INTRODUCTION This document outlines the procedures to be used by Wrestling Canada Lutte (WCL) for determining the athletes, coaches, and staff that will be nominated to represent Canada at the 2016 Olympic Games in Rio de Janeiro, Brazil. Being nominated does not mean the athlete, coach or staff member will be selected to participate.! DECISION MAKING AUTHORITY The National Coaches, in conjunction with the High Performance Manager (HPM), are responsible for the development and implementation of these nominating procedures. All team nominations, including alternates, coaches, and support staff, will be reviewed by the High Performance Committee (HPC). The HPM is responsible for ensuring that the process outlined in this document is properly followed and that the selection process is fair and equitable for all candidates. During the actual competition period onsite at the 2016 Olympic Games, all final decision making authority will reside with the National Coaches or the Team Leader (in the absence of the National Coaches).! QUOTA SPOTS The 2016 Olympic Games will be run using the six (6) Olympic weight classes in all three styles: Women s Freestyle: Men s Freestyle: Men s Greco- Roman: 48kg, 53kg, 58kg, 63kg, 69kg, and 75kg 57kg, 65kg, 74kg, 86kg, 97kg, and 125kg 59kg, 66kg, 75kg, 85kg, 98kg, and 130kg Quota per National Olympic Committee (NOC) per event: Men: 1 in each style and weight class Women: 1 in each weight class Total: Maximum of 18 per NOC INP for the 2016 Olympic Games 3

! ATHLETE ELIGIBILITY In order to be considered by WCL for nomination to the COC for team selection, all athletes must meet the following requirements at the time of nomination and maintain these requirements through the completion of the 2016 Olympic Games: Be a Canadian citizen and hold a valid Canadian passport; Sign and submit the WCL Athlete Agreement Form; Be a member in good standing of WCL. Along with fulfilling the eligibility requirements of WCL, athletes once nominated to the COC, must also fulfill the requirements of the COC, United World Wrestling and the IOC in order to be eligible for team selection. All athletes must also comply with the provisions of the Olympic Charter in effect at the time of participation at the Games. Only those athletes who have complied with the Olympic Charter may participate in the Olympic Games.! FUNDING WCL will fund the qualification costs of twelve (12) athletes for the international qualification events, six (6) in Men s Freestyle and six (6) in Women s Freestyle. In addition, WCL will authorize, at WCL s discretion, up to six (6) athletes in Men s Greco- Roman to self- fund to the international qualification events. All qualified athletes, accredited coaches and staff that fall within our allotted quota and who have been named to the 2016 Olympic Games team will be fully funded by the COC and WCL for participation and attendance at the 2016 Olympic Games.! QUALIFICATION PROCEDURES The 2016 Canadian Olympic Team will be qualified in four stages: Stage 1: Stage 2: 2015 Senior Canadian Championships 2015 Canadian Wrestling Team Trials INP for the 2016 Olympic Games 4

Stage 3: Stage 4: International Federation Qualifying System Olympic Wrestling Team training, competitive, and administrative obligations **NOTE: All dates and locations are subject to change! STAGE ':!"#$ SENIOR CANADIAN CHAMPIONSHIPS Brock University, St. Catharines, ON March 20 22, 2015 True ranking from the 2015 Senior Canadian Championships, as well as any related wrestle- offs and/or challenge matches will be used to set and rank the ladder (top 3) in each of the six Olympic weight classes, across all three styles, for the 2015 Canadian Wrestling Team Trials. Any athlete who places lower than third place will not be ranked higher due to the withdrawal of a landed immigrant, injured athlete, or any other withdrawal of athletes who have placed in the top 3.! STAGE ':!"#$ CANADIAN WRESTLING TEAM TRIALS Strathcona County, AB December 4 6, 2015 The 2015 Canadian Wrestling Team Trials will be run using the six Olympic weight classes in both genders: Women s Freestyle (FW): Men s Freestyle (FS): Men s Greco- Roman (GR): 48 kg, 53 kg, 58 kg, 63 kg, 69 kg, 75 kg 57 kg, 65 kg, 74 kg, 86 kg, 97 kg, 125 kg 59 kg, 66 kg, 75 kg, 85 kg, 98 kg, 130 kg All matches at the 2015 Canadian Wrestling Team Trials will be conducted according to the most recent edition of the United World Wrestling rulebook. The 2015 Canadian Wrestling Team Trials will be held at scratch weight (no weight allowance). INP for the 2016 Olympic Games 5

!." POOL TOURNAMENT The pool tournament will determine the pool winner, who will then be eligible to enter the ladder tournament as the fourth ranked athlete. The pool tournament will be run using a single elimination bracket, based on a random draw, and is open to any individual that fulfils the athlete eligibility criteria noted in section 4.!.! LADDER TOURNAMENT Athletes in each respective style and weight class will be ranked from one to three based on their true ranking from the 2015 Senior Canadian Championships. Each stage of the ladder tournament will be comprised of one match, with the exception of the finals, which will be a best two out of three matches. Athletes will be given a minimum of 20 minutes in between matches. The ladder tournament will begin with the fourth ranked wrestler (winner of the pool tournament described above) competing against the third ranked wrestler (or highest remaining ranked wrestler). The winner will then compete against the second ranked wrestler (or highest remaining ranked wrestler). Finally, the winner will compete against the first ranked wrestler in a best two of three match final (the last set of matches of the ladder tournament). Notwithstanding any injury provision wrestle- offs, outlined below, the results of the ladder tournament will determine the final Olympic Team depth chart. The first ranked athlete will be considered for nomination to the Olympic Team, whereas, the second ranked athlete will be considered for nomination as an Alternate to the Olympic Team.!.! INJURY PROVISION WRESTLE- OFF CRITERIA FOR CANADIAN TEAM TRIALS Any athlete who is unable to compete at the 2015 Canadian Wrestling Team Trials due to injury may still be considered for nomination, providing they meet the following criteria and satisfy the following conditions: The official WCL Inability to Participate Medical Form is completed by an approved WCL physician and submitted to the HPM no later than November 26 th, 2015. Upon request, the injured athlete may be subject to additional examination by the WCL Medical Director. The athlete must also clearly indicate, IN WRITING, at the time of the submission, the weight class he / she is submitting an injury provision wrestle- off request for. CRITERIA 1: Top 8 ranking at the 2015 Senior World Championships at the weight class they are submitting an injury provision wrestle- off request for (Olympic weight classes only) AND top 3 finish at the 2015 Senior Canadian Championships. If the injured athlete finished in #1 position based on the final rankings from stage 1 (2015 Senior Canadian Championships), the injured athlete will retain the first spot on the ladder and will challenge the winner of the Trials ladder tournament in a best two of three matches with the injured athlete being down a match. If the injured athlete finished in #2 or #3 position based on the final rankings from stage 1 (2015 Senior Canadian Championships), the injured athlete will challenge the ladder based on that final ranking. The injured athlete will need to beat third and / or second ranked athletes from the Trials in INP for the 2016 Olympic Games 7

single matches. If successful, he / she will then compete in a best two of three match final against the Trials winner with the injured athlete being down a match. The winner of this wrestle- off will be considered first on the Olympic Team depth chart and the loser will be considered second. All other athlete rankings at that weight class will be adjusted accordingly. CRITERIA 2: Top 3 ranking at either the 2013 or 2014 Senior World Championships (any weight class). The injured athlete will start at the bottom of the new ladder (rankings from Trials) in fourth position and must beat the third and second ranked athletes from the Trials in single matches. If successful, he / she will then compete in a best two of three match final against the Trials winner with the injured athlete being down a match. If the injured athlete loses against either the third or second ranked athlete, the wrestle- off will conclude at that point. The injured athlete s final result will determine his / her final rank on the Olympic Team depth chart. All other athlete rankings at that weight class will be adjusted accordingly.!.! APPROVED WRESTLE- OFFS The wrestle- off will be held at scratch weight (no weight tolerance). The date, time, and location for the wrestle- off will be determined by the National coaches and HPM, taking into consideration: The most economical and cost effective location; The injury status and any other restrictions of the athletes involved (if applicable); Nomination requirements and deadlines for selection. International qualification of the respective weight class. Once the date is set, if any wrestler misses the wrestle- off, they will automatically forfeit their place on the Olympic Team depth chart. If more than one wrestler is eligible for a wrestle- off in the same weight class then those eligible for the wrestle- off must first compete against one another, in a single elimination one match wrestle- off, before being added to the ladder. !.! MEN S FREESTYLE AND MEN S GRECO- ROMAN Male athletes will not be permitted to compete in both Freestyle and Greco- Roman styles if they win the Team Trials in both styles. The athlete will be required to make a choice indicating, in writing, which style they will wrestle throughout the remainder of the international Olympic qualification process, as well as at the Olympic Games, if he so qualifies. This will need to be submitted to the HPM no later than December 7 th, 2015. Once the athlete indicates which style he will compete in, the second ranked athlete from the Team Trials in the declined style will become the first ranked athlete on the Olympic Team depth chart.! STAGE ': INTERNATIONAL FEDERATION QUALIFICATION SYSTEM The winner of the 2015 Canadian Wrestling Team Trials will be nominated to represent Canada at the remaining international qualification events. In those weight classes where injury provision wrestle- offs are still pending, the winner of the ladder tournament will be nominated to represent Canada at the remaining international qualification events. Please refer to Appendix A (attached) for the international qualification system as determined by United World Wrestling and the organizing committee of the 2016 Olympic Games.!" INDIVIDUAL PROGRAMS FOR NOMINATED TEAM MEMBERS Nominated team members and alternates will be required to demonstrate a commitment to an approved training and competition program, leading into and throughout the 2016 Olympic Games. National Team training camps and scheduled competitions are a necessary part of an athlete s Olympic preparation program and are, therefore, mandatory. Both athletes and personal coaches must be in constant communication with the National Coaching Staff, HPM, and National IST leads in order to collaborate on best practices and ensure optimal preparation for the benchmark event. INP for the 2016 Olympic Games 9

In addition to programs identified, the personal coach, National coaching staff and the HPM will identify specific competitive and training program requirements for each National Team member. These requirements will be based upon the athletes individual needs.!! DOPING CONTROL Doping control will be conducted throughout the 2015, 2016 and 2017 calendar years. National Team athletes may be requested to submit to doping control as selected on a random basis by the Canadian Centre for Ethics in Sport (CCES) in Canada and/or by the recognized International Doping Association outside of Canadian borders. It should be noted that those named to any National Team are subject to doping control. Should a doping infraction occur, that individual, in addition to other sanctions, will be removed from the National Team. All National Team members will be required to complete the CCES e- learning course prior to competing internationally.!! STAFF SELECTION!".! ACCREDITED STAFF The staff will be selected on the principle of sending a team of specialists that are best capable of assisting and supporting the athletes in achieving a podium performance at the Games as well as contributing to a winning team culture. Staff selections will be based on final confirmation of COC quota allocations. Based on recommendations by the national coaching staff, the HPC will prioritize the distribution of accreditations. All coaches must also: Be a member in good standing with WCL Be a member in good standing with Coaches of Canada NCCP Certification level 3 (or equivalent), or higher Comply with all COC requirements INP for the 2016 Olympic Games 10

!"." NON- ACCREDITED STAFF Notwithstanding COC staff quota allocations noted above, WCL may consider the selection of support staff in a non- accredited capacity.!! NOMINATIONS TO THE COC Final athlete and staff nominations to the COC will be made no later than July 12 th, 2016. Should a nominated athlete, at any time between the sport entry deadline and the sport technical meeting for the 2016 Olympic Games, decline his or her nomination or be declared unable to participate in a competitive manner, that athlete shall be replaced, subject to the IOC Late Athlete Replacement Policy.!! APPEALS PROCEDURE WCL nominations to the COC for the 2016 Olympic Games may be appealed in accordance with the procedures set out in the WCL Dispute Resolution Policy. Any dispute relating to the application of the WCL internal nominating procedures for the 2016 Olympic Games must be brought forth in accordance to the WCL Dispute Resolution Policy. All subsequent amendments to the INP will be circulated via email to all PTSOs as well as posted on the WCL website.!! MODIFICATION OF THIS DOCUMENT In the event of circumstances that prevent the fair implementation of these internal nomination procedures as written, WCL reserves the right to determine an appropriate course of action, which may include the right to review and change any part of the international nomination procedures in the case of changes by United Word Wrestling, COC, IOC, or WCL.!! LANGUAGE Where there is a difference in interpretation between the French and English version of this document, then the English version shall prevail. INP for the 2016 Olympic Games 12

ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Olympic Games. Age Requirements: - All athletes participating in the Rio 2016 Olympic Games must be born on/or before 31 December 1997 (19 years of age). - Athletes born between 01 January 1998 and 31 December 1998 will have to provide a medical certificate and authorisation of a parent or legal guardian to FILA. Additional IF Requirements: - To be eligible to participate in the qualifying events and in the Rio 2016 Olympic Games, all athletes must hold a valid license issued by their National Federation and be recorded in FILA s Official database. D. QUALIFICATION PATHWAY The qualification events are listed in hierarchical order of qualification. MEN / WOMEN For all the wrestling competitions that are part of the qualification system for the Rio 2016 Olympic Games, the NOCs may enter a maximum of one (1) wrestler per weight category in each style. Number of Quota Places Qualification Events 1st phase: 2015 World Championship Only wrestlers whose NOC took part in this following Continental competitions will be able to participate in the 2015 World Championship with the same number of wrestlers per style: 108 Africa: America: Asia: Europe: Oceania: 2015 Senior African Championship, Alexandria (EGY) 2015 Senior Pan-American Championship, Santiago (CHI) 2015 Senior Asian Championship, Doha (QAT) 2015 European Games, (Baku, AZE) 2015 Senior Oceania Championship, Marshall Island (MHL) The first six (6) wrestlers in each of the 18 Olympic weight categories at the 2015 World Championship will each qualify one (1) quota place for their NOC for the 2016 Olympic Games. America: 36 Asia: 36 Europe: 36 Oceania/Africa: 36 2nd phase: 2016 Continental Qualification Tournaments Only wrestlers of the continent concerned whose NOC took part in the 2016 Continental Championships will be able to participate in the Continental Qualification tournament with the same number of wrestler per style. Wrestlers who qualified quota places for their NOC at the World Championship will not have the right to take part in the Continental qualification tournaments of this 2nd phase. The NOCs/NFs will not be able to send other wrestlers in the weight categories in which they already have a qualified quota place. The NOCs/NFs will not be able to participate with more wrestlers than the number who took part in the 2016 Continental Championships. The first two (2) wrestlers at each Continental Qualification tournament in each of the 18 Olympic weight categories will qualify one (1) quota place each for their NOC for the 2016 Olympic Games. 3rd phase: 1st 2016 International Qualification Tournament 48 Wrestlers who qualified quota places for their NOC at the 2015 World Championship and the 2016 Continental Qualification tournaments will not have the right to take part in this 3rd qualification phase. The NOCs/NFs will not be able to send other wrestlers in the weight categories in which they have already qualified a quota place. All the other NOCs/NFs of all the continents may participate in this 3rd phase. The first three (3) male and two (2) female wrestlers in each gender-specific Olympic weight categories ranked at this tournament will qualify one (1) quota place each for their NOC for the 2016 Olympic Games. 4th phase: 2nd 2016 International Qualification Tournament 36 Wrestlers who qualified quota places for their NOC at the 2015 World Championship, the 2016 Continental Qualification tournaments and the 1st International Qualification tournament will not have the right to take part in this 4th qualification phase. The NOCs/NFs will not be able to send other wrestlers in the weight categories in which they have already qualified a quota place. All the other NOCs/NFs of all the continents may participate in this 4th phase. The first two (2) wrestlers in each of the 18 Olympic weight categories will qualify one (1) quota place each for their NOC for the 2016 Olympic Games. HOST COUNTRY PLACES If the Host Country has not qualified any quota place through the four (4) qualification phases, it is guaranteed four (4) quota places that it will be able to use at its discretion across Freestyle and Greco Roman wrestling and respecting the maximum quota of one (1) athlete per NOC per event. QUALIFICATION SYSTEM GAMES OF THE XXXI OLYMPIAD RIO 2016 TRIPARTITE COMMISSION INVITATION PLACES Four (4) Tripartite Commission Invitation Places will be made available to the eligible NOCs at the Rio 2016 Olympic Games. On 15 October 2015, the International Olympic Committee will invite all eligible NOCs to submit their requests for Tripartite Commission Invitation Places. The deadline for NOCs to submit their requests is 15 January 2016. The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period for the concerned sport. E. CONFIRMATION PROCESS FOR QUOTA PLACES Following each qualification event, FILA will publish the results on its website (www.fila-official.com under the left menu Olympic Games) and inform the respective NOCs of their allocated quota places. The NOCs will then have two (2) weeks to confirm if they wish to use these quota places, as detailed in paragraph H. Qualification Timeline. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated in the same weight category to the NOC of the next best ranked athlete, not yet qualified, in the qualification event where the quota place was obtained, and respecting the maximum quota of one (1) athlete per NOC per event. REALLOCATION OF UNUSED HOST COUNTRY PLACES For each place obtained by the Host Country through the qualification phases or not used by the Host Country, the corresponding number of Host Country places will be reallocated by the Tripartite Commission. The number of Host Country places reallocated by the Tripartite Commission may not be higher than four (4). REALLOCATION OF UNUSED TRIPARTITE COMMISSION INVITATION PLACES If the Tripartite Commission is not able to allocate a Tripartite Commission Invitation Place, FILA will reallocate it to the next best ranked NOC/NF at the 2015 Senior World Championship across all events which has not qualified any quota place for the 2016 Olympic Games.
