Pre bid Meeting was held on 02/08/2014. The Scope, specifications, terms and conditions of the RFEoI document was discussed during the meeting. The following are the clarifications/amendments given to the document after discussions SNo. Pg # Section/ Clause As per RFEoI Amendment/ Clarifications 1. 5 A.1. Introduct ion On behalf of the Panchayat Raj & Rural Employment Department, Government of Telangana, APTS invites Request for Expression of Interest from Broadband Internet Service Providers for providing Broadband Internet Service to the village panchayat offices of Panchayat Raj Department in Telangana State. Approximate no. of village Panchayat offices in Telangana is 8800.( Locations list enclosed at Aneexure-I) The detailed technical requirements are mentioned in Section D. Initially, the Broadband Internet Service is to be provided for a period of 5 Years. Issuer Section :D Section :D Andhra Pradesh Technology Services Limited (APTS) invites Expression of Interest proposal for providing Broadband Internet Service to the Village Panchayat offices in Telangana State as per the scope of work & requirements specified in this document. Bandwidth : Minimum Download Speed) 2Mbps (1:1) Type of connection: Wired / Wireless connection through RJ45 Port. Page 2 of 5 All 8800 GP are independent and all these GPs access the web-based applications. As clarified during Prebid meeting that VC is also one of the utility put to use and of 2Mbps internet BW requisite BW will be dynamically allocated for VC. ii)all the 8800 users are concurrent users, presently 1 user per office and Max. 2users per office in future. iii)the no. of users per locations(gp/vp office) to access network are presently 1 user per office and Max. 2users per office in future. iv) As clarified during meeting that Several Citizen centric applications viz., Meeseva, Kalyan Lakshmi payments, G2G transactions pensions, NREGA, Health, Education dept applications Etc. will be put to use on this network. iv)execution times lines, SLA, payment modalities, will be mentioned in the RFP.Contact persons at the GP offices will be uploaded in the Web. Please refer to the website of PR &RD dept at Annexure 5 Internet connectivity to all the 8800 GPs will be provided at one go. Andhra Pradesh Technology Services Limited (APTS) invites Expression of Interest proposal for providing Broadband Internet Service / dedicated Internet Leased Line Service to the Village Panchayat offices in Telangana State as per the scope of work & requirements specified in this document Requirement : 2Mbps dedicated (1:1) Broadband Internet Service/dedicated Internet Leased Line connectivity to the user premises with Ethernet RJ45 interface ready to use. Uplink BW is also 2Mbps because on the same BW VC will be done on this network. Usage for VC itself is 768kbps (max) & rest will be used for data transfer. No voice calling will be done on this network SLAs will be mentioned in the RFP. Further, uptime is attributed to providing the Internet bandwidth and ISP CPE. Downtime is not attributed / accounted for the ISP incase the end user equipment viz., Ethernet switch/pc, UPS is down. At present there is no LAN at Gram

3 Panchayats. 1)At present there is only 1 PC at each of the GP office. 2) As there is only PC at Gram Panchayat then 1IP is sufficient. 3) ISP has to provide 2Mbps (1:1) Internet connectivity, Govt. or gram Panchayat will not provide any CPE or backup power to the CPE incase of power failure. 4) SLA & QoS will be defined in RFP. 5) Prospective is required to provide 2Mbps (1:1) bandwidth thru RJ45. 6) LAN at the GP is under the scope of the Dept. 7)It is the responsibility of the ISP to provide the Internet BW which mode is feasible on Last Mile either Wired / Wireless to meet the desired requirement. b) At Present 1Nos. of RJ 45 Ethernet port is required. c) As per the requirement to provide 2Mbps Broadband Internet Service/ dedicated Internet Leased Line and ready to use thru RJ45 interface. d) ISP may have the Managed service to monitor the CPE for configuration, troubleshooting the equipment incase it is down which will only facilitate the ISP to maintain uptime. 8a)Govt/APTS will facilitate in providing the RoW permissions for laying the cables to the not feasible locations exclusive for this project. 8b) Power & security for the CPE equipment if any placed/deployed at Gram Panchayat office is the responsibility of GP office. Space/land and security will be provided for deploying the end equipment. Subject to availability of space, stable building structure. 9) Single point of contact will be given in RFP for coordination, Acceptance & Delivery sign off. Etc. Page 3 of 5

4 10The following are in place at each of the designated GPs are PC, Printer and 600VA UPS. No CPE equipment at Gram Panchayat office. All other terms & conditions remain unaltered. 11) Terms & conditions for the bid will be given in RFP. Delivery, installation, commissioning, Site readiness equipment terms & conditions will be provided at RFP stage.
