3 FOREWORD BY THE DIRECTOR- GENERAL: DEPARTMENT OF SOCIAL DEVELOPMENT The abuse of alcohol, illicit drugs and other intoxicating substances has been identified as one of the main causes of social ills in our society including violent crime, violence against women and children, anti-social behaviour amongst the youth and general breakdown in the social fabric. It therefore gives me great pleasure to present the sixth edition of the Resource Directory on Anti-Alcohol and Drug Related Services and Facilities. This Directory will facilitate access to services and assistance required by people affected by substance abuse and in need of such services. Its primary purpose is to avail information on all drug-related services and facilities in South Africa. The publication of a revised and updated Directory has become essential due to the alarming increase in the use and abuse of substances in the country. I am confident that its revision will result in user-friendly access to information by all South Africans, particularly rural communities. The information on services has also been re-packaged in a manner that will make it more useful to professionals, service providers and community members. The updated Directory thus provides information on registered Treatment Centres, Community and Home Based Care Centres (CHBCCs), Community Support Group Structures including Local Drug Action Committees and Non-governmental Organisations (NGOs). The information will also benefit both national and provincial structures including tertiary institutions and research institutions dealing with substance abuse and other related services on drug and substance abuse. I take this opportunity to thank all who contributed to the compilation and production of this publication. These include Central Drug Authority (CDA), our Department staff, the other national departments represented in the CDA and everybody else who supported the team on this endeavor. 4 FOREWORD BY THE CHAIRPERSON: CENTRAL DRUG AUTHORITY The Central Drug Authority (CDA) is a legislative authority with the mandate to advise the Minister of Social Development and the Cabinet of the Republic of South Africa on national strategies and policy coordination mechanisms in advocacy of a drug free South African Society. In this regard the CDA interacts with a multiplicity of stakeholders at all spheres of Government, private sector and communities at grassroots level in the national efforts for the combating of substance abuse in South Africa, is therefore proud to be associated with the finalisation of the Sixth Resource Directory on Anti-Substance Abuse in our country. The CDA appreciates the ongoing collaboration with the Department of Social Development, in particular the funding of this project and the ongoing partnership in our national efforts to combat substance abuse. As norms and standards of all societies constantly evolve, so does the challenge of combating the scourge of substance abuse. Evidently the national outcomes of the rapid community mobilisation surveys and campaigns which preceded the Anti-Substance Abuse Summit held in Durban during March 2011 have had a positive impact, in particular the interface with communities and victims at the grassroots level. There is no greater foundation for the implementation of the National Drug Master Plan than partnership at local, regional and national levels. This Resource Directory on Anti - Alcohol and Drug Related Services and Facilities will serve as a useful and practical communication and information tool to ensure that all stakeholders join hands in the fight against alcohol and drug abuse in the country. One of the most critical and enduring values of partnership development is that, increasingly, more resources are required if we are to succeed in achieving the ultimate aim of the National Drug Master Plan. Commitment, time, sharing of experiences and effective leadership are some of the most vital requirements in this regard. This document should not be filed or put on the shelf, but should rather be a living document in the hands of all organisations, state departments and individuals committed to the implementation of the National Drug Master Plan and Departmental and Provincial Drug Master Plans. This Resource Directory should also serve as an inter-sectoral document, which will assist all stakeholders in joining efforts to combat the substance abuse pandemic in the country. The monitoring and co-ordinating of substance abuse activities is the main concern of the CDA and includes the development of this Resource Directory on Anti - Alcohol and Drug Related Services and Facilities. The CDA will ensure that the Resource Directory is updated on a regular basis. Through projects such as these, the CDA will continue to firmly embrace its mission, working in effective partnership and collaboratively with Government and the broader South African Society in all its 4
5 formations, to significantly reduce the devastating consequences of substance abuse on victims of these scourges and the concomitant negative impact on families, communities and society at large. 71 CDA Support structures Provincial Substance Abuse Forums and Local Drug Action Committees PROVINCIAL SUBSTANCE ABUSE FORUMS Provision has been made for a substance abuse forum for each of the nine provinces in South Africa. Composition Provincial substance abuse forums should involve all stakeholders in the fields of education, community action, legislation, law enforcement, policymaking, research and treatment. The business community and any other body interested in tackling substance abuse should also be involved. Such forums should establish an executive committee and assign the following four portfolios to particular members. Treatment and after-care Prevention and education Community development Research and information dissemination Functions The main function of the provincial forums is to support member organisations in carrying out their substance abuse programmes and to keep substance abuse issues high on the public/political agenda of the province. These forums should also encourage networking and the effective flow of information between forum members. When necessary, a provincial forum should act as a mouthpiece for member organisations. Each provincial forum sends a representative to act as ex officio member of the CDA at CDA meetings. Provincial forums also assist local drug action committees in the execution of their tasks. LOCAL DRUG ACTION COMMITTES Local drug action committees (LDACs) are closest to the people as they are part of local government. Composition An LDAC is made up of bodies/people from all sectors involved in substance abuse and related problems in a municipality such as justice, police, probation and correctional services, and school, health, social development and community structure officials. Local government drives the LDACs in terms of establishment and functioning. 71
72 The local government official responsible for the LDAC liaises with the provincial coordinator of the Department of Social Development, and the LDAC co-opts additional members with special skills, commitment or expertise when required. Representation of local and rural traditional authorities is encouraged. LDACs include members of local municipalities geographical boundaries should be flexible for practical purposes. LDACs also elect a chairperson and other office bearers. Resources required for the LDAC infrastructure are minimal as the existing resources of the representative departments can be accessed. Meetings can be conducted after hours, if necessary, in unused court buildings, Department of Social Development boardrooms and other free venues in municipal areas. The work of LDACs is driven intersectorally by the coordinators of substance abuse action at provincial departments of social development and linked to the work of provincial substance abuse forums. Functions Local authorities develop and maintain integrated drug policies in collaboration with all stakeholders in order to prevent drug-related crime and ensure quality of life for residents at the community level. The LDACs ensure that local action is taken in terms of the NDMP in each community. Each LDAC is charged with the following functions. Drawing up its own action plan to tackle the drug problem in its area of jurisdiction in collaboration with provincial departments; Ensuring that its drug control action plan fits into the local integrated development plan (IDP); Ensuring that its action plan is in line with the priorities and objectives of the NDMP and the strategies of government departments; Implementing its action plan (mini-drug master plan); Reporting regularly to its secretariat on its actions, progress and problems, and on drug-related events in its area; Providing any information the CDA may require from time to time through the provincial substance abuse forums; Providing, through the provincial substance abuse forums, annual reports to the CDA. 72
73 GLOSSARY OF TERMS After-care: Follow-up care that offers ongoing support to maintain sobriety/abstinence, personal growth and assists with reintegration into community/family. Al-Anon and Alateen: Al-Anon is a self-help fellowship based on the Twelve Suggested Steps of Alcoholics Anonymous. Alateen, which forms part of Al-Anon, is a recovery programme for teenagers. Alcohol and Drug Concerns: Alcohol and Drug Concerns is a religious organisation, which strives towards an alcohol and drugfree life-style. Alcoholics Anonymous (AA): Alcoholics Anonymous is an organisation, which functions internationally. Members share their expertise, strength and hope to solve common problems and help others to recover from alcoholism. Child: Means any person under the age of 18 years. Christian Action for Dependants (CAD): Christian Action for Dependants is in line with Christian principles and accepts the Bible as the infallible Word of God. Community-based treatment: Community-based treatment refers to programmes or initiatives that arise out of the needs of a particular community`needs (identified through a needs assessment) and that use existing infrastructure to provide for these needs. Detoxification: Detoxification is the medical management of physical withdrawal from an addictive substance so as to minimize the associated risks. Withdrawal is managed through the administration of medicines that are prescribed by a medical doctor or psychiatrist for a particular individual. Diversion programme: Means a programme within the context of the family and community a) In respect of a person who is alleged to have committed an offence; and b) Which is aimed at keeping that person away from the formal court procedure. 73
74 Doctors for Life: Doctors for Life is a non-governmental, non-profit making organisation which was established in It provides a 24-hour telephone counselling service on AIDS, drug abuse, abortion or any other medical or spiritual needs. Education and Training: The process of providing education and training to those who are not skilled in a particular field. Information provision: Refers to the process of providing information. In-patient: Substance dependency/addiction treatment provided in a residential setting, i.e. patents/clients reside at the centre to obtain treatment. LifeLine: LifeLine provides a 24-hour crisis intervention service available at no cost to all sectors of the community throughout Southern Africa regardless of race, religion or social standing. Narcotics Anonymous: Narcotics Anonymous is a self-help group that endeavors to assist rehabilitated drug dependants live a drug-free life, while NARCON Group endeavours to assist the spouse and family with the 12-step programme. Outreach services: Means services that strive to provide the highest level of quality specialty care to patients in their own communities. The service providers are able to continue to participate in the care and follow-up of their patients. Research: Means a systematic investigation, including research development, testing and evaluation, designed to develop or contribute to generalizable knowledge. Telefriend: Through counselling & care, to enable people to strengthen their coping mechanisms in dealing with, and overcoming the problems of life, thereby enhancing the quality of life in the community & also to seek & save the lost. Self-help group: Means those recovering addicts who have graduated from the programme can constitute a self-help group. Members meet at regular intervals for mutual support. 74
75 Tough Love: Tough Love is a family support network, which is community-based. The support network helps families cope with crises through their own experiences. Youth: National Youth Commision Act 1996, defines youth in South Africa as persons between the ages 14 and 35 years. 75
