COP PL provides joint and coalition forces a clear advantage over hostile forces by quickly delivering a more accurate COP to any authorized military or government operator. COP PL provides situational awareness at the strategic, operational and tactical levels by simultaneously providing geospatial and track data from multiple sources to multiple clients over a given network. COP PL utilizes map, image and tactical display capabilities allowing intelligence analysts, warfighters, military operators, battle commanders and selected government departments simultaneously near real-time viewing of geospatial and tactical situational awareness data from many different sources in a single picture. COP PL provides an available, scalable and distributed situational awareness software tool for military applications using MIL-STD-2525B symbology over Transmission Control Protocol with Internet Protocol (TCP/IP) using hypertext transmission protocol (HTTP). COP PL consists of the following products to fuse the COP image: COP-Image Display System (IDS) combines several types of geospatial data into one mosaic image. COP-IDS develops geospatial products using underlays or overlays from any application, produces seamless geo-referenced images very quickly and efficiently, and distributes the geospatial products to warfighters. The COP-IDS displays the COP to several different systems simultaneously. COP-Tactical Display System (TDS) is a tactical display server that provides track and target information using mission and operational data with MIL-STD-2525B symbology. COP-TDS receives attributed tactical data from multiple sources and creates a COP for display on any tactical, operational or situational awareness display system. COP-TDS handles thousands of tracks from multiple sources while maintaining near real time refresh rates (sub-second). COP-Radar Display System (RDS) is a radar display server that takes raw radar data and provides fully processed radar imagery to networked clients. Radar images are used as an overlay or underlay in any application. COP-RDS produces seamless geo-referenced images very quickly and does not require high network bandwidth. COP-RDS distributes a radar picture from one or several radars to any number of networked client applications simultaneously. COP-Web Display System (WDS) is an OpenGIS Web Map Service (WMS)-compliant web map server that provides Internet access to COP-IDS geospatial data, COP-TDS tactical data and COP- RDS radar data. COP-WDS allows the combined display of maps, imagery and tactical data through any WMS-compliant web-based client through standard Internet browsers. The COP PL is capable of manipulating Vector charts, Raster charts, Raster images, Compressed Arc Digitized Raster Graphics (CADRG), Controlled Image Base (CIB), Digital Terrain Elevation Data (DTED) maps, Vector Maps (VMAP) and Urban VMAPs (UVMAP). COP PL enables the development of COP products by combining geospatial and tactical data from air, land and maritime sources and quickly displaying the data simultaneously across multiple applications to military and government operators. The COP products contain relevant situational awareness, tactical information, and high quality Vector and Rastor mapping
data, used by all levels of military and other government departments. The Certified Navigation application creates the required navigation charts for littoral combat and unmanned-aerial vehicle (UAV) operations. SYSTEM ENGINEERING AND INTEGRATION USNORTHCOM: COP PL, observed in conjunction with the operation of the Weapons of Mass Destruction Common Operational Picture (WMD COP), provided excellent drill down capability of plume and other targets of interest. The COP PL symbolic labeling was good and the system displayed hostile, ground tracks, air tracks, and Chemical, Biological, Radiological, and Nuclear Explosive (CBRNE) tracks with significant detail from a Command and Control Personal Computer (C2PC) data connection. The display provided a user the ability to save geographical displays as bookmarks and offered adjustable display contrast to adapt the display according to the surrounding light. The system scaled well with zoom and pan instructions for different maps and imagery layers. The user interface and mouse mobility was not consistent with commonly used methods on National Geospatial Intelligence Agency (NGA) geospatial systems. Also, COP PL needs CBRNE as an option on the drop down menus. Overall, the COP PL capabilities were simple enough for users with very little COP experience to understand situational awareness, and beneficial to the warfighter for COP processing and display. Due to the success and simplicity of COP PL, the Defense Threat Reduction Agency (DTRA) representative recommended the integration of the COP PL tool into the WMD COP software suite. SPAWAR: The operator entered the COP PL Uniform Resource Locator (URL) in a web browser, selected an Area of Interest (AOI), and zoomed into the particulars of the COP. The COP PL tool was used to get several updates. An image file was saved which only showed the labels and icons. Even though the tool worked very well over, the operator reported the response time as very slow. Hanscom: The warfighters found the graphical user interface (GUI) to be cumbersome and not userfriendly. Retrieving information from the system for operational requirements was difficult. OBJECTIVES List CWID Objectives the system supports Provide an enhanced interoperable situation awareness capability, scalable in time, scope and bandwidth within and between information domains. Inherent in this objective is the underlying, continuing need to fuse and distribute information. CONCLUSIONS COP PL used in tactical military scenarios and homeland security scenarios. COP provided situational awareness from all areas of the battlefield, a well as information on land, air, and maritime units, friendly and unfriendly for the military scenario. COP PL provided situational awareness from the US-Canada border region involving terrorist activity to the Public Safety and Emergency Preparedness Canada (PSEPC) to assess the threat area and locate terrorist-response teams. COP PL proved integration capability into C4ISR systems at the strategic, operational or tactical levels. It demonstrated the ability to provide a near-real time display of all red and blue force positions as well as details of operations. COP PL allowed military and government personnel to view fixed and changing geographical positions of friendly and hostile forces from any place, at any time by using a web-based tool, enabling more warfighters access to more accurate information in a timely fashion. COP PL supported hydrographic and land mapping imagery, creating a seamless integrated map. Hooked into GCCS, COP PL displayed air land and maritime tracks in near real-time using MIL-STD-2525B symbology. COP PL provides a highly accurate, very fast situational awareness display, used for blue force tracking and air force tracking. COP PL demonstrated the capabilities to filter classified data from documents to automatically downgrade products to unclassified. RECOMMENDATIONS The COP PL technology is ready for fielding; in fact, elements of COP PL have already been tested and fielded. COP PL is easy to implement and requires no changes to existing systems. Depending on the desired application, an operational evaluation is recommended. COP PL is recommended as a low risk,
easily fielded solution enabling access to geospatial and tactical information by any military and government organizations.
