LATROBE INVESTMENT FRAMEWORK In July 2012, the Victorian Government launched the Latrobe Valley Industry and Employment Roadmap as our long-term plan to help people, communities and businesses in the Latrobe Valley grow and diversify the region s economy. The Roadmap included early actions and intervention to create employment and stimulate new investment, ahead of any restructuring of the power generation sector. In the 12 months since the Roadmap s release, much has been achieved. You ll find the highlights of each of the seven strategies in this Report Card. We ll continue to report and to keep you informed about our progress in supporting local actions, investments and jobs growth through the Roadmap. As well as providing immediate assistance, the Roadmap is also a strategic framework for guiding future investment and collaboration with the region s local governments, businesses and communities. Through the Roadmap, the Victorian Government remains committed to receiving and responding to local advice on how to most effectively address the challenges facing the region s economy. The Latrobe Valley is the powerhouse of Victoria, in more ways than one, and we are committed to ensuring its economic, social and environmental sustainability. It s not something that will happen overnight, but with local input, a passionate team, careful planning and appropriate investment, we re on target. WE RE TARGET 1Strategy latrobe valley industry and employment roadmap report card 1: Transitioning Businesses and Workers > > The Workers in Transition Program has helped over 350 employees from more than 20 businesses > > The Government s Rapid Response initiative has facilitated Employee Response Plans at firms including Dahlsens, Murray Goulburn and GippsAero Bianca Allchin Ex Drypac Worker If it hadn t been for the shutdown and the Workers in Transition Program, I d still be stuck at a machine, instead of retraining and looking forward to a new career.

Strategy 3: for Growth > > Tenders have been finalised for the Warragul Station Precinct Project > > With Regional Growth Fund support, Australian Paper has completed a feasibility study into a de-inked pulp plant > > The Gippsland Freight Strategy and Action Plan is being adopted by Councils > > Tendering is underway for key regional road projects Helen Anstis, CEO Baw Baw Shire Council The $26.04 million Warragul Rail Precinct Upgrade will really make a difference for people using the train - tourists and local businesses too. 4Strategy 4: Innovation and Competitiveness > > The Latrobe Industry and Fund (LVIIF) has facilitated investments of $9.3 million in 23 projects, creating an anticipated 366 direct new jobs. > > Accelerated Business Growth and Small Business Support Programs are being delivered through Baw Baw, Latrobe City and Wellington Councils > > The Energy Saver Incentive Scheme has installed more than 75,000 energy cost-reducing devices > > Research under the Growing Food and Fibre initiative has contributed to improved sector productivity > > The Gippsland Broadband Connectivity initiative is helping businesses plan for and capitalise on opportunities arising from the NBN Sam Rigall, Manager Maffra Cheese Company With help from the Latrobe Valley Industry Fund, we re investing nearly $2 million, potentially doubling our production and staff numbers.

5 6 7 Strategy 5: Attracting and Facilitating Investment > > 8 Gippsland businesses achieved results from joining the Government s ASEAN super trade mission > > 27 staff, including 19 Housing Customer Service Officers, have been employed in the Moe Housing Call Centre > > Through Invest Assist, the Government is supporting businesses in the region > > The Gippsland Investment Prospectus is being developed > > Industry planning initiatives are proceeding Jon McNaught, Chair Industry Reference Group We re involving local businesses to drive the development of the Gippsland Investment Prospectus. Strategy 6: Liveability > > The Growth Areas Authority (GAA) has nearly finished precinct structure plans for future urban development in Baw Baw and Latrobe > > $7.5 million in Commonwealth, with State and Local Government funding will redevelop the Moe Civic Precinct > > The Promoting Health and Wellbeing program was launched in Moe in November 2012. 94% of schools in the region have been engaged and 61% registered, along with 50 workplaces Gail Gatt, Senior Strategic Planner Latrobe City Council The new precinct structure plans are not only streamlining the process for developers and getting people into new homes sooner, but they are ensuring the wishes of the existing residents are met. Strategy 7: Working Together - Next Steps > > The Latrobe Valley Transition Committee (LVTC) is driving the implementation of the Roadmap, including negotiating $15 million from the Commonwealth Government to support projects including: The Warragul Station Precinct project The Moe Civic Precinct The Latrobe Community Health Training Clinic and Dental Prosthetic Laboratory The Gippsland Workforce Plan. > > Young Dairy Development Program seminars saw 27 people develop their dairy business skills Nick Leppin, young dairy farmer Bena It s a matter of being economic, Nick says, making a dairy farm a viable proposition you ve got to be on the lookout for new ways of doing things all the time.
