1 EARLY CHILDHOOD/KINDERGARTEN/ELEMENTARY/INTERMEDIATE PRINCIPAL A. QUALIFICATIONS: 1. The Early Childhood/Kindergarten/Elementary/Intermediate Principal shall have the general qualifications of a teacher of Texas and shall hold a valid administrator s, midmanagement, or principal certificate or be eligible for a probationary certificate. 2. The Early Childhood/Kindergarten/Elementary/Intermediate Principal shall hold at least a master degree from an accredited institution including required courses for principal. 3. The Early Childhood/Kindergarten/Elementary/Intermediate Principal shall have had at least three (3) years of successful teaching experience and completed three (3) years of successful experience as an assistant principal. B. APPOINTMENT: The Board of Trustees shall appoint principals upon the recommendation of the Superintendent of Schools for a term of not more than two years and the contract will be considered for extension at the regular February meeting each year. C. REPORTS TO: The Early Childhood/Kindergarten/Elementary/Intermediate Principal shall be responsible to the Area Superintendent for the performance of all duties. D. SUPERVISES: The Early Childhood/Kindergarten/Elementary/Intermediate Principal shall supervise all professional and support personnel assigned to the campus. E. JOB PERFORMANCE STATEMENT: 1. Instructional Management a. Monitors the instructional program. b. Insures planning for instruction and student achievement. c. Works with teachers in developing short and long range instructional goals. d. Insures that a system for monitoring student progress is in place. 2086
2 2. School Climate a. Recognizes efforts and achievements of the staff and students. b. Communicates effectively with staff, parents, students, and community. c. Supports programs and actions that facilitate a positive and caring school climate. d. Encourages active staff involvement in decision making. 3. School Improvement a. Accomplishes Campus Improvement Plan Goals. b. Provides opportunities for staff development. c. Determines and builds a campus plan with staff for school improvement; directs planning activities and implements programs collaboratively with staff to ensure attainment of school s mission. d. Identifies, analyzes, and applies research findings (e.g., effective school research correlates) to facilitate school improvement. 4. Personnel Management a. Observes instruction, records observations, and conducts conferences. b. Encourages participation in staff development activities. c. Complies with district procedures in selection, retention, and dismissal of staff. d. Enforces contractual provisions and administrative regulations regarding employee s conduct and performance. 5. Administration and Fiscal/Facilities Management a. Complies with district policies and regulations in facilities management. b. Maintains an organized, attractive and clean school environment for learning. c. Provides a safe and secure environment for learning. d. Uses the existing facilities effectively. e. Assumes responsibility for the inventory of fixed assets. f. Balances agency fund ledgers
3 g. Maintains expenditures within available funds. h. Provides proper documentation to support all agency fund expenditures. i. Adheres to accounting policy manuals. j. Assumes responsibility for pupil accounting. k. Adheres to policies and procedures for fund raising activities. l. Assumes responsibilities for requisitions, supplies, textbooks, equipment, and all materials necessary to the operation of the school. 6. Student Management a. Uses management techniques and programs to promote positive student behavior. b. Communicates and conferences with students as needed to encourage appropriate student behavior and support for the school. c. Communicates and conferences with parents as needed to encourage appropriate student behavior and support for the school. d. Communicates conduct guidelines to students, parents, and staff. e. Uses management techniques and programs to address at-risk students. 7. School/Community Relations a. Communicates the school s mission. b. Encourages two-way communication between the school and community. c. Encourages and promotes parental and community involvement in the educational process. 8. Professional Growth and Development a. Uses action plan information for self-directed improvement. b. Takes an active interest in professional organizations to promote improvement. c. Engages in professional development activities to improve leadership effectiveness
4 9. Academic Excellence a. Works collaboratively with others in developing goals to increase: (1) the percent mastering state mandated assessments (2) the percent demonstrating mastery of all objectives on all tests b. Works collaboratively with others in developing goals to increase the scores on the state-wide norm-referenced test. c. Works collaboratively with others in developing goals to increase student attendance. d. Works collaboratively with others in developing goals to decrease the dropout rate. 10. Other a. Performs other duties as assigned by the Superintendent of Schools. F. EVALUATION: 1. The job performance statements shall constitute the criteria for an evaluation form with an evaluation code as follows: N/A Measure Not Being Taken 1 No Measureable Progress 2 Progressed Toward The Goal 3 Met The Goal 4 Exceeded The Goal 5 Significantly Exceeded The Goal 2. The evaluation form shall contain a place for comments and general observations made by the evaluating person. These comments shall constitute additional criteria for evaluation. 3. The Early Childhood/Kindergarten/Elementary/Intermediate Principal s evaluation is a responsibility resting with the Area Superintendents. An evaluation shall be completed in writing at least once during the course of the school year. 4. The Area Superintendents shall submit to the Superintendent of Schools or the staff person designated by the Superintendent of Schools, the completed evaluation of each principal under their jurisdiction, at the time stipulated by the Superintendent of Schools

Administrators will be appraised according to the following calendar: Action Plan and Goal Setting Conference Data Collection and Analysis Contract Recommendation Summative Conference July August September May January May/June G. SALARY: The salary of the Early Childhood/Kindergarten/Elementary/Intermediate Principal shall be based on the schedule adopted by the Board of Trustees for this position.
