PRIVATE DETECIVES ASSOCIATION ÖDD ACTIVITY REPORT OF THE YEAR 2010 2011 TRAINING-SEMINAR and other activities of Private Detectives Association _ ÖDD which is the first in its Professional field of Private Detective by being approved on 03.05.2007 by T.R. Ministry of Internal Affairs, Governorship of Istanbul, are summarized below. A) COOPERATION WITH UNIVERSITY FOR PRIVATE INVESTIGATOR TRAINING A Training Cooperation Protocol between T.R Kocaeli University (KOÜ) and Private Detectives Association was signed for developing the profession of private detective. In accordance with this program, below mentioned issues which are about private detective training was planned together by Vocational School Department of Private Security Guard and ÖDD, were put into practice. 1. Notes and Expert Tutors of lessons with the theme of "Private Detective Investigation Techniques and Methods which was set into Schedule in the year of 2010-2011, should be provided by ÖDD (Private Detectives Association). 2. Opportunities for summer internship should be provided for the students of Private Security Guard Department by Private Detective Companies which are members of Private Detectives Association. 3. KOU and ÖDD agreed on working through projects that would be prepared in the scope of Bologna Process. In this context; Training Seminar of Private Detective and Investigating was given on the date of 1 March 2010 with the participation of 250 persons consisted of students of Hereke İ.Ö.U Vocational School Department of Private Security Guard and guests. Training Seminar of 2.Private Detective and Investigating 1was given on the date of 4 May 2010 with the participation of 90 students which were determined by the authorized persons of T.R. Kocaeli University Hereke Ö.İ.U. Vocational School and other participants. Seminar with the theme of Profession of Private Detectives in Turkey was given to students of T.R KOCAELİ UNIVERSITY HEREKE ÖMER İSMET UZUNYOL VOCATIONAL HIGH SCHOOL DEPARTMENT OF PROVATE SECURITY GUARD in the date of 25 APRIL 2011, between 13:00 16:00. 136 persons participated to the seminar which was given before the lessons with the theme of Private Detective Investigation Techniques and Methods that would be started in the academic year of 2011-2012. B) TRAININGS AND SEMINARS Trainings and seminars which were planned by ÖDD were given as follows; For the purpose of being a basis for private detective profession trainings, lecture notes taken from a school in this field in England and translated into Turkish, were adapted to national conjuncture. An in-service training of Profession of Private Detective and Investigator was given to 19 participants of our association members on the date of 26 30 January 2009, with the cooperation of Ministry of National Education Directorate of Kadiköy Public Education Center. C) I. PRIVATE SECURITY WORKSHOP A workshop, which was organized in Antalya between 24 27 March 2011 by General Directorate of Security Affairs, Police Academy, Private Security Services Office, Gazi University and Private Security Magazine for the purpose of Researching and Developing Application Areas of Private Security Services, was concluded. 1.Private Security Workshop, in which extensive study was done, was performed with the participation of General Directorate of Security Affairs, Police Academy, Private Security Services, Guard Department, Security Department, Fighting Against Smuggling Department, Branch Managers of Private Security Departments of Ankara, Istanbul, Bursa, Kocaeli, İzmir and among private security sector; Security Companies, Educational Institutions, Private Detectives Association, Vocational Schools and Employees of Private Security Sector. Private Detective Services, which is an inseparable part of private security sector, was firstly discussed in this workshop with official authorities and sector representatives and was, evaluated thoroughly all aspects, including Law Draft of Private Detectives. Private Detective Services were discussed in 1. Private Security Workshop under below mentioned topics and an academic and scientific study, which would throw a light upon development of profession of private detective, was done. Working Group of 12 persons consisted of representatives of General Directorate of Security Affairs, Police Academy, Private Detectives Association, Universities and Private Detective Companies discussed on below mentioned issues. D) POLICE ACADEMY SEMINAR I ÖDD - PA Seminar I Private Detectives Association attended to 2011 - TRAFFIC WEEK HIGHWAY TRAFFIC SYMPOSIUM AND PUBLIN SECURITY FAIR in the date of 10-12 May 2011. Deputy Undersecretary of Ministry of Internal Affairs, Vice Directorate General of Public Security, authorities of police academy and wide range of Executives visited the stand of Private Detectives Association and got information about our studies. A SEMINAR was given with the theme of PROFESSION OF PRIVATE DETECTIVES IN TURKEY in the date of 12 May 2011, Thursday, between 10.oo-12.oo. 30 persons, who were consisted of executives of 13 official institutions and organizations such as; T.R Prime Ministry, Ministry of Environment and Forestry, Supreme Court of Appeals, State Council, General Directorate of Security Affairs, Police Academy, TOOB, Yurt-Kur, Retired Association of National Intelligence Organization, TPAO Foundation, ÖGF, Private Security Magazine and ÖZGÜVDER, participated to the Seminar of Private Detectives in Turkiye which was held in Police Academy. ÖDD PA Seminar II POLICE ACADEMY & PRIVATE DETECTIVES ASSOCIATION gave Profession of Private Detectives in Turkiye, Seminar II. 2. Private Security Workshop as a continuation of the 1. Private Security Workshop, which was organized by General Directorate of Security Affairs, Police Academy, Department of Private Security, Gazi University and Private Security Magazine, held in Ankara with the participation of Private Detectives Association. In the scope of activities of 7 th year of approval of the Private Security Law in Grand National Assembly of Turkey, Occupational Health & Security Training Representational Seminar and Private Security Specialty Field Trainings assessment studies were done in ÇASGEM (Labor and Social Security Educational Center) which is bound to Ministry of Labor ad Social Security and in Anıttepe Facilities of Police Academy. By the way, Profession of Private Detectives in Turkiye, Seminar II was organized and given by Private Detectives Association between 10:30-12:30 on the date of 16 June 2011, Thursday, in Police Academy Institute of Security Sciences for the purpose of narrating Private Detectives Activities. In this seminar of which moderatorship was hold by Doç. Dr. Gazi UÇKUN, ÖDD Honorary Director Yusuf Vehbi DALDA, ÖDD General Director İsmail YETİMOĞLU and ÖDD Aegean Region Representative Mesut ÖZTÜRK narrated professional studies. Representatives of T.R Prime Ministry, Ministry of Internal Affairs, General Directorate of Security Affairs, Police Academy, Supreme Court of Appeals, Turkish Statistical Institute, British Embassy, Gazi University, Kocaeli University, İlesam, Özgüvder, Öghişder, Tümged and Legal and Justice attended to the seminar of ÖDD and exchanged information. E) PROFESSIONAL TRAINING MANAGEMENT OF SECURITY AND PRIVATE DETECTIVES - ÇIRAĞAN PALACE KEMPINSKI - İSTANBUL Nowadays, when crime and crime variation is increased continually, professional solutions and methods gain importance and come into prominence. Seminars and trainings regarding methods of preventing crime and taking measures, which are organized by Private Detectives Association and given by its expert staff, continues. For this purpose, Private Detectives Association, organized and gave Private Detectives and Security Methods training seminar to special security personnel who are in charge in the premises of Çırağan Kempinski Istanbul, on dates of 23 24.10.2010, Saturday and Sunday. Trainings, which took 5 hours and continued two days and to which 38 persons in total attended as two groups, were given within the below mentioned program. Recording and preventing evidence, With this training, which was given with an interactive method by ÖDD Board Members, Kocaeli University Vocation School Head of Protection and Security Department and Lecturers, Experts of Educational Institutions of Special Security, information such as theoretical information regarding newly developing private detectives and investigating profession and how-to-apply those in practice were given besides renewing current and available information. The training, to which Special Security Managers and Employees who were taken Basic and Revision Trainings and are working in Çırağan Palace Kempinski Hotel and Facilities for more than 10 years attended with their interesting questions and assessments interactively, could be evaluated as the first professional study which could be taken as a basis for further private detective profession trainings and was completed successfully. THE BOOK ÖDD PUBLICATIONS 1. PROFESSION OF PRIVATE DETECTIVES IN THE WORLD AND IN TURKIYE The booklets named Profession of Private Detectives in the World and in Turkiye, were prepared by compiling current and available studies in the world and in Turkiye in the field of private detective and investigation profession, were issued as 5.000 pieces. Booklets named Profession of Private Detectives in the World and in Turkiye, were thought to be a contribution for legalizing the Private Detectives Law, were sent to Members of Parliament, Ministries, Official Institutions and Organizations, Bureaucracy, Governorships of 81 provinces, Security Directorates and Non-governmental Organizations. F) INTERNATIONAL EVENTS AND SEMINARS: COOPERATION BETWEEN ASSOCIATIONS Turkiye ÖDD - Germany BID Associations signed a Sister Foundation Protocol. In this context, cooperation and events are planned to realize. As the first example of this situation, 18.IKD 2011 General Assembly and 51. Year Annual Meeting of BID were organized and realized in Turkiye. PARTICIPATION TO HUNGARY - 17.IKD GENERAL ASSEMBLY ÖDD Honorary President Yusuf Vehbi DALDA and ÖDD President İsmail Yetimoğlu attended to 17. IKD General Assembly which was held in Pecs City of Hungary on dates of 6-8 September 2010. After intercourses were done there, 18.IKD General Assembly was provided to be done in Istanbul. This meeting was held in Istanbul between the dates of 24-27 August 2011. TURKIYE 18. IKD, 51. BID GENERAL ASSEMBLY 25 delegates from England, Austria, Denmark, Norway, Hungary, Holland, Slovenia, Romania, India, Germany and Turkiye and 30 delegates to 51. BID General Assembly, 55 world-wide famous private detectives in total attended to International Private Detectives Symposium which was planned in Istanbul. ENGLAND TURKİYE EDUCATION SECTOR and TRADE MISSION 27-28 June 2011 British Consulate General in Istanbul A seminar with the theme of recent developments regarding education and training from Specialist English Companies, was held in Istanbul on the dates of 27-28 June 2011 in British Consulate of Istanbul. İsmail YETİMOĞLU, Ayla YORULMAZ, Mesut ÖZTÜRK and Ayberk ÖZTÜRK among all representatives of ÖDD attended to the seminar in which very valuable specialists from England and other countries gave important information. 7. INTERNATIONAL SUMMER SCHOOL - PREDEAL, ROMANIA 06-10 JULY 2011 Private Detectives Association ÖDD- Managers İsmail YETİMOĞLU, Ayla YORULMAZ and Mesut ÖZTÜRK attended to 7. International Private Detectives Training Project which was organized in Predeal City of Romania. The summer school of which dean was General Mircea CHIRILA (General Doctor of Law), was realized within the scope of International Private Detectives Association Federation IKD,and under the hosting of National Union of Romania Private Detectives (Asociatia National a Detectivilor din Romania (A.N.D.R.). In the training, to which 28 Private detectives from different countries attended in total, representatives of Private Detectives Associations from Germany, Austria, Spain, Hungary, Switzerland, Turkiye and Romania, made representations in the framework of program and issues. G) OTHER ACTIVITIES AND EVENTS: 1. İSAF FAIR -PRIVATE DETECTIVES SEMINARS In this process which we continue our efforts made for carrying out profession of private detectives without sacrificing from ethical rules and introducing the profession to public opinion and establishing legal grounds, Private Detectives Training Seminars are organized for coming up to international standards in the private detective sector. From the establishment of ÖDD, we attended for the third time to INTERNATIONAL FIRE AND SECURTIY FAIR ISAF and organized seminars to advertise our profession. In this context, in the scope of 4. ISAF FAIR to which we would attend for the fourth time, a seminar with the theme of PRIVATE DETECTIVES IN TURKEY in the date of 24 September 2011. PRIVATE SECURITY FEDERATION WAS ESTABLISHED A new Private Security Federation is required to create a sector vision regarding being the most important Non-Govermental Organization in accordance with the mission of Private Security Sector and its development. (www.ogf.org.tr ) As a consequence of dynamic market structure and increase in the number of employees of Private Security Sector in Turkey; because of requirements for reassessment of employment policies, technological developments and other changes and developments in security approach, restructuring of Private Security Sector is assessed to be the most important need. In this context, a requirement of a new Federation structure comes into prominence. In this process; Forming standards of Private Security Sector including all sub-fields, Doing studies for acting in parallel with the applications in European Union countries and in this context follow-up activities of European Private Security Federation and make cooperation process active and effective, To set fort new approaches also in a common share in public relations with an approach that is consummatory for Public Security, To develop new education models aimed at specialization also in sub-fields of Private Security and requirements of restructuring Educational issues, To revise applicable laws and regulations in accordance with today s circumstances and support studies regarding this revision, To support studies aimed at providing rights and satisfaction of employees, To establish harmonized and coordinated studies with General Directorate of Security Affairs, other public institutions and organizations, universities and other non-governmental organizations, To make consummatory studies regarding providing the parties acting in the sector together in harmony as possible, To have pioneer role in assignment of No-Governmental Organizations in the audit of Private Security Sector and to support the issue of adopting Ethical Rules of Sector by all the parties in the context of this situation, Associations which take place in the establishment of Private Security Federation; SECURITY SECTOR INDUSTRIALISTS AND BUSINESS MEN ASSOCIATION -GESİDER-İSTANBUL MEDITERRENEAN PRIVATE SECURITY SERVCES ASSOCIATION -AGEHİD-ANTALYA PRIVATE SECURITY SERVICES ASSOCIATION -ÖGHİD-İZMİR PRIVATE DETECTIVES ASSOCIATION ÖDD - İSTANBUL SECURITY SERVICES ORGAISATION UNION ASSOCIATION -GÜSOD-İSTANBUL One of the aims of Private Security Federation is to apply for being a member of CoESS (Confederation of European Security Services) of which GÜSOD is a current member, and in this context, in December 2012; planning to organize activities for handling the fifth EUROPEAN PRIVATE SECURITY SUMMIT by the coordination with European Private Security Federation, which is one of the most important events of European Private Security Sector, in ISTANBUL. (Last three summits were done respectively in France, Sweden and Belgium, and the fourth one would be handled in Spain in December 2011). REPRESANTATION IN TOBB PRIVATE SECURITY SERVICES ASSEMBLY ÖDD Honorary member Doç.Dr Gazi UÇKUN was invited to Private Security Services Assembly of TOBB- Turkish Union of Chambers and Exchange Commodity and he represents our Association there. 3. LAW DRAFT OF PRIVATE DETECTIVE PROFESSION The primary aim of ÖDD is to carry out the profession of private detectives in the international quality. It is very important to enact a private Private Detective Law to provide abovementioned quality. Our Association acts to provide this from the date of its establishment. Currently, the law draft in the TBMM Interior Affairs Commission has to be revised and our association makes effort in every platform to legalize the law draft and became law. IT is expected that those efforts would be realized in the 24. Period of TBMM. Extensive activities regarding this issue are increasingly continued. Among European Countries, in Germany ad England, where there is no private law for this field, similar studies and interventions are made. It is aimed to enact a harmonized law by counseling member countries under the name of IKD. 4. MAGAZINE, TV AND MEDIA EVENTS AND ACTIVITIES Articles interviews are made for providing advertising private detective services in our Country and making this within ethical rules, to professional and other magazines, and interviews are made in several press and TV channels.
