THE CORPORATION OF THE VILLAGE OF WARFIELD REGULAR MEETING #09-14 A Regular Meeting of the Council of the Village of Warfield held in the Council Chambers on. Present: Mayor B. Crockett Councillor D. Baggio Councillor J. Crozier Councillor T. Milne CAO V. Morelli Excused: Councillor J. Nelson Call to Order Mayor Crockett called the meeting to order at 7:00 p.m. There was a presentation of the financial plan for the 2014 calendar year. Agenda #09-14 THAT the agenda for Regular Meeting #09-14 be adopted as amended with the addition of the letter from Mr. Gord Trotter. Carried 2014-86 Delegations Derril Thomas reported on the tree pruning and shrub clean up he has been doing for the last 20 years throughout the Village. With his trips to the south in the winter he is not available to continue doing the tree pruning. Made some suggestions as to some work that needs doing for beautifying of the community. Mark Stephens was in to complain that he wasn t happy with the information that he received under his request under the freedom of information, and that he had registered a complaint with the commissioner. Asked Council if they had changed their position on the reimbursement program. Asked if someone from the general public would be invited to negotiate along with Council with the City of Trail, so they could be current and up to date on the negotiations at all times.

Carried 2014-88 Referrals from Prior Meetings RE: 646 Calder sink holes That a geotechnical engineer is required to investigate the problem, determine what is causing the sink holes and share the information with the property owner. Moved by Councillor Crozier/Seconded by Councillor Milne Staff to proceed with the investigation of the problem and report back as to the cause of the sinkholes.

Carried 2014-90 City of Trail Silver City Days Parade Moved by Councillor Baggio/Seconded by Councillor Milne The invitation from the City of Trail to attend the Silver City Days Parade is received and filed, as no one is available that weekend. Carried 2014-91 Knights of Columbus Trail/Warfield Citizen of the Year That the invitation to the Knights of Columbus - Trail/Warfield Citizen of the Year recognition is received and Councillor Nelson will be attending. Carried 2014-92 McHappy Day May 7, 2014 Moved by Councillor Baggio/Seconded by Councillor Milne That the invitation to participate in McHappy Day on May 7, 2014 is received, and if any Council member is available, they will attend. Carried 2014-93 City of Trail Recreation/Library Funding Decisions Moved by Councillor Crozier/Seconded by Councillor Milne

Page 4 That the City of Trail s refusal to accept the Village of Warfield s contribution towards the library is received. Carried 2014-94 Letter from Mr. Gord Trotter, property owner in Trail and Warfield Shared a letter with the Mayor of Trail and Council of the Village of Warfield, questioning Trail s fee for a TRP. Mr. Trotter compared taxes in the two communities. Moved by Councillor Crozier/Seconded by Councillor Baggio That Mr. Trotter s letter is received. Carried 2014-95 REPORTS & MEMORANDA True Consulting Sewer Observations Forrest Drive That the sewer report for Forrest Drive is received. Carried 2014-96 Appointment of Chief Elections Officer and Deputy That the request for appointment of Chief and Deputy Elections Officers are received. Carried 2014-97 Financial Matters SCHEDULE OF ACCOUNTS #008 That the commitments and expenditures represented by the accounts payable listed below be authorized and that their payment in the amount of Two Hundred Eight Thousand Four Hundred Fifty Six Dollars and Ninety Two Cents ($208,456.92) in total is approved:

Mayor Crockett has set Monday, May 5, 2014 at 9:00am for A special meeting to take the bylaws to first three readings. Member Reports & Inquiries Councillor Milne gave an update on the progress at the community hall and the road cleaning of the winter sand and rain storms. Mayor Crockett reported that he attended and East End Meeting, and the Mayor s Caucus. At the Mayor s caucus, three initiatives were identified, which pertained to local governments and were applicable to delivery of services and budgets.
