HACETTEPE UNIVERSITY DIRECTIVE FOR ACCEPTING INTERNATIONAL STUDENTS IN ASSOCIATE AND UNDERGRADUATE PROGRAMS Legal Basis Article 1- This directive is prepared in line with the report of the Higher Education Board's dated 27.01.2010, no 384-3270 on the acceptance of foreign students. Aim and Scope Article 2- The aim of this directive, within the framework of guidelines which will be put into action in 2010-2011 Academic Year to accept foreign students, is to regulate the conditions of registration and acceptance of foreign students for the Faculties and Colleges in our university for the academic year of 2012-2013. General Terms and Conditions Article 3- (1) Provided that the candidates are either studying at their last years in high school or already graduated; a) Those who are foreign nationals b) Those who are Turkish citizens by birth, those who hold the permission from the Ministry of Internal Affairs of Turkey to cease to be a Turkish citizen, and their underage children who are registered these people s expatriation document and have the document issued in accordance with the Turkish Citizenship Law on the Exercise of The Legal Rights c) Those who hold dual citizenships: Those who are non-turkish citizens by birth but who became Turkish citizens, d) Those who are Turkish citizens by birth and who have completed their high school education abroad other than in Turkish Republic of Northern Cyprus. e) Those who are originally citizens of the Turkish Republic of Northern Cyprus (TRNC), who still reside in the TRNC, who have completed their high school education in the TRNC and who have had the GCE AL exam, and those who were enrolled in foreign high schools in 2005-2010 and have or will have the GCE AL exam. The candidates who meet those requirements listed above may apply for the program. (2) The applications of candidates who fall into one of the following categories cannot be accepted
a) Those who are Turkish citizens by birth and who have completed all their high school education in Turkey or in Turkish Republic of Northern Cyprus b) Those who are originally citizens of the Turkish Republic of Northern Cyprus (TRNC) (with the exception of those who have completed all their high school education in TRNC and who have had the GCE AL exam and those who were enrolled in foreign high schools in 2005-2010 and have or will have the GCE AL exam). c) According to the definition given in (1), clause b, those who hold dual citizenships and are Turkish citizens by birth (with the exception of those who completed their all high school education in a foreign country other than TRNC and those who completed their all high school education in Turkish schools based in a foreign country other than TRNC). d) Those who hold dual citizenships with one of them being TRNC (with the exception those who have completed all their high school education in TRNC and who have had the GCE AL exam and those who were enrolled in foreign high schools in 2005-2010 and have or will have the GCE AL exam). e) Those who hold dual citizenships and Turkish citizens by birth as described in (1), clause b, and those who received their high school education at high schools within embassies in Turkey and foreign high schools in Turkey. Application Article 4- (1) Details regarding to application process will be available on university's web page in April. Applications will be carried out over the internet links provided by the Registrar's Office on their web site. The candidate is expected to send all the necessary documents to the application address either by delivering them in person or snail mail. Applications failed to be delivered within the deadlines or failed to show all the necessary documents for application cannot be processed. (2) The application form is consisted of five sections: I. Personal details of the candidate: The candidate is required to fill out his/her personal details II. High school Details of the Candidate: The candidate is required to fill out his/her high school education details III. Preferred Programs: These are the programs that the candidate wishes to be placed in Hacettepe University. The candidate is required to fill this section with his/her three choices according to their order of importance. IV. Exam results: The candidate is required to specify the type of exam and its score which s/he will be using in his/her application. This section is only reserved for the type of exam and its score. Those who have more than one exam results can only
indicate one of them which would be used for the evaluation. Minimum score requirements and exam types are indicated below. V. Declaration and Commitment: It is the signature by which the applicant declares that the information s/he had provided in the application form is true and that his/her application would be ineffective and s/he would waive his/her vested rights if s/he fails to provide the original documents indicated in his/her application. (3) Exam results accepted during the application process: a) Internationally accepted and valid exams and High school diplomas could be used during the replacement procedures in our university. Each year, during April, the Commission for Accepting Foreign Students announces the exams and score types that would be used during the following academic year after its acceptance by the University Senate. The result of Turkish Proficiency test is not taken into consideration if there will be a separate test for this specific field. b) There is no validity limit for high school graduation exams such as GCE, International Baccalaureate, Tawjihi etc. Yet, those exams used for university entrance such as SAT, TQDK, Gaokao etc. are only valid for two years starting from the date of the exam. c) In order to apply a department/program that receive its students with special talent test(s), an applicant should acquire a minimum score from the tests for other departments. Those who wish to apply such programs should inquire to the related faculties/colleges for the quotas, application procedures and necessary requirements. d) In order to apply to two-years associate programs within vocational high schools, it would be sufficient to obtain a minimum score in the exam that would be indicated in application process. (4) Documents for application: 1- Application Form for Foreign Students: This is accessible via university web page. It is necessary that, after filling up the form and uploading it to the system, a print out should be signed and, with other documents, send to the application address. 2- High school diploma: a notarized copy of the diploma in either English or Turkish languages. Note: A certificate of equivalence, which would show that the diplomas in question are equivalent to their Turkish high school counterparts, would be requested during the registration and is obtainable from the Turkish Ministry of Education and/or Turkish Embassies/Consulates. 3- Exam Result Report: The original or certified copy of the document.
4- A photocopy of the passport page that would show the picture and identification information of the applicant. (5) Applications or replacement procedures of those who have submitted incomplete or incorrect documents or have not signed the forms will be nullified. Address for Applications: Hacettepe Üniversitesi Öğrenci İşleri Dairesi Başkanlığı 06100 Sıhhiye/ANKARA Assessment of Applications Article 5- (1) Assessment of applications and the placement of candidates are at the discretion of Hacettepe University. Those with exam scores below the limits determined by the Faculties or Colleges and those who do not comply with other application conditions are not considered for application process. Applications are evaluated according to the rules determined by the University Administration under the condition that the quota would not exceed 20% of the total allocation for the Turkish students. (2) The assessment of candidates who have applied to certain programs which accept students after a special talent test is carried out according to the criteria that laid out in the directives for such exams. (3) Additional placement procedure for the empty places which would be available after exact registration dates would be determined by the Hacettepe Rectorate. Announcement of the Results Article 6- (1) The results would be announced on the Registrar's Office web site until the end of the exact registration dates. (2) Those whose applications accepted will be sent an acceptance letter by the Hacettepe University. Applicant are expected to go the Turkish Embassy in their countries (or the nearest country) with this letter and receive a "Education Visa". This visa is necessary to enter Turkey and register university. Financial Indemnification Article 7- Students who are admitted to our university are expected to, in the course of their stay in Turkey, provide their own financial support for their accommodation, food, education materials and personal necessities. Article 8- (1) Registrations are carried out in every year at times and places that announced by the Registrar's Office. Those who do not complete their procedures cannot claim any rights regarding registration. (2) Documents for Registration 1- A certificate of equivalence, which would show that the diplomas in question are equivalent to their Turkish high school counterparts. It is obtainable from the Turkish Ministry of Education and/or Turkish Embassies/Consulates. 2- The original and certificated, by a Turkish Embassy or Consulate, copy of the High School Diploma. 3- The original and certificated, by a Turkish Embassy or Consulate, copy of the Exam Result. 4- A photocopy of the passport page or official identification paper, certificated by a Turkish Embassy or Consulate, that would show the picture and identification information of the applicant. 5- Bank receipt for the paid university fee (would be determined by the University Board on the criteria set by the Council of Ministers in every year). 6- "Education Visa", obtained from the Turkish Embassies in applicant's home country. 7- The original copy of Foreign Language-Turkish Proficiency, certified by a Turkish Embassy or Consulate in candidate's country. 8-10 passport photographs 9- Registration-Acceptance Declaration Document Education & Teaching Article 9- Turkish Preparation (a) Certificate for Turkish Proficiency is not required for programs conducted fully in a foreign language. Yet, if there is a need for Turkish Proficiency in some programs, upon reasoned opinion of the related department and with the approval of HU- TOMER, such a document would be required by the administrative board which controls the department in question. The level of Turkish proficiency for the departments is determined by HU-TOMER. Also, decisions regarding to those students with Turkish Scholarship, various international scholarships etc. are taken with a special attention to the rules specified in those programs. (b) For those students who have applied to some programs, which Turkish is the main language and another language is partly used, and cannot prove their
proficiency in Turkish, the Center for Language Teaching, Application and Research in HU would conduct a proficiency exam. the pass grade for this exam is C1. A1 and A2: Their Turkish language skills are satisfactory. They may begin their education. They are required to take obligatory Turkish Language courses with Turkish students. B1, B2 or C1: Their Turkish skills could be better within a short period. They are required to take courses designed for the foreign Students and determined by the Center for Language Teaching, Application and Research in order to advance their Turkish language skills. Students who fail to receive the grade from Turkish Proficiency Test determined by the Center for Language Teaching, Application and Research of the HU, could either be accepted into Turkish preparation classes or given a year leave to learn Turkish language. Those on leave, at the end of their allocated period, are required to take a proficiency test or its equivalent approved by the University Board and those who could receive a minimum score or above determined by the University Board will be General Provisions Article 10- Hacettepe University, with the Senate's decision(s) and approval, in order to reflect the current changes, has the right to make changes on various exams and minimum scores such as university entrance exams and high school graduation exams and on application and replacement procedures. Also, Hacettepe University can use its own placement examination or use other examinations employed by other universities. Article 11- Foreign students, who have earned a place in Hacettepe University, would be treated according to the decision of the Higher Education Board on matters related to application and replacement when such matters are not mentioned in this directive. Likewise, on matters related to education and teaching, the terms and provisions laid in the "Hacettepe University, Directive for Associate, Graduate and Summer Term Education, Teaching and Examination" and "Hacettepe University, Directive for Foreign Language Preparatory Education, Teaching and Examination". Article 12- A commission will be constituted to evaluate the applications of foreign students under the directorship of vice-chancellor who is responsible for the education and teaching at the university board. Abrogated Directive Article 13- The Hacettepe University Directive for Accepting Foreign Students, accepted by the University Board in 25.02.2010 and numbered 2010-29, has been superseded.
Enforcement Article 14- This Directive will take force by the decision of the University Board. Implementation Article 15- This Directive will be implemented by the Rector of the Hacettepe University.
