories. dissuasion Case study: Oostende airport Betafence as high-flier at Oostende airport Dissuasive fencing systems must prevent incidental tresspassers from crossing a specific boundary. They form a physical obstacle, which clearly indicates that entry is reserved to authorised persons. The airpot in Oostende is an example of this type of fencing project. For the complete renovation of the Perimeter protection the Oostende airport, the standards (minimum wire width and mesh size) were specified in a security manual. In addition to product quality, the price tag was also a decisive factor. The project leaders opted for Betafence solutions. Unwelcome guests, who want to break into the airport, face a nearly impossible task. The Fortinet Medium fence is 2.50 metres high, roughly 20 centimetres of which is embedded. Therefore, there is no question of crawling in under the wire. The accompanying Bekaclip posts have been fitted on the top with a half-metre Y arm that is welded on, equipped with 2 x 3 rows of barbed wire. Thus, the fence reaches a total height of up to 2.80 metres. The mesh, the posts, and the barbed wire have all been plastic coated in green to counteract corrosion from the salty sea air. Finally, at the main entrance and the Avia Partner entrance, Betafence also installed 9 x 2.5-metre cantilevered Robusta sliding gates with Bekamatic motorisation equipped (type R2800) fitted with a specific access control, CE-certified in accordance with safety standard EN 13241-1. delay Case study: Eurostar high-speed train track Eurostar track security is full speed ahead! Delay is the time a fence offers resistance to intruders. Long distance track with diverse security risks for different zones require fencing with various delay factors. This is also the case for the track of the Eurostar on Belgain terrain. The Eurostar in Belgium passes through rural, urban, and station zones. Project leaders at TUC and Eurostations called on Betafence s know-how in the field of large-scale fencing project in order to determine and install the right fencing system for each zone. For the rural areas, a selection was made for Ursus AS Medium because this dimensionally stable fencing integrates itself excellently with the landscape. The degressive meshing from the bottom prevents even young or small animals from getting onto the tracks. In the inhabited zones, Fortinet Medium met the safety and aesthetics criteria perfectly. Small square meshes and heavy vertical wires provide this fencing with the required rigidity. Finally, the most severe security requirements apply for the stations and the exchanges. So the choice for Securifor was obvious here as well. The fine-mesh and welded structure of the panels is practically impossible to climb or to cut through. detection and access control Case study: Trondheim seaport A secure seaport for Trondheim Systems for detection, access control, and deterrence are a part of active security. Turnstiles, sliding gates and barriers ensure that only authorised persons and vehicles can enter the site. This was also the basic principle for the seaport in Trondheim (Norway). Over a year after the terror attacks of September 11th, 2001 in New York City and Washington D.C., an international conference was held in London. There, specialists discussed efficient methods for protecting seaports against possible attacks. Since then, all international seaports must meet the ISPS code (International Ship and Port Facility Security Code). This code details the various levels of security, but contains no specific product requirements for fencing (rigidity, height, etc.) Each port conducts its own risk analysis and elaborates its requirements based on that. Trondheim seaport s list of requirements was submitted to the Norwegian Shipping Organisation. Betafence also received a request to propose a solution. This solution was held chosen due to the quality and the design of the Betafence products and the product range for access control. The order comprised 30 automated Robusta sliding gates, a 2-metre high Nylofor F fence to secure the perimeter, 10 automated barriers for vehicle access control and two BT2 turnstiles for controlling pedestrian access. The Norwegian port authorities were so pleased with the result that Betafence and its Norwegian partner have since provided security solutions for ten other Norwegian seaports as well. noise reduction Case study: Mariahoeve train station, the Netherlands Betafence puts the fight against noise pollution on the rails. Some locations, such as motorways, railways or railway stations, need a fence with a dual function: fit in with the natural surroundings and reduce noise pollution for the local residents. For this, gabions made from weldmesh can be filled with various materials. The Mariahoeve project in The Hague (the Netherlands) demonstrates the versatility of this product. The Mariahoeve train station lies in the immediate vicinity of a residential neighbourhood in The Hague. An architect was asked to find a solution with functional (reduce noise pollution), aesthetic (visual integration), and budgetary (price-quality ratio) benefits. In collaboration with the Betafence project team, the specialist opted for gabions finished with corrosion-resistant Zincalu and with galvanised panels on the sides. Independent tests indicated that the Zincalu coating has an expected lifespan of 60 years in a mild environment. For the filling, porous igneous rock with good sound-absorbing qualities was imported from Germany. The front and back façades were designed at angles for optimal stability. In this way, the number of stones could be restricted. Along with quick installation on a concrete foundation, this had a favourable impact on the price tag. The result is a 234-metre long wall that is 2 to 3 metres high, noise-reflective and noiseabsorbent and covered with climbing plants on the outer façade.
