How to set the demand in an obligation system

Why do we do it? $

Why do we do it? We are selling energy not saving it? We see an increasing bundling $ of selling energy and delivering energy efficiency services in partnership p with installers and others Retailers are developing niche markets focusing on: Energy savings in public buildings Climate Partnership with a strong CSR element, ESCO projects and energy performance contracting etc. We want to service our customers and to capture more of the value in related to energy usage

What kind of regulation is needed on the market for energy savings? DEMAND No realisation or commercial activities by the DSO (EU regulation) Ensuring a well functioning market with strong competition and as many market players as possible The core necessaries in order to facilitate a competitive market are: All energy carriers are included All end users are included All legal methods are possible Focus on creating a well functioning market with tough competition

How to measure and verify the savings?

What kind of savings can be accounted towards the target? NEGAWATT First year savings not cumulative. Savings in final energy consumption in all sectors except transport Loses in grids especial district heating (2010) No efficiency improvement in generation (thermal solar is allowed) Simple weighting g factor are introduced from 2011 Reflect lifetime, primary energy, non-ets DSO can only count savings where they are direct or indirect involved in the implementation

How to measure or calculate the savings? NEGAWATT 1. Deemed Savings Catalogue Average saving are calculated for standard activities Primarily used in households 2. Specific calculation engineering methods Used for all big project Especially industries, public sector etc. 3. Behavioral change, information and market transformation have (almost) disappeared from 2010
