The public administration education in universities In Hungary, public education is important and a priority area of university education, which more and more universities are teaching courses. In Hungary, public education in accordance with the Bologna system mainly takes place in the form of 2 types: 1) BA training under: administration oragnizer Bsc, Bsc in Administrative Justice, Labour and Social Insurance BSc. 2) MA training under: Public Administration Master Programme There is a paramount importance for the administrative training at State and Law faculties, which are united, undivided and general legal academic trainings (BA and MA degrees, including an undivided training). There 8 University, which has Law Faculty and training. These are the followings: ELTE University (Budapest) Pázmány Péter Catholic University (Budapest)
Károli Gáspár Reformatic University (Budapest) University of Miskolc (Miskolc) University of Debrecen (Debrecen) SZETE University (Szeged) Scientifical Univerity in Pécs (Pécs) SZTE University (Győr) A law training courses are the same in every single university, where all the legal arm of the same material taught in the core of professional and administrative law, general, i.e. all the legal faculty of the same rights are granted to students with a doctoral degree in education after 10 terms undivided, not as under the Bologna system two-level, but also unitary education students participate in any legal faculty. The longest courses are the undivided law courses, and also most of the material containing the details of the legal faculties training is being carried out under the unitary legal department. The Legal Faculties through 4 semesters taught administrative law, ending the course every semester with exams and State exam in the tenth semester. The 4-semester are following, which dealing with public administration: the administration of general and special knowledge acquired by the students, the administrative procedures and detailed rules for the administration of European university students to learn. Graduating courses Law-training courses: The listed university faculties correspondence course is a lawyer living and long-cycle study. The training period is 10 semesters. The two-time requirements can continue in accordance with a uniform curriculum and education.students learn in the credit system, which is the development of individual study and individual progress to ensure the possibility.there is a recommended (sample) curriculum for students in the school year, the first objects are State and legal history, Roman law, introductory subjects, economics, philosophy, learning Latin. In the second and third year, the core of the civil law, criminal law, and legal philosophy, labor law, administrative law, constitutional law and related fields and other areas of law covered in the training. In the fourth and fifth year, compulsory vocational subjects taught, as for example: international law, financial law, criminal law, penal law, commercial law, civil procedural law, agricultural law, environmental law, European Law, as well as other subjects (such as criminology, psychology). In the 10th thesis semester, students are prepared for the final exam after successfully defending their thesis. After the successful completion of the legal studies, students receive a doctoral diploma. BA in Justice Administration The 6-semester course designed to train professionals, who have basic knowledge of law, in particular to the procedure laws, which acquired skills and knowledge of the administration of the affairs of the organization and hold liable to contribute to the preparation and implementation of judicial decisions. This BA proffession degree provide workplace in administration of justice (courts, prosecutor's offices), and in particularly in all areas of public administration (government, police, land registry, tax and customs, etc). To improve the knowledge of the administrative, Master programme is offered for listeners to get a higher level of completion and degree. In this training, students study the law of public administration in 2 semesters.
Labour and social insurance administrative BA The training is aimed at labor relations and social security-related tasks carried out the training of professionals, who possess the legal and professional skills suited to the shaping of industrial relations and social affairs issues contribute, as well as an adequate theoretical knowledge of the second phase to continue training. The graduates will be able to prepare for the process of collective bargaining, labor disputes and conflict detection, dispute resolution tools and procedures for the selection and application of the reconciliation process, the institutions of development. Majored in this we also provide the opportunity for further listeners: master graduate diploma in public administration master's degree. this qualification, graduates are not only competitive, but the students can work in the different levels of public administration. In this training, the study of administrative law takes one semester. Administration-organizator BA The training is aimed at training administration organizators, who study the administration methodology, objectives and practical techniques, as well as political science, the foundations of law and legislation, law enforcement methods, the legal institutions of the operation and management, as well as the administration organizators and administrative activities related to other organizers of the foundations of social sciences knowledge of appropriate administrative tasks, administrative decisions, preparation, execution, local governments and other public bodies in the functioning of the organization. In addition, an adequate theoretical knowledge of the second phase to continue training. BA administration organizators are able for: - Public service, human resource tasks; - Financial management bodies, carry out financial responsibilities; - An administrative oversight, control and policing duties; - The bodies of the EU in administration organizators tasks. The training is going on day and correspondence courses too. After obtaining the basic course,it is possible for the second Masters degree in public administration to obtain. All BA graduates in the legal department may carry out further studies as well. In this case - after the successful recruitment process - the periodic review of the previously acquired from the offsetting of any that cover at least 75% of the course syllabus. This would enable the facilitation of studies, which may be shorten. Students can study this course in the following universities: - Corvinus University (Miskolc) - University of Debrecen (Debrecen) - University of Miskolc, Faculty of Law (Miskolc) - West-Hungarian University (Sopron) - West-Hungarian University (Székesfehérvár) Masters The Bologna-based training is "linear" in nature. This means that the tertiary and vocational training, which began studying the BA an even higher level, Masters courses should be pursued further. The Master of the previously acquired knowledge and deepen specialization provides.
The begin directly means of doctoral programs as well, so the PhD Degree in an organized preparation. The purpose of a public administration master's degree program to train professionals, who have a functive public administration, political science and the foundations of law, the legal system, knowledge of the functioning of key institutions and organizations adapt them to the central, provincial and local administrative bodies, managers, high-level management, supervisory, control, authority, decision support and organizational and administrative tasks. Public Administration Master Degree are held in the following universities in Hungary is: - Corvinus University (Miskolc) - University of Debrecen (Debrecen) - University of Miskolc, Faculty of Law (Miskolc) - University of Pécs (Pécs) Undergraduate programs Our main task is represented by the training program in law, which is one-cycle and works as a five-year Master course. We offer full-time and part-time programs and receive about 150 fullltime and 200 part-time students annually. The objective of the program is to make students acquainted with the fundamental principles of the main institutions of the state and legal establishment and the sciences studying them, with the most important elements of the Hungarian and European legal systems of regulation, and to develop the skills for applying the law. The college-level program in legal assistance being phased out was replaced by three Bachelor programs in the spirit of the Boologna process. The programs in public administration, jurisdiction administration and social security administration last 6 semesters with the purpose of preparing students not for legal work but for administration work of merit in certain fields of legal and administration jobs. These programs are continued by Master programs in administration and social security leading to higher qualifications. Professional advanced training programs The professional advanced training programs - postgraduate programs - serve the purpose of providing university graduates with specific legal knowledge in order to deepen their knowledge in a professional field. For those holding a degree in law we offer specialist programs in the law of insurance, foreign trade, company law, European law, and economic criminal law. For those holding a degree in other disciplines than law we offer programs leading to specialist certificates in law. The first degrees include those in economics, engineering, medicine and dentistry, pharmacology and social work in judicial administration. Post-secondary vocational training programs Post-secondary vocational training programs following the final examination at secondary school and lasting two years prepare students for the preparation and support of the work of lawyers. There is a possibility for students to go on to the undergraduate programs. The programs are offered for students and under the supervision and quality assurance of the Faculty under cooperation agreements in different secondary schools. Doctoral Programs
The training programs are completed by the doctoral programs preparing for obtaining the PhD scientific degree. In the Ferenc Deak Doctoral School of Law in 13 programs of three years there are about 100 full-time and part-time students or students in individual program pursuing their studies or preparing their dissertations with their tutors. The doctoral school is open to students coming from other universities or from abroad or from disciplines bordering on legal sciences. The Ferenc Deak Doctoral School of Law operates at the Faculty. Possibility to find a job The,,good and competitive degree given by Faculties of Law provide a good opportunity to find a decent job. Beyond that, the courts, prosecutors and law firms are waiting for the students, the course is open to them in the municipal and state office and economic life in a variety of companies. If consider the nature of the training, students may be successful in the political and journalistic career also. B. The necessity and the interest for the European master We have elaborated a questionnaire with the aims to identify the needs for training the public servants, to identify the interest to have a career in public administration and the perceive of the youth concerning on their attending at the European Master in Public Administration. The average of the table is 2.6. It shows, that the interest is average on the carrier. The ratio is quite high in the central level, but unexpectedly low in the county level.

The english is the most useful, 58% mark this language. 12% of the respondents vote for the french, 20% vote for the 2 language together. It is also important, that nobody gave the lowest mark (1) in this question.
