ENTERPRISE CHALLENGES STRICT REQUIREMENTS IN NORTH AMERICA Nineteen states have E911 legislation with interpretations varying by state Basic guidance requires Multi-Line Telephone System (MLTS) to assign an Emergency Location Identification Number ( ELIN replaces ANI ) and callback number for 911 calls Emergency Response Location (ERL), which replaces Automatic Location Identification (ALI), is also required and typically includes the building and floor location; some variation based on customer type, facility and size: School systems: Location must include a unit identifier (room name or number) and the building or structure Businesses or government buildings: Minimum of a building and floor location, such as 3400 W. Plano Road, Building 660, East Wing of 3rd Floor, Plano, TX 75075 The ERL format is defined by National Emergency Number Association (NENA) Exceptions are businesses with less than 49 phones in a single building Source: NENA 6

FCC AND NENA COMPLIANCE The Federal Communications Commission (FCC) has defined rules and requirements that must be adopted by providers of VOIP services as a standard feature of E911 services. Main rules for VoIP services providers are: Transmit all 911 calls, as well as a call back number and the caller s Registered Location for each call to the PSAP or appropriate local emergency authority Obtain location information from their customers [ and] provide their end users one or more methods of updating information regarding the user s physical location Notify their customers of the limitations of their 911 service offerings. Source: FCC Rules and Regulations for VoIP 911 http://www.fcc.gov/cgb/voip911order.pdf Alcatel-Lucent Emergency Notification Server is fully compliant with those rules and regulations Alcatel-Lucent Enterprise is a member of NENA 27

ROADMAP: NEW FEATURES AVAILABLE IN 2013 One-way voice panic button When activated internal on-site safety personnel will be alerted with the capability to listen to the emergency situation without being heard in the room Two way voice panic button Place the two-way panic button in key public areas, like hallways, corridors or elevators where either an emergency panic button or two way priority communication is required. When activated onsite safety personnel will be alerted with the capability to listen and talk to the caller. Internal safety/emergency call delivery service Manage up to five internal safety/emergency numbers. Provides all the ENS services for callers with the exception of the PSAP s call. Automatic localization of Alcatel-Lucent wireless phones (MIPT) 33
ROADMAP: NEW FEATURES AVAILABLE IN 2013 Secure communication with OmniPCX Enterprise and OpenTouch Business Edition via SSH Layer 2 discovery for SIP phones Provides a high level of location granularity, and is the preferred discovery method for enterprises that would like to provision zones also called ERL (Emergency Response Location) down to the switch/switch-port level. SNMP support for ENS supervision Emails, text messages and mini message customizable via the Control Board Integration with OmniVista 3600 Air Manager (maps) 34
ROADMAP: NEW FEATURES AVAILABLE IN Q3 2013 Video surveillance integration Support of video LAN cameras. Video flow added to the Desktop pop-up alarm to monitor the zone in real-time during a 911 call Callback enhancement: Users with individual ELIN Users are grouped into logical zones - by floor, by wing, by department, etc The zone s ELIN number and the zone s ERL are updated in the ALI database via Inetwork. The new option allows to update the ALI database with the user s individual ELIN number (and not the zone s ELIN number) associated with the zone s ERL. When PSAP is calling back the 911 caller, the extension called will be the caller s phone and not the extension associated to the zone. 35
