1 Minutes of the Town of Olds Regular Council Meeting held on Monday, September 14,2015 at 1:00 p.m. in the Council Chambers, Olds Town Office. PRESENT - ELECTED OFFICIALS: ln the Chair Mayor J. Dahl. Councillor R. Durieux; Councillor M.J. Harper; Councillor H. Walsh; Councillor W. Bearchell; and Councillor M.A. Ovenruater. ABSENT- ELECTED OFFICIALS: Councillor D. Bennett PRESENT for the regular meeting of Council- STAFF: Norm Mclnnis, Chief Administrative Officer; Garth Lucas, Chief Financial Officer; Scott Chant, Chief Operating Officer; Doug Wagstaff, Chief Operating Officer, Kelly Eskeland, Coordinator of Strategic Affairs. 1. ADOPTTON OF THE AGENDA Moved by Councillor Harper, "to accept the Regular Council Agenda for September 14,2015 as amended with the added closed agenda item." Motion Carried ADOPTION OF PREVIOUS MINUTES 3A) Gouncil Meeting Minutes. Moved by Councillor Walsh, "that the minutes from the August 24,2015 Regular Council meeting be adopted." Motion Carried PRESENTATION AND DELEGATIONS 4A) Proclamation: Environmental Public Health Week Emily Boggis, Public Health lnspector and Shirley Ma, Public Health lnspector with Alberta Health Services were in attendance and gave presentation regarding Environmental Public Health Week. Moved by Councillor W. Bearchell, "that September 21-25,2015 be proclaimed as, Environmental Public Health Week, in the Town of Olds." 2 Town of Olds Council meeting minutes from September 14,2015 Page 2 of5 6: BYLAWS 6A) Land Use Amendment Bylaw Chairman Dahl declared the Public Hearing for Bylaw , to amend the Land Use Bylaw, open at 1:15 p.m. Chairman Dahl asked Chief Operating Officer, Scott Chant, to explain the purpose and effect of the proposed bylaw. COO Chant reviewed the request for decision as contained in the agenda packet Chairman Dahl explained the procedures that will be used for the public hearing Chairman Dahl called for a first time for those in support of the proposed Bylaw to come forward. Chairman Dahl opened the floor to Council for comments or questions Chairman Dahl asked Chief Operating Officer Chant for final comments No final comments. Chairman Dahl declared the Public Hearing for Bylaw closed at 1:19 p.m Moved by Councillor R. Durieux, "that second reading be given to Land Use Amendment Bylaw " Motion Carried Moved by Councillor M.A. Ovenruater, "that third reading be given to Land Use Amendment Bylaw " Motion Carried UNFINISHED BUSINESS 8. NEW BUSINESS 8A) Mountain View Regional Waste Management Commission Bylaw No. I and No. 2 and Gorporate Bylaw No 3 Discussion ensued regarding the role of the alternate representative and voting ability. An Alternate can attend meetings but cannot vote. lt is the responsibility of the appointed representative to share information with the alternate representative.

Durieux, "that Mountain View Regional Waste Management Commission Bylaw No. 1 being a Bylaw respecting the appointment of a Board of Directors and designation of the Chairperson of the Commission be endorsed as presented." Motion Carried Moved by Councillor W. Bearchell, "that Mountain View Regional Waste Management Commission Bylaw No. 2 being the rates and fees to be charged to members and customers of the Commission be endorsed as presented." Discussion ensued regarding interpretation of this bylaw based on volume of waste, requisitions and recycling. Moved by Councillor R. Durieux, "that Mountain View Regional Waste Management Commission Bylaw No. 2 be tabled untilthe next Council meeting." Motion Carried Moved by Councillor W. Bearchell, "that Mountain View Regional Waste Management Commission Bylaw No. 3 being the Corporate Bylaw be endorsed as presented." Motion Carried ) Mountain View RegionalWaste Management Commission Memorandum of Agreement Chief Financial Officer, Garth Lucas reviewed the request for decision in the agenda packet. Moved by Councillor Durieux, "That Council authorize Administration to sign a Memorandum of Agreement with the Mountain View Regional Waste Management Commission to provide financial services to the Commission for the period September 1,2015 to August 31, 20'18." Motion Carried C) Can-PakEnvironmentalContract Chief Operating Officer Chant reviewed the request for decision in the agenda packet. Question regarding the contract and where compost materials will be delivered to as well as the pricing difference on blue bin pick up between the Mountain View RegionalWaste Management Commission and Can-Pak. Moved by Councillor M. J. Harper, "to authorize Administration to sign a Contract Agreement as amended with Can Pak Environmental to provide residential pick up services to the Town of Olds for a period of 2 years with the option to extend 1 year starting October 1, As amended includes compost directed to Olds College and change to the typographical error on page 54, section 7." Motion Carried D) AlbertaUrbanMunicipalitiesAssociation Resolutions Discussion on Resolution Review of Broadband lnternet Availability in Alberta. Olds' Advocacy position should be to encourage connection to the SuperNet. Regarding Resolution , Restoring Access to Canadian Police lnformation Centre; a bulletin was provided with information stating there is already access to the Canadian Police lnformation Centre. Moved by Councillor M.A. Overwater, "that the resolutions package from Alberta Municipalities Association be received for information." Motion Carried

Norm Mclnnis, Chief Administrative Officer left the meeting al2.o7 p.m Moved by Councillor M.J. Harper, "whereas, the Town of Olds recognizes and values the commitment that has facilitated the return of a Pro Rodeo to the Olds community, that in the event Oldstoberfest operates at a financial loss, up to $6, be credited toward the Policing costs provided Oldstoberfest organizers presents to the satisfaction of Administration a final financial report itemizing revenue and expenses." Motion Carried Norm Mclnnis, Chief Administrative Officer entered the meeting at 2:08 p.m 8F) Proclamation: Muscular Dystrophy Awareness Month Moved by Councillor R. Durieux, "the Council of the Town of Olds does hereby declare September 2015 as "Muscular Dystrophy Awareness Month" in Olds, Alberta." Motion Carried REPORTS FROM COUNCIL and various minutes from Authorities. 9A) Reports from Elected Officials and minutes from various Authorities. Moved by Councillor H. Walsh, "that the reports from Council, Authorities, Boards, Commissions, Committees and Task Forces, ending September 14,2015 be received for information." Councillor Ovenivater commented on Mountain View Regional Waste Management Commission finance meeting and closure of transfer station. Councillor H. Walsh reported on the Olds lnstitute Technology meeting. There will be a Digital Futures conference in October that the lnstitute and O-NET will be presenting at physical businesses in Olds are now signed to O-NET. Dollars from Mountain View Power will support the town wide Wi-Fi initiative of the Olds lnstitute. Councillor M.J. Harper attended the Olds College Golf Tournament. Funds this year will be allocated to the Athletic Program at the College. Councillor R. Durieux also attended the Olds College Golf Tournament as well as a Parkland Community Planning Services (PCPS) business strategic planning meeting. Work continues with PCPS on the GIS system. Councillor Durieux attended the Parkland Regional Library meeting where work continues on a strategic plan. Mayor Dahl reminded all of the Harvest Festival this coming weekend. Mountain View Power now has an offering of natural gas. The Mountain View Seniors Housing Sundre project is projected to be completed by the end of 2Q17 with operations to begin June Mountain View Seniors Housing has been rebranded to Mountain View Seniors Housing Foundation. The Foundation has a new executive director and the Foundation's golf tournament fundraiser is this coming weekend. An application to a Central Alberta Economic Partnership award specific to the Splash Park has been completed Voting on Motion
