Introduction to HKCAD Regulates the civil aviation activities at Hong Kong Special Administration Region of China Air navigation service provider and provides air traffic control services to all aircraft operating in and out of Hong Kong International Airport and within the Hong Kong Flight Information Region (FIR)

Background HKCAD Certification & DOA Requirements Modified from UKCAA and EASA requirements In transition from HKAR-1 to HKAR-21 for Certification and DOA/POA Effective from Feb 07; full cut over on Aug 11 HKAR-21 is very similar to EASA Part-21 GM very much follow EASA

Coming next Implementation Some drop out, some join in Full cut over on August 2011 2 new overseas applicants submitted application Refine and align Design Organisation Handbook (DOH) procedures during coming audits for those already approved

Difficulties Reluctant to change from industry Change to practices, procedures, setup, systems, training etc Not seeing as urgency (last minutes submission!) Lack of experience CAD and industry Resources Staff, cost & expertise

Similarity to EASA regulation Take advantage of a major aviation authority Resources, update information, administration, expertise, etc Recognition Need fine tuning to suit own situation Local requirements and situations Raising of capability Experience

Recommendations EASA consider sharing practical information to authorities Checklists, questionnaires, forms, procedures, etc EASA consider provide workshop/training of how to manage and regulate Part 21

Future Further development of HKAR-21 Enhance capability of HKCAD on Certification and DOA/POA Develop closer relationship with EASA Further cooperation with CAAC of mainland China Recognition and harmonisation
