With security algorithms set in place to detect potential fraud and safeguard citizen finances, governments can prevent potential losses to their people. As a bonus, the system can detect problems with citizen cash flow, and assistance can be provided before the situation becomes worse. A network of smart streetlights with sensors can be designed to operate with minimal power until they are actually needed. Implementation in Norway has seen electrical use for lighting drop by 62%. BDA is a powerful tool when used in predictive analysis. Police in Memphis have managed to drop serious crime by 31% by acting on insight gotten from crime patterns. The Multimedia Development Corporation (MDeC) was incorporated in 1996 to strategically advise the Malaysian Government on legislation, policies and standards for ICT and multimedia operations as well as to oversee the development of the Malaysian Multimedia Super Corridor (now MSC Malaysia).
