National Development Priorities Strategy for the Development of Samoa 2012 2016 Vision: Improved Quality of Life for All Theme: Boosting Productivity for Economic Development Key Outcome 12 : Sustainable Energy Supply Promote and increase RE investment and generation; Efficient, affordable and reliable electricity supply; Effective management of petroleum supply; Promote energy efficiency practices in all sectors particularly the transport sector Efficient and effective coordination and management of the sector through the implementation of the energy sector plan.
Overarching Guiding Document Energy Sector Plan 2012-2016 Targeted economic outcomes Reduced dependence on imported fossil fuels Greater focus on improving levels of energy self sufficiency Improved employment opportunities with emphasis on rural opportunities Focus on capacity and capability building opportunities Mechanisms to achieve economic outcomes Broad scope for renewable options, with mechanism for regular review Expanded emphasis on energy efficiency initiatives Improved stakeholder participation, including Development Partners Key Indicators Increase in the contribution of RE for energy services and supply by at least 8% over the 4 year planning horizon; Gradual phasing out of fossil fuels; Complete and implement energy sector plan; Energy regulatory functions established.
Transformational Activities for Renewable Energy (examples from Samoa) Project Title Renewable Energy and Energy Efficiency Program (REEP) Promotion of Renewable Energy, Energy Efficiency and Greenhouse Gas Abatement (PREGA) Pacific Islands Greenhouse Gas Abatement through Renewable Energy Project (PIGGAREP) Pacific Islands Renewable Energy Projects (PIREP) Samoa Coconut Oil for Power Generation (CoCoGen) Thematic Focus To help create an environment that will enable the development of a market-based rural energy sector, in which mature RE and Energy Efficiency applications play a key and increasing role; To promote investments in RE, Energy efficiency and greenhouse gas abatement technologies that would increase access to energy services; Reduction of growth rate of GHG emissions from fossil fuel use in the Pacific Island Countries; Acceleration of the adoption and commercialization of feasible and applicable RE Technologies (RETS) Reduction of the growth rate of GHG emissions from diesel-based power generation in Samoa;
