DIRECTOR OF GUIDANCE AND COUNSELING/AT-RISK A. QUALIFICATIONS: 1. The Director of Guidance and Counseling/At-Risk shall have the general qualifications of a teacher as prescribed by the State Department of Education. 2. The Director of Guidance and Counseling/At-Risk shall hold a master degree in counseling and Texas school counseling certification from an accredited college or university and supervisory, mid-management, administrator, or principal certification. 3. The Director of Guidance and Counseling/At-Risk shall have had at least three (3) years of successful teaching experience and five (5) years of successful school counseling experience. B. APPOINTMENT: The Board of Trustees shall appoint the Director of Guidance and Counseling/At-Risk upon the recommendation of the Superintendent of Schools for a term of not more than two years and the contract will be considered for extension at the regular March meeting each year. C. REPORTS TO: The Director of Guidance and Counseling/At-Risk shall be responsible to the Assistant Superintendent of Curriculum and Instruction for the performance of all duties. D. JOB PERFORMANCE STATEMENTS: 1. Instructional Management a. Acts in a consultory and advisory capacity to counselors, principals, and teachers in the areas of guidance and counseling and At-Risk, GED, Section 504, and Title VI innovative programs. b. Works with the Executive Director of Curriculum and Instruction, Area Superintendents of Schools, principals, assistant principals in charge of instruction, counselors, other coordinators and consultants, and teachers in the development of all new programs. c. Assumes responsibility, along with the assistant principal in charge of instruction, for selecting and approving all supplementary materials that may be used in the guidance and counseling and at-risk programs. d. Is familiar with a variety of available guidance and counseling materials and programs. 2028
e. Assumes responsibility for coordinating the guidance and counseling program, the At-Risk program, the GED program, Section 504, and the Safe and Drug Free Schools and Communities Grant Program throughout the system. f. Assists in the planning, implementing and conducting of the in-service training program. g. Provides leadership in improving the guidance and counseling and the at-risk programs in the schools. h. Works with the Executive Director of Curriculum and Instruction, personnel, and the area superintendents of schools on the development and administration of the staff development program. i. Effectively communicates district policy and guidelines to counselors, teachers, and staff. j. Works with appropriate staff to ensure a high degree of uniformity among elementary and secondary schools in the guidance and counseling and at-risk areas. k. Assists in improvement of the guidance and counseling and at-risk programs through observation, visitation, demonstration, and counselor training. l. Encourages and supports the development and implementation of innovative guidance and counseling and at-risk programs to achieve identified needs. m. Provides training for counselors and administrators in improving guidance and counseling techniques and in using materials. n. Coordinates counseling and guidance phases of the work of the counselor through regular meetings, special conferences, memoranda and other appropriate means. 2. School Climate a. Fosters collegiality and team-building among appropriate personnel, encouraging active involvement in decision making. b. Communicates effectively with campus level staff, the community and parents and/or students when appropriate. c. Recognizes efforts and achievements of the administrative and counseling staff, teachers, and students. d. Works harmoniously with all administrative, counseling, and teaching personnel. e. 3. School Improvement a. Works collaboratively with others in developing Aldine s district mission, district goals, and articulating a vision for the district s program. b. Monitors various guidance and counseling and at-risk program activities. c. Provides opportunities for staff development for the administrative and counseling staff and for teachers. d. Researches programs and provides analysis of such programs to determine possible implementation in the district. 4. Personnel Management a. Secures consultants, specialists, and appropriate community resources for principals and counseling staff to assist in attaining stated objectives. b. Assists in orientation of new counselors during staff development and throughout the year. 5. Administrative and Fiscal/Facilities Management a. Demonstrates responsible fiscal control over assigned program budgets for Guidance and counseling. b. Works to keep Aldine ISD schools in compliance with state law, Texas Education Agency standards, and the Counseling Code of Ethics and Confidentiality. 6. Student Management a. Supports district and campus rules of conduct. b. Encourages plans for improved student behavior that reflects enhanced opportunities for learning. c. Provides leadership in classroom management through workshops and presentations. d. Coordinates the District Crisis Intervention Team. 7. School/Community Relations a. Communicates district programs, curriculum, instructional practices, district accomplishments, goals and new ideas to parents and the community. b. Encourages two-way communication between the district and the community. 2028-2
c. Encourages and promotes parental and community involvement in the educational process. d. Demonstrates awareness of school/community needs and initiates activities to meet those identified needs. e. Projects a positive image to the community. 8. Professional Growth and Development a. Utilizes information provided through formal and informal assessment data and a professional growth plan to improve professional skills and knowledge. b. Participates in appropriate conferences and staff development sessions for improved job performance. c. Actively seeks and utilizes evaluative feedback from appropriate administrative staff, subordinates, and immediate supervisor regarding job performance. d. Participates in professional organizations and disseminates ideas and information to appropriate staff. e. Provides leadership in identifying trends and opportunities in the profession, as well as solving problems facing the profession. f. Strives to improve leadership skills through self-initiated professional organizations. g. Maintains active involvement in local, state, and national professional organizations. h. Conducts oneself in a professional, ethical, and responsible manner. 9. Other Perform other duties as may be assigned by the Superintendent of Schools. E. EVALUATION: 1. The job performance statements shall constitute the criteria for an evaluation form with an evaluation code as follows: NA Measure Not Being Taken. 1 No Measurable Progress. 2 Progressed Toward The Goal. 2028-3
3 Met The Goal. 4 Exceeded The Goal. 5 Significantly Exceeded The Goal. 2. The evaluation form shall contain a place for comments and general observations made by the evaluating person. These comments shall constitute additional criteria for evaluation. 3. The Director of Guidance and Counseling/At-Risk s evaluation is a responsibility resting with the Assistant Superintendent of Curriculum and Instruction. An evaluation shall be completed in writing at least once during the course of the school year. 4. The Assistant Superintendent of Curriculum and Instruction shall submit to the Superintendent of Schools, or the staff person designated by the Superintendent of Schools, the completed evaluation of the Director of Guidance and Counseling/At-Risk at the time stipulated by the Superintendent of Schools. 5. Administrators will be appraised according to the following calendar: Action Plan and Goal Setting Conference Data Collection and Analysis Contract Recommendation Summative Conference July-August September - May January May/June F. SALARY: The salary of the Director of Guidance and Counseling/At-Risk shall be based on the schedule adopted by the Board of Trustees for this position.
