Specific Agreement on the Dual Master Program Urban Planning and Mobility Maestría en Planificación y Movilidad Urbana /// Master of Science in Stadtplanung und Urbane Mobilität between Universidad de Buenos Aires (UBA) and Technische Universität Berlin (TUB)
1. Specific Agreement subjects and principal aim The present Specific Agreement describes the academic and administrative aspects concerning the realization of the Dual Master Program in Urban Planning and Mobility. The program supports the exchange of students between the Universidad de Buenos Aires (hereinafter abbreviated as UBA ) and the Technische Universität Berlin (hereinafter abbreviated as TUB ). Both parties try to provide all necessary preparations to start the Program at the TUB in German Winter Semester 2015/16 (October 2015) and at UBA in Argentine Second Semester 2015 (August 2015). This way, the first UBA students may start their Berlin stay in the German Winter Semester 2016/17 (October 2016). The first TUB students may start their Buenos Aires stay in Argentine Second Semester 2016 (March 2016). The overall, principal aim is to enable the students to receive Master degrees of both universities. This Specific Agreement is based on a joint paper of basic principles for the implementation of a Dual Master Program in Urban Planning and Mobility (Appendix I). 2. Academic conditions 2.1 This agreement applies to UBA students: who are enrolled in the UBA Master Program Maestría en Planificación y Movilidad Urbana and who have successfully completed a degree of at least 4 years or at least 2.600 hours or an equivalent degree in the field of Urban and Regional Planning, Transport planning, Architecture, Civil Engineering, Geography or any related field accepted by UBA Master Commission assuring that the students formation is compatible with the Master Program s scientific level or who have successfully completed a degree of less than 4 years or with less of 2.600 hours and who have relevant academic and professional experiences and who fulfil the requisites defined by the UBA Master Commission assuring that the students formation is compatible with the Master program s scientific level; furthermore, these applicants have to count with a Master Commission recommendation and have to be approved by the Directive Council of the corresponding faculty and who have sufficient German (DaF 16 or equivalent) or English (CEFR B2 or equivalent) language knowledge. TUB students: who are enrolled in the TUB Master Program Stadt- und Regionalplanung and who have successfully completed a Bachelor degree in the field of Urban and Regional Planning or Transport Planning which endured at least 3 years or any comparable degree accepted by the examination board or who have successfully completed a Master degree in the field of Urban and Regional Planning, Transport Planning, Urban Design or any comparable degree accepted by the examination board and who have sufficient Spanish (CEFR B2 or equivalent) and English (CEFR C1 or equivalent) language knowledge.
2.2 Selection procedure The universities select the participants of the Dual Master Program evaluating their academic, personal, language skills, and motivation to absolve the Dual Master Program. Basis for the evaluation is a written application consisting of a motivation letter, a curriculum vitae, certificates and recommendation letters. In addition, personal interviews may contribute to decision making. The host university reserves the right to accept or refuse the selected applicants in cooperation with the International Office. In case of problems the partners will make consensual regulations via their International Offices. For applicants at the TUB the selection for the Dual Master Program is not a guarantee for the admission to the Master Course Stadt- and Regionalplanung. 2.3 Acknowledgements On the assumption of fundamental equivalence and based on mutual trust in the academic quality of the host university s curriculum it is agreed that TU Berlin acknowledges the qualification for the university entrance to UBA, the completed first degree program like described in Section 2.1 as the entry requirement for the Master Degree Program Stadt- und Regionalplanung at TUB. University of Buenos Aires acknowledges the qualification for university entrance to TUB, the completed first degree program like described in Section 2.1 as the entry requirement for the Master Degree Program Magíster de la Universidad de Buenos Aires en Planificación y Movilidad Urbana at UBA. 2.4 Degrees After successful completion of the program at both universities, the students receive the following degrees of both universities: the degree Magíster de la Universidad de Buenos Aires en Planificación y Movilidad Urbana of the UBA and the degree Master of Science im Studiengang Stadt- und Regionalplanung, Studienrichtung Stadtplanung und urbane Mobilität of the TUB. 2.5 Curricular conditions Both UBA students and TUB students will spent approximately one academic year at the host university and must follow the degree requirements and curricular of both universities. The students have to receive about half of the credits/hours of the regular study program at each university. Detailed information on modules to pass the Dual Master Program successfully are defined in Appendix II of this specific agreement. Amendments and changes in the program come into force after being coordinated and confirmed by the responsible bodies of the partner universities.
The following paragraphs state the basic curricular conditions: UBA students study their first and second semester at UBA, their third and fourth semester at TUB. The courses taken at UBA must include: the modules Project 1 and 2, at least modules with 105hrs of the compulsory modules including the Thesis Workshop, at least modules with 100hrs of the electives including German language modules. The courses taken at TUB must include: the modules Project 3, Planungstheorie and Urbane Mobilität und Stadt at least other modules with 18 credits (ECTS). TUB students study their first and second semester at TUB, their third and fourth semester at UBA. The courses taken at TUB must include: the modules Project 2 and 3, Planungstheorie and Urbane Mobilität und Stadt, at least other modules with 20 credits (ETCS) including Spanish language modules. The courses taken at UBA must include: the module Project 1, at least other modules with 105 hrs. 2.6 Compatibility of Argentine and German semester terms The semesters at UBA in Argentina and TUB in Germany are not synchronized. The termtimes are as shown: UBA - Argentine semesters: First Semester: start mid March and end in July Second Semester: start mid August and end in December. TUB German semesters: Winter Semester: start mid October and ends mid February Summer Semester: start mid April and ends mid July. It is thought necessary to provide sufficient time to allocate the exchange students abroad between semesters. Lectures can be held at other times like shown above. 2.7 Supervision of Master thesis The Master thesis is supposed to be written in the last semester of the program. Each student has one supervisor from the TUB and another from the UBA. The first supervisor has to be the one from the host university. The thesis title and content has to be accepted by both universities. The thesis has to be written in English, German or Spanish. The selection of the language needs to be agreed on by both supervisors. The thesis needs to include an abstract in all three languages. At least 60 % of credits/hours have to be achieved before submitting the proposal for the Master thesis to the supervisors. The Master thesis needs to be presented to the supervisors.
2.8 Thesis defence The defence of the master thesis of the master students initially enrolled at the University of Buenos Aires has to take place at UBA. The required TUB participation in the defence can be realized per video conference. 2.9 Examination regulations UBA students at TUB: During the studies at TUB, the examination regulations of TUB are valid in the current version. TUB students at UBA: During the studies at UBA, the examination regulations of UBA are valid in the current version. 2.10 Mutual Recognition of Credits and Grading Systems All credits acquired under this program will be mutually recognized. Modules, submodules and the master thesis are graded according to a system that makes the UBA and the TUB system compatible. Administrative Conditions 3.1 Initial exchange contingent The number of students at the two universities will initially be limited to a maximum of 10 students per year each. The cooperating partners will evaluate this number and make possible adjustments after 2 years of operation. Any major imbalance of numbers of participants should be avoided. 3.2 Financial and organizational arrangements Students participating in this Dual Master Program will pay the regular tuition and registration fees at their home university. During the term of the agreement the host university agrees to waive all tuition fees for incoming students visiting under this agreement. Participants of the Dual Master Program are responsible for all additional expenses (including living, transportation, assurances). The universities will, however, try to get
financial support to defray all or part of those expenses (e.g. from public funds, foundations). The International Offices of both universities will provide assistance and support in administrative matters for participating students. 3.3 Evaluation and Sustainability A continuous quality management will be applied. A student evaluation of each course module is mandatory and is the basis for the continuous modification and improvement of modules at both partners. It will likewise serve as the basis for an annual review of the master program by the program committee. This committee consists of the study director from UBA and TUB, as well as members of both universities (conf. to Appendix I). 3.4 Duration of the Agreement and Renewal This agreement is valid for three years and becomes effective on the date that it is signed by the official representatives of both universities. This agreement may be reviewed at any time and any modifications concerning the present agreement may be made only by mutual consent in writing between authorized representatives of the parties. If either university desires to terminate the agreement, it must inform the other in writing at least one year before. Otherwise the agreement will be automatically extended by one year regularly.

Das Modul soll mit 9 LP belegt werden. Ggf. können auch zwei Module im Gesamtumfang von 9 LP belegt werden. - Der Wahlpflichtbereich Methodenbereich ( 5 Abs. 6) wird nicht belegt, stattdessen muss ein Sprachkurs Spanisch entsprechend der Vorqualifikation im Umfang von 6 LP belegt werden. - Im Wahlpflichtbereich Studienschwerpunkte ( 5 Abs. 5) werden 38 LP erbracht. - Es wird als einer der beiden Schwerpunkte der Studienschwerpunkt Urbane Mobilität entsprechend nachfolgender Modulliste mit 18-24 LP belegt. - Als zweiter Schwerpunkt wird aus den Studienschwerpunkten I, II, III und IV gewählt. In diesem Schwerpunkt können aus dem Lehrangebot der UBA zusätzlich zu passenden Veranstaltungen auf Grundlage der aktuellen Modulbeschreibungen (inhaltliche Entsprechung) bis zu zwei fachnahe Veranstaltungen bis max. 6 LP (fachlicher Bezug Stadtplanung) im Vertiefungsmodul angerechnet werden. - Im Wahlbereich ( 5 Abs. 7) werden nur 8 LP belegt. - Hinweis: Der Wahlanteil im Dual-Master-Programm beträgt somit mind. 32 LP (26,7 %; Schwerpunkte ohne Pflichtseminare und Wahlbereich). Hinzu kommt die Wahlmöglichkeit im Rahmen der Studienprojekte.
