POLAND Poland s priorities in the field of territorial cohesion and urban development Polish Presidency Programme in Cohesion Policy in the second half of 2011 - Territorial dimension Katarzyna Wojnar on behalf of Magdalena Zagrzejewska Head of Territorial Development Unit Structural Policy Coordination Department ESPON Monitoring Committee Member National Spatial Development Concept 2030 as an example of coordination tool for public policies: GENERAL PHILOSOPHY There are new challenges: connected with the global economic, social and environmental processes, European integration, political situation outside the EU. Poland undergoes the profound process of economic, social and territorial changes the fastest in the recent history. It influences the way how people live and what they want. This is a real cultural change. Poland needs to respond to new challenges and opportunities by developing coherent social, economic and territorial strategy of modernization.

National Spatial Development Concept 2030 as an example of coordination tool for public policies: GENERAL PHILOSOPHY To develop such a strategy we need: to change the way of thinking (from barriers to potential and from competition between public institutions to cooperation in achieving common goals), progress from competitivness vs. cohesion towards territorial potentials and smart growth, new coordination mechanism between different levels of management (new multilevel system of governance), new system of programming focused on limited number of issues, new institutional system allowing for efficient implementation of the strategy, new system of programming and implementation of public policies. Strategic objective of the national spatial development policy Effective use of country s space and its territorially diverse development potentials in order to achieve national development objectives growth, employment, efficient governance and cohesion in social, economic and territorial dimension

Vision of Polish space in 2030 is based on STRONG POLYCENTRIC STRUCTURE COMPETITIVNESS DIFFUSION OF DEVELOPMENT COHESION The new system of strategic programming at national level

The Polish Presidency sets out three objectives: 1. Ensuring both an efficient management of the negotiations of the regulations for Cohesion Policy after 2013 and achievement of as far-reaching consensus as possible in selected areas 2. Strengthening the attributes of Cohesion Policy (integrated approach to development and result orientation) as the territorial development policy under the new EU economic governance system and Europe 2020 Strategy in response to Europe 2020, 3. Raising the political profile of Cohesion Policy Cohesion Policy as an efficient, effective and territorially differentiated response to EU development challenges PL PRES s motto in response to Europe 2020, budget review and 5th cohesion report 1) integrated approach to development 2) result-oriented approach 3) general rules 4) architecture of objectives conditionality 5) implementation system and financial management
