İZMİR REGIONAL INNOVATION STRATEGY ANNOTATION İzmir Development Agency (İZKA) has started constitution of İzmir Regional Innovation Strategy on May 2011 with Ege University Science Technology Research and Application Center (EBİLTEM) and TurkStat İzmir Regional Directorate. This constitution has been actualized with the vision technology producing and exporting İzmir. Aim of the project has been to determine innovation potential of İzmir and prepare a concrete action plan intended for the development of this potential. Framework of the study Constitution of İzmir Regional Innovation Strategy- includes 4 phases; detection of regional innovation capacity, detection of sectoral innovation capacity, constitution of regional innovation system, constitution of ultimate report and action plan. 1 Determination of Regional Innovation Capacity 2 Determination of Innovation Capacity in Sectors 3 Constitution of Regional Innovation System (Determining the Innovation Ecosystem and Suggestion to Make This Ecosystem Developed ) 4 Constitution of Ultimate Report and Action Plan First of all, İzmir Innovation Technical Committee and İzmir Regional Innovation Committee has been established for the constitution of regional innovation system. In this regard İzmir Innovation Technical Committee (ANNEX-1) composed of individuals among whom there are nationally experienced members of Platform for University Industry Cooperation Center. Technical supports and considerations have been taken from the committee in every level of this period. Also İzmir Regional Innovation Committee (ANNEX-2) has been established with 30 representatives from universities, state corporations and organizations and nongovernmental organizations that work for innovation in the region. Thus, experts have contributed to the project with their views and ideas; the project carried out in a participatory way. 1

On the first phase of the project innovation indicators have been identified and required information has been obtained from corporations and organizations, after literature review and research have been made to determine regional innovation capacity. Innovation indicators have been analyzed and İzmir Regional R&D and Innovation Capacity Based on Secondary Data has been completed and published. In the second phase of the study surveys have been prepared to collect primary data with the aim of detecting the capacity of the private sector. Sample number has been defined over full enumeration and surveys have been applied to 760 firms. Sectors in the scope of the study are namely; Renewable Energy and Environmental Technology, Processed Fruits and Vegetables, Clothing Industry, Chemical Substances, Biomedical Industry, Information and Industrial Ventilation Airconditioning and Cooling Sectors. Results obtained from analysis have been reported and shared with Technical Committee and Regional Innovation Committee. Field Analysis of İzmir Regional R&D and Innovation Capacity Detection has been published after finalizing these results with proposed ideas and suggestions. In the third phase of the project, analysis of Existing Situation of R&D and Innovation Ecosystem in İzmir has been made to define the capacities of corporations and organizations taking place in İzmir Innovation Ecosystem. Information about related services, studies, needs and capacities of corporations and organizations (Universities, Chambers, Unions, OIZ) taking place in İzmir R&D and Innovation Ecosystem have been collected in this study. Prepared report have been shared with Technical Committee and Regional Innovation Committee and by finalizing this report with proposed ideas and suggestions it has been published as Current Situation of R&D and Innovation Ecosystem in İzmir. Also İzmir Innovation Ecosystem Map has been prepared by analyzing organizations from different fields. Moreover İzmir Clustering and Innovation Portal (http://www.izmiryenilik.org/) has been prepared in cooperation between İZKA and Ege University (Faculty of Economics and Administrative Sciences). This portal has made it easy to follow the progression of clustering and innovation studies in İzmir and Turkey. Good application examples, committee pages, forum, information bank, news, announcements, support programs about clustering and innovation and basic 2

information about clustering and innovation exist on this portal. This portal is also open for study share coming from all corporations and organizations being active in the field of clustering and innovation. Studies that have been made within Constitution of İzmir Innovation Strategy Project have been published on İzmir Clustering and Innovation Portal. After 3 different analysis studies, İzmir Regional Innovation Workshop arranged in March to determine action plan and to constitute İzmir Regional Innovation Strategy in accordance with obtained findings. Besides the attendance of related university representatives, private, nongovernmental organizations and corporations from İzmir, representatives of national corporations like TÜBİTAK, Ministry of Development, Ministry of Science, Industry and Technology, TTGV attended this workshop. How to develop İzmir R&D and innovation potential was discussed to determine the concrete action plan in İzmir Innovation Workshop in which 50 people participated. The result of the statistical analysis for the period 2007 and 2010, indicated various findings for İzmir Region. Some of these findings are: 9 universities and 50 faculties in the region. 11 research institutes in close relation with industry. 7240 researchers exist in different areas of research in universities. This number is 9% of Turkey. More than 1800 scientific research projects submitted between 2007-2010. 30 project submission for 100 researchers. 7 patents for 1000 researchers, which is above the average of Turkey. 70 firms In Technology Development Zone mostly belonging to IT sector. 12 firms that have an R&D Center (employing over 50 R&D staff). İzmir is the fourth province in Turkey in this respect. Approximately 15% of businesses have R&D Unit in their organization structure. In 2007-2010 period, the ratio of R&D staff in total staff increased progressively from 2.7% to 4.5%. In 2007-2010 period, a total of 2339 new or significantly improved goods and 672 new services produced by businesses in Izmir. In the period of 2007-2010, 594 patents and 868 utility model applications has been done by the firms. According to analysis results intended for determining the existing situation, things that should be actualized in the region has been analyzed under 6 Strategic Priorities. 3

Within the scope of the Regional Innovation Strategy in Izmir, Izmir needs to raise the potential for R & D and innovation and technology to bring a level which produces and exports the identified needs and 6 strategic priorities and identified 27 targets to achieve these strategic priorities. These strategic priorities are: 1. Strengthening the infrastructure of research and innovation, 2. Institution building and capacity development in the field of science and technology, 3. Development of human resources in science and technology, 4. Support for patenting and commercialization of research results, 5. Facilitating access to finance, 6. İmproving entrepreneurship and innovation ecosystem. İzmir Regional Innovation Strategy is an example for other provinces and regions of Turkey. National and international innovation indicator set has been determined in the research design and setting an authentic methodology for Turkey has been taken into consideration. Also, the study is its being the first study that is made for determining R&D and Innovation capacity in İzmir and with this feature it is seen as a model study for both Turkey and İzmir.Studies made for publicity of İzmir Regional Innovation Strategy and for adoption of aims and actions by different activities are being implemented. 4
