FOREWORD BY THE DIRECTOR-GENERAL: DEPARTMENT OF SOCIAL DEVELOPMENT FOREWORD BY THE CHAIRPERSON: CENTRAL DRUG AUTHORITY In my official capacity as the Director-General of the Department of Social Development, I am pleased to be able to endorse this fifth edition of the resource directory which, I believe, can provide the assistance needed by many people affected by substance abuse. The resource directory provides information on all drug related services and facilities in South Africa. It will enable parents, individuals, families and communities of people afflicted by substance abuse, to access the services they require. In addition, service providers, community leaders and others may find its network of services extremely useful. The usefulness of this resource directory can be enhanced by making it available not only to those whose information it contains, but also by distributing it to the people involved in combating the scourge of and harm occasioned by substance abuse. Such people, the members of the Provincial Substance Abuse Forums, the Local Drug Action Committees and the various informal networks of concerned persons are best suited to help those in need to obtain the help they so desperately need. I take this opportunity to thank all those who made this publication possible, especially the Central Drug Authority, the staff of the Department of Social Development and the Council for Scientific and Industrial Research (CSIR) who made the major contribution on the development and design of this product, and others who supported the team in this endeavour. The CDA, as the primary governing body with regard to substance abuse in the country, is proud to be associated with the finalization of this resource directory on substance abuse in South Arica. The monitoring and coordination of substance abuse activities is the main concern of the CDA and includes the development of this resource directory. In this regard, the CDA would like to extend its gratitude to the Department of Social Development for the funding of this project and their partnership with the CDA in combating substance abuse. There is no greater foundation for the implementation of the National Drug Master Plan than partnerships at the local, regional and national levels. This resource directory will serve as a communication and information tool to ensure that all stakeholders join hands in the fight against drug abuse in the country. However, one of the enduring values of partnership development is that frequently more intangible resources are required to succeed in the ultimate aim of the National Drug Master Plan. Commitment, time and sharing of leadership are some of the most vital requirements. This document should not be put on the shelf, but should be a living document in the hands of all organizations, state departments and individuals committed to the implementation of the National Drug Master Plan and Mini Drug Master Plans. As an intersectoral document, the resource directory will assist all the stakeholders in their planning, development of projects and programmes, which will support the efforts of other agencies. The CDA will continuously ensure that the resource directory is updated and any enquiries may be directed to the Secretariat of the CDA. Through projects such as these, the CDA will continue to firmly embrace its mission to significantly reduce the devastating consequence of substance abuse on South African individuals, families and communities. GLOSSARY OF TERMS After-care: Follow-up care that offers ongoing support to maintain sobriety/abstinence, personal growth and assists with reintegration into community/family. Al-Anon and Alateen: Al-Anon is a self-help fellowship based on the Twelve Suggested Steps of Alcoholics Anonymous. Alateen, which forms part of Al-Anon, is a recovery programme for teenagers. Alcohol and Drug Concerns: Alcohol and Drug Concerns is a religious organisation, which strives towards an alcohol and drug-free life-style. Alcoholics Anonymous (AA): Alcoholics Anonymous is an organisation, which functions internationally. Members share their expertise, strength and hope to solve common problems and help others to recover from alcoholism. Child: Means any person under the age of 18 years. Christian Action for Dependants (CAD): Christian Action for Dependants is in line with Christian principles and accepts the Bible as the infallible Word of God. Community-based treatment: Community-based treatment refers to programmes or initiatives that arise out of the needs of a particular community`needs (identified through a needs assessment) and that use existing infrastructure to provide for these needs. Detoxification: Detoxification is the medical management of physical withdrawal from an addictive substance so as to minimize the associated risks. Withdrawal is managed through the administration of medicines that are prescribed by a medical doctor or psychiatrist for a particular individual. GLOSSARY OF TERMS Diversion programme: Means a programme within the context of the family and communitya) In respect of a person who is alleged to have committed an offence; and b) Which is aimed at keeping that person away from the formal court procedure. Doctors for Life: Doctors for Life is a non-governmental, non-profit making organisation which was established in 1991. It provides a 24hr telephone counselling service on AIDS, drug abuse, abortion or any other medical or spiritual needs. Education and Training: The process of providing education and training to those who are not skilled in a particular field. Information provision: Refers to the process of providing information. In-patient: Substance dependency/addiction treatment provided in a residential setting, i.e. patents/clients reside at the centre to obtain treatment/. LifeLine: LifeLine provides a 24-hour crisis intervention service available at no cost to all sectors of the community throughout Southern Africa regardless of race, religion or social standing. Narcotics Anonymous: Narcotics Anonymous is a self-help group that endeavors to assist rehabilitated drug dependants live a drug-free life, while NARCON Group endeavours to assist the spouse and family with the 12-step programme. Outreach services: Means services that strive to provide the highest level of quality specialty care to patients in their own communities. Telefriend: Through counselling & care, to enable people to strengthen their coping mechanisms in dealing with, and overcoming the problems of life, thereby enhancing the quality of life in the community & also to seek & save the lost. Self-help group: Means those recovering addicts who have graduated from the programme can constitute a self-help group. Members meet at regular intervals for mutual support Tough Love: Tough Love is a family support network, which is community-based. The support network helps families cope with crises through their own experiences. Youth: National Youth Commision Act 1996, defines youth in South Africa as persons between the ages 14 and 35 years.
