IT Infrastructure and its Components for Citizen Service Delivery SRI HARSHA MADDALI
Introduction Traditional Service Delivery Process Development of Websites as per the focus and view of Governments Citizen centric approach to service delivery Electronic Delivery of Service Service is requested through electronic means including mobile devices. Workflow / Approval process is electronic Database is electronic / Digitized Service Delivery is electronic Single point of presence
Objectives of Citizen Centric Solution Anytime, Anywhere availability of Service Transparent, Efficient and Secured Delivery Improved Quality of Service
Sequence involved in Service Delivery From Source to Destination and vice-versa Delivery Point Common Service Centre Channelize State Wide Area Network Gate Open State Service Delivery Gateway (Proxy) - Security Source of Database - State Data Centre, National Data Centre, Department Servers Gate Close State Service Delivery Gateway (Proxy)- Security Channelize State Wide Area Network Destination Common Service Centre
IT Components Involved in Service Delivery
State Data Centre (Source Point) Central Repository of Applications G2G, G2C, G2B services Secure Data Storage - Servers, Rack Space Disaster Recovery Remote Management and Service Integration Stakeholders: State Implementation Agency, State Consultant, Composite team, Data Centre Operator Types of Data Centre: Large Scale (4000 Sq.ft ), Medium (2500 Sq.ft), Small (1500 Sq.ft) Andhra Pradesh, falls under Large Scale Data Centre, covering an area of 8900Sq.ft and 200TB storage capacity to cater to the needs of all departments of State Governments providing the rack space, latest servers including application managements. National Data Centre, NIC National Applications (Priya Soft, etc)
Networking and Components PAN (Personal Area Network) LAN (Local Area Network) MAN (Metropolitan Area Network) WAN (Wide Area Network) (State Wide connecting LAN, MAN) Internetwork
State Wide Area Network(SWAN)
Service Delivery Gateway Gateway is the node on a network that serves as an entrance to another network, it routes the traffic from a workstation to the network that is serving the webpages of a portal. Two types in general: (i) Transport Gateway (ii) Application Gateway Types of Gateway as per the Indian Govt. context National e-governance Service Delivery Gateway (NSDG) (MMP under NeGP) State Service Delivery Gateway (SSDG) Mobile e-governance Service Delivery Gateway (MSDG)
NSDG interconnection to SSDG Objectives of NSDG SSDG interconnection to State Depts. Objectives of SSDG MSDG interconnection with SSDG and NSDG MSDG Components (SMS Gateway, USSD- Unstructured Supplementary Service Data for transaction, IVRS (Interactive Voice Response System, Mobile Payment Services) Statewise Mobile Applications Analytics of Departments using SMS service
Common Service Centre A platform created that will enable government, private and social sector organizations to integrate their social and commercial goals and take benefits of information and communication tools (ICT) to the remotest corners of the country. CSC scheme is approved by the Government of India and set up by the National e- Governance Plan, in May 2006, as part of its commitment in the National Common Minimum Programme to introduce e-governance in massive scale.
State Portal State Portal has been envisaged to cater to providing information and delivering online citizen centric services to citizens via integrated web applications. Single point of access Citizen Relationship Presence / Brand Building
National Optical Fiber Network Gist on NoFN Components of NoFN Report consists of detailed architecture of NoFN, componentwise and Statewise. Number of Institutions connected under NoFN
e-taal (Electronic Transaction Aggregation and Analysis Layer) NIC in collaboration with DeitY has developed etaal application Act as an indicator of scale of services being delivered to citizens Providing quick view of transactions performed electronically, and analyzing services with various filters by the Time-Period, by the State/Department, or by the geography Measuring the number of transactions performed by various e- Governance applications on a real time basis Provides an integrated view of e-transactions using Web Services Technology Enable the Ministries/Departments implementing e-governance projects in getting real-time view of their projects and take remedial steps, interventions where needed.
Principle of e-taal etaal Data Pulling Engine collects the data automatically in real time through a synchronization mechanism between the Data Server connector hosted centrally at NIC s National Data Centres and the Data Client connector hosted at the respective servers hosting the connected applications. After, a synchronization frequency is set, the Data Pulling Engine automatically draws out the data from respective client server.
