WORLD CUP EVENTS DOSSIER ON RULES AND REGULATIONS FOR STAGING AN OFFICIAL IWAS WHEELHAIR FENCING WORLD CUP 2014 1.-DEFINITION RULES 1,.1.-The WORLD CUP competitions will be those that meet the conditions as laid down by the IWAS WHEELCHAIR FENCING (IWF), as designated by the IWF and published in the IWF Official Calendar. 1.2.-All the official competitions of the IWF Calendar, sanctioned by IWAS will be valid for International Ranking according to the scale of points that the IWF establishes on Rules of Ranking. 1.3.-The number of competitions in 2014 has been established as a minimum of 3 for each weapon and category. This number will be revised for the following years once the results of 2014 have been analysed. 1.4.-Name of the Event: It is a condition that the name of the event be specified as IWAS Wheelchair Fencing World Cup or IWAS Wheelchair Fencing Grand Prix Competition (name of the city/event) determined by the Executive Committee (Max 1 competition per zone, Europe, Asia, America) on all published materials and include the logo of IWAS and IWAS WC Fencing. If a sponsor s name is to be included in the title of a competition then the title of competition must receive the approval of the IWF and IWAS. 2. - DEVELOPMENT 2.1.-The competitions of the WORLD CUP circuit must be run under the IWF Rules and the FIE regulations 2.2.-The different events must be organised by category. 2.3. - At least 6 fencers from 4 countries will have to participate for the said event to be considered a "World Cup" event. 2.4.-The competition system will always be the IWF approved and can be found in the IWF rulebook (Organisational Rules) 2.5. - The minimum weapons and categories that should be considered a World Cup competition are the following:
Foil male individual Category A Foil male individual Category B Foil female individual Category A Foil female individual Category B Sabre male individual Category A Sabre male individual Category B Sabre female individual Category A/B Epée male individual Category A Epée male individual Category B Epée female individual Category A Epée female individual Category B and two team competitions will be defined by the IWF competition commission for every world cup. As an option, the Organising Committee can include the following: Foil male individual Category C Foil female individual Category C Epée male individual Category C Epée female individual Category C 3. - PARTICIPANTS 3.1.-The World Cup is individual and team competition. 3.2.-Fencers wishing to register in these competitions should do so through the corresponding National Federations or Associations responsible for Wheelchair Fencing in membership with IWAS. There will no limitations to the number of entrants, and fencers must be registered BY NATIONAL FEDERATION or NATIONAL ASSOCIATION. 4. - APPOINTMENT 4.1.-The competitions of the World Cup circuit will be designated by the IWF in their annual meeting during the year previous to the start of the new year s competitions. As a general rule, the IWF will establish the official calendar on 31 st October every year once the different candidatures have been received. 4.2.-The appointment of the category of "World Cup" to a competition is carried out for ONLY ONE year. 5. - CANDIDATURE PRESENTATION DEADLINES
5.1.-The deadlines for receipt of applications of candidature for the World Cup will be as follows: - For each year... 27 th September of the previous year (i.e.: 3 months before the beginning of the year for which request is made for World Cup" denomination) The Organising Committee should present a candidature dossier on rules and regulations and complete the IWAS Wheelchair Fencing Bid form through its Federation or corresponding National Association to describe and assure the following conditions. 1. - GENERAL ORGANISATION REGULATIONS 1.1. - The Organising Committee should see to the reception, transport, lodging, board and technical organisation of the competition. In compensation, a financial participation will be requested from the fencers and accompanying officials. 1.2. - The Organising Committee should accept the concession conditions expressed in the IWAS General Rules and Regulations and those expressed in this dossier on rules and regulations of the IWF 1.3. - The dossier on rules and regulations of candidature (Bid Application) must be sent to the official headquarters of the IWAS (sport@iwasf.com) or IWAS Secretariat, Olympic Village, Guttmann Road, Aylesbury, Bucks, HP21 9PP, UK) who will copy it to the President of the IWF. 1.4. - Each Organising Committee should present two (2) possible dates - giving priority to one of them - in order that the IWF can establish a coordinated calendar. Invitations 1.5. Each Organising Committee must include a copy of proposed invitation and general information on the organisation indicating: 1.5.1.-Name, address, telephone and fax numbers of the OC, together with bank details for receipt of entry fees and participants' lodgings which should be charged by the OC to the National Federations or Associations with a Fencing section in membership with the IWAS at least 3 months prior to competition taking place. 1.5.2.-This information will, likewise indicate the names addresses, telephone, fax numbers and e-mail/website address of the proposed accommodations
and competition venue(s), complete with maps. All areas must be wheelchair accessible. 1.5.3.-The type of accommodation, maximum capacity and capacity per room should be indicated. Additional information could include the width of door access to rooms and bathrooms. 1.5.4.-The general programme (Opening and Closing Ceremonies, technical details and information on meetings, place and timetable of meals, schedule of weapons and wheelchair control, place and schedule of registration/accreditations and of classifications) 1.5.5.-The competition programme (timing of the "Appel des tireurs", of scratch, of finals of each event, of prize giving protocols, etc.) 1.5.6.-Pertinent information about arrivals/departures, transportation indicating accessible transport allowing for transfers from airport and/or railroad station to participants' accommodations, location of wheelchair and sport equipment storage. 1.5.7. - Information in the event of a Visa being necessary for access to the country of competition. 1.5.8.-Participants arrival at airports should be facilitated through customs in order to avoid delays and inconveniences. For this it is advisable that personnel and interpreters be present who can help the sportsmen to reclaim baggage and get to their transport. 1.5.9.-Copies of proposed entry forms should include: Entry Form 1 - Accommodation & Transport - requesting detail on: o o o nominal distribution of rooms for team members Notification on whether or not each person is a wheelchair user in case all rooms are not accessible. Day and time of arrival and departure, type of transport, name of Air Company, flight number(s) or rail timetable and starting point. Entry Form 2 - Team members' individual detail: o Name, Family name, Sex, Country, Club, DOB, Category and Weapons in which participant wishes to register should be done with the Orphardt system, coaches and staff will need to be sent via list to the LOC. Entry Form 3 - Financial-to cover
o Total number of registered participants (fencers, escorts, referees) and total of entry fees in compliance with the rates requested by the Organising Committee. 1.5.10.-Entry forms to World Cup events will be made available through the IWAS website. IWAS national member organisations entry details will be forwarded to the relevant organising committee(s). 2. - DEVELOPMENT 2.1.-The tournaments will take-place over three days, taking advantage of a weekend and having organised for the arrival of participants on Thursday and departure on Sunday or Monday. 3. - SPORTS FACILITIES 3.1.-The fencing hall should be totally accessible to wheelchairs, as should changing-rooms, toilets and showers. 3.2.-The fencing hall should have a loud speaker system that allows for announcement of events, call of marksmen and announcement of results. 3.3.-For the award ceremony there should be a wheelchair accessible podium and the flags of the winners' countries should be raised to the accompaniment of the National Anthem corresponding to the winner in gold position. 3.4.-The IWAS flag should be prominently displayed in the fencing hall during the whole competition. (The IWAS flag will be given to the organisers by the IWF Technical Delegate who will reclaim it at the end of the competition) 3.5.-The Fencing hall will include an appropriate place to hold drug testing. This is fully explained in the IWAS Doping Control Agreement (\\Admin\POLICIES\DOPING) that must be signed prior to the start of the event. 3.6. - Adequate medical facilities should be provided at all times, 3.7 - An appropriate place with at least two (2) massage tables if possible should be made available to the fencers. 3.8.-A room should be made available for the meetings of the "Directoire Tècnique" and in the eventuality of meetings of "Jury d'appel". A room should also be made available for Classification, Arms Control and Wheelchair Control and where possible a room that can be used as a referees room. 3.9.-Free distribution of drinking water should be assured for all the participants. The facility to purchase other soft drinks/refreshments should also be made available.
3.10.-It is also advisable that an appropriate place be available and equipped for the possible repair of weapons and the presence of a company selling Fencing materials. 3.11.-There should be a sufficient number of fencing pistes with frames approved by the IWF to accommodate the smooth running of the competition over a two day period (it is recommended that between 8 and 10 frames should be used at the competition area). 3.12.-Complete electrical signalling apparatus for bouts (Foil, Epée, and Sabre) should have repetitions of bouts (at least for the semi-finals and final) 3.12.-Adequate refereeing materials should be made available (chronometers, warning cards, weights and gauges, distance controls, etc.) for all and each of the pistes. 3.13.-A board announcing the schedule of "poules" and results should be clearly visible to fencers and situated in a place readily accessible to wheelchairs. 4. - TECHNICAL OFFICIALS 4.1.-The Organising Committee should assure the presence of a Technical Delegate of the IWF designated by the latter who will preside over the "Jury d'appel" and whom the Organising Committee should invite at their expense, covering the costs of travel, accommodation and board in addition to per diem expense of 30 (or equivalent) for a minimum 3 days. 4.2.- The Organising Committee should form an International Directoire Tècnique" composed of three(3) members, one(1) from the nation hosting the competition being a member of the Organising Committee and a further two (2) from the countries present at the Competition (Proposal by Technical Delegate) 4.3.-The Organising Committee should assure the presence of two Classifiers designated by IWFC, covering the costs of travel, accommodation and board in addition to per diem expense of 20 (or equivalent) for a minimum 3 days. 4.4.-Additionally, the Organising Committee is obliged to cover the accommodation, the local transportation and meal costs of the two official IWF referees nominated by the referee commission (see administrative rules for refereeing 2.5). In addition to a per diem expense of 20 (or equivalent) for a minimum 3 days and provide local transport, accommodation and food of the referees brought by the federations. The different delegations obligatorily put at the disposition of the "Directoire Tècnique" according to the following scale of participation:
1-4 fencers 0 referee 5-8 fencers 1 referee More than 8 fencers 2 referees Delegations that do not provide a referee corresponding to the abovementioned scale will be financially penalised ( 500 per referee or equivalent) so that the OC can arrange for replacement through another local referee. 4.5. All referees for IWF events need to have a valid IWF refereeing licence B or be on the registered candidates list for referee examinations (see administrative rules for refereeing 2.1) 4.6.-A meeting should be organised to ensure the above provision, at least 30 minutes prior to the commencement of events. 4.7.-If a referee seminar and examinations is held at an IWF event, the organiser has to pay for the accommodation and meal costs for the examiners (see administrative rules for refereeing, 4.3) and has to fulfil some additional requirements. (see procedures for IWF refereeing examinations). 5. - PROTOCOL 5.1.-The Organising Committee will have made provision for the delivery of Medals in Gold, Silver and Bronze for each Weapon and in each category. All medal designs have to be approved by IWAS. 5.2.-They will be presented to the winners following the protocol established and announced by the Organising Committee in consultation with the IWF or its representative. 5.3.-Cups, trophies and other prizes can also be offered by the Organising Committee. 6. - PRESS AND MEDIA Every effort should be made to gain maximum publicity for the event through press and media channels. See appendix GENERAL RULES FOR IWAS OFFICIAL COMPETITION 7. - RESULTS 7.1.- At the end of the competition, at least one complete dossier of results including the results in a electronic format for the ranking list, these will need to be given to each participating delegation, another to the Technical Delegate and a further three (3) copies will likewise be distributed, one (1) to the President of the IWF, one (1) to the IWAS Secretariat and one (1) to the IWAS HQ. 7.2.-It is anticipated that circulation of results would also be circulated to press and media contacts.
8. FINANCIAL CONDITIONS 8.1. IWF Sanction and IWAS Capitation fees apply. 8.1.1.-Submission of candidature to the IWAS should be accompanied by an IWF sanction fee of 200 sterling. (Unsuccessful candidates will be reimbursed) 8.1.2. - An IWAS capitation fee of 40 per participant is applicable to each fencer and accompanying personnel from each nation, the organising committee shall collect the prescribed capitation fee. 50% of the capitation fee should be remitted to IWAS two (2) weeks before the event and 50% no later than six (6) weeks of completion of the event. For Bank details refer to BID APPLICATION TO HOST AN IWAS WHEELCHAIR FENCING WORLD CUP EVENT form. 8.2. - The OC will establish in the forms of invitation and Inscription the following quotas of admission: TYPE I: The Quota charged to participants will include the IWAS capitation quota and board (food) during the competition. TYPE II: The Quota charged to participants will include the IWAS capitation quota, the accommodation and board from the night before the start of the competition to its finalization. TYPE III: The Quota charged to participants will include items in Type II, plus local transportation including being collected at the airport or train station specified by the OC and return to the same. 8.2.1. - This rate will be the same for fencers and escorts alike. 8.2.2. - The rate will apply to delegation members according to the following ratio: 1 trainer per weapon in which the delegation registers 1 Escort for every 6 fencers 1 escort for every 2 tetraplegic (Cat.C) fencers 8.2.3. - The Organising Committee have the option to apply an increase to the established fee to other participants accompanying the delegation, outside of the above ratio. \Admin\Bid, Sanction & Contract Documentation (blank-current)\bid Application Documentation\Wheelchair Fencing\WORLD CUP EVENTS Rules (2009)28_01_09.doc
