NCMC DUAL CREDIT PURPOSE Dual credit courses enable high school students to simultaneously receive both high school and collegelevel course credit. Dual credit courses may be taught by full-time or adjunct NCMC instructors who instruct high school students either on-ground in the high school, online, or through interactive television. However, the majority of dual credit courses will be taught by NCMC approved high school instructors, with supervision by on-campus NCMC instructors through the Blackboard (Bb) Internet platform. The Dean of Instruction is responsible for certifying to the Coordinating Board for Higher Education (CBHE) that NCMC is in full compliance with CBHE guidelines on dual credit. Compliance with CBHE standards ensures that dual credit courses will be accepted in transfer to Missouri colleges and universities in the same way as the same courses taken on the campus of North Central Missouri College. Many high school students in Missouri now take advantage of the opportunity to attend college while in their junior and senior years of high school. North Central Missouri College offers you this same opportunity through its dual credit program with your high school. By participating in the dual credit program, a high school student can make substantial progress toward a college degree before finishing their senior year of high school. DUAL CREDIT PROGRAM DESCRIPTION What is dual credit? Dual credit is a program that allows qualified high school students to enroll in college-level classes that earn both high school and college credit. The program is operated jointly by the high school and North Central Missouri College. Students receive credit at both institutions upon successful completion of a dual credit course or courses. Many high school students in Missouri now take advantage of the opportunity to attend college while in their junior and senior years of high school. North Central Missouri College offers you this same opportunity through its dual credit program with your high school. By participating in the dual credit program, a high school student can make substantial progress toward a college degree before finishing their senior year of high school. Who is eligible to take dual credit courses? At all institutions students must have a minimum overall non-weighted, high school grade-point average of 3.0 (on a 4.0 scale) or the equivalent, and be recommended by the high school principal or his or her official designee. High school students must also meet the same requirements for admission to individual courses (e.g., English or mathematics) as those required of on-campus students (e.g., ACT, ASSET, COMPASS, PLAN, or other placement test scores). Specific placement tests may not be required for admission to some college courses. High school juniors and seniors who meet the above requirements will be eligible for dual credit courses. Under special circumstances, freshmen and sophomores with superior academic talents may take dual credit courses. Freshmen and sophomores must demonstrate their competency by scoring at the 90 th percentile or above on the ACT or SAT. Moreover, the recommending high school counselor and the college academic department official must concur that a younger student can benefit from dual credit in the specific course and learn at the collegiate level. What dual credit courses are usually offered? NCMC offers a full-range of general education courses as dual credit including introductory college-level courses in Art Appreciation, General Biology, Intro to Chemistry, English, Speech, Foreign Language, History, Geography, College Algebra, Elementary Statistics, Trigonometry, Music Appreciation, Health Education, National Government, General Psychology, and General Sociology. In some cases, technical and career courses such as Elementary Accounting I and II, and Microcomputer Applications I might also be offered as dual credit courses. How are dual credit final grades recorded? Final grades for dual credit courses will be reflected on both the student s high school transcript and on the college s permanent record. 5

Who pays for dual credit classes? Each student is billed separately for the classes he or she enrolls in. Payment must be paid in full to the Student Accounts Office by the deadline. Students will not be eligible to enroll for the next term until all outstanding balances are paid. Students are eligible to set up a payment plan through the student accounts department, 660-359-3948, Ext. 1508. For all institutions however, all students must have a minimum, non-weighted, cumulative, high school grade-point average of 3.0 (on a 4.0 scale) or the equivalent, and be recommended by the high school principal or his or her official designee. If your school uses a scale other than 4.0, we will use the following formula for calculating entrance requirements: Divide the GPA by 2.75. Example: 9.2 (on an 11.0 scale) divided by 2.75 = 3.34 (converted to a 4.0 scale.) High school students must also meet the same requirements for admission to individual courses (e.g., English or mathematics) as those required of on-campus students (e.g., ACT, ASSET, COMPASS, PLAN, or other placement test scores). TRANSFERABILITY OF DUAL CREDIT Dual credit programs are not designed to replace a substantial segment of the academic experience on a college campus, but rather these programs are created to provide high-achieving high school students with opportunities for acceleration. High school students vary in their academic preparedness and in their capacity to complete collegiate-level work while in high school. The number of credit hours successfully completed by a high school student in dual credit programs will be related to their ability level. Since dual credit programs are predicated on the portability of transcripted college credit, the following guideline should anchor the decisions made by the high school student and the receiving institution: students receiving dual credit from 6

institutions in compliance with these policy guidelines can expect to transfer credit up to the equivalent of five courses. Five courses shall be assured in transfer to all public institutions and independent/proprietary signatory institutions. "Equivalence of five courses" means five individual courses, regardless of the credit-hour value of those courses. Students who wish to transfer more than five dual credit courses should consult the institution of higher education to which they intend to transfer in order to determine if the institution has a policy regarding the acceptance of dual credit courses used for the completion of a college degree. All courses presented for transfer shall be evaluated based upon written transfer agreements in force among/between institutions. However, institutions shall be cognizant of the impact of their policy concerning courses above the assured five courses on articulated transfer agreements with other institutions. Institutions are encouraged to review the consistency of articulated transfer agreements with their dual credit policies. Dual credit courses shall be evaluated on the same basis as on-campus courses for transfer purposes. Each institution s dual credit acceptance policies shall be uniform. Institutional policies concerning dual credit should be applied equally to all institutions, including one s own institution. Students with dual credit transcripted courses who complete Associate of Arts (AA) degrees will be received in transfer the same as all AA degree transfer students. The receiving institution should not, however, impose any limits that preclude high school juniors and seniors from earning additional credit through regular summer and/or evening enrollment in college courses taught by college instructors as allowed by dual enrollment, early admissions, or other college programs such as articulation agreements, advanced placement, or other accepted means of testing or granting credit. Credit earned by students in dual credit courses that meet the above guidelines shall fall under the same CBHE guidelines as that for credit in college courses subject to transfer between public and independent institutions in Missouri. College credit earned through high school dual credit courses shall be applicable toward associate and/or baccalaureate degree requirements and shall be eligible for transfer. All student rights and responsibilities as outlined in the CBHE s 1998 Credit Transfer Guidelines shall apply. Institutions must publicize their policies related to the acceptance of dual credit beyond the equivalent of five courses. ASSESSMENT OF STUDENT PERFORMANCE FOR DUAL CREDIT The responsibility for the development of assessment and evaluation measures to assure dual credit quality and comparability resides with the NCMC instructor in the appropriate academic discipline. In general, comparability between the dual credit course taught in the high school and the corresponding NCMC course should be demonstrated by using the same methods of assessment and/or identical testing procedures and by employing the same means of evaluation, which will be graded by the high school instructor or designee and supervised by the appropriate NCMC instructor. On a periodic basis NCMC instructors will be evaluating the course for quality control. This may include requiring the dual credit instructor to upload required information such as tests, syllabi, etc. 7

ENROLLMENT AND FEES FOR DUAL CREDIT Students must comply with all NCMC financial policies. Please refer to the current NCMC Dual Credit Handbook for enrollment deadlines. NCMC s Dual Credit tuition rate is $90 per credit hour. Dual Credit Student Applicants who pay by cash or check must submit an initial minimum payment of $50 per credit hour at the time of application. The NCMC student accounts office will bill them for the remaining balance. Students wishing to pay by credit card will not be required to submit an initial payment instead they will be billed after their application is processed. NCMC will rebate 30% of the tuition, per course, to the high school. The high school can then choose how to utilize the rebate money. Any outstanding tuition owed by dual credit students will be withheld from the high school rebate. Students who have outstanding debt from previous terms will not be allowed to enroll in current classes until all tuition and fees are paid. Online courses will not have rebates due to these courses being taught by NCMC s Faculty. DUAL CREDIT FACULTY INFORMATION Faculty Qualifications In order to provide your students with quality collegiate-level education and to enhance transferability, the Missouri Department of Higher Education requires all dual credit instructors to meet the following guidelines: Master s degree in the subject they wish to teach or Master s degree in any other subject area, with a minimum of 18 hours of graduate coursework in the subject they wish to teach. Potential dual credit faculty are subject to the following procedures for employment: 1. Potential Dual Credit faculty must send a current resume and official transcripts to NCMC for approval process. 2. A letter must be sent to NCMC from the high school principal or counselor stating which dual credit courses will be offered each semester and who will be teaching them. The NCMC Dean of Instruction may determine that certain exceptions can be made by agreeing to do an 18-hour plan of study, which must be worked out prior to teaching a dual credit class for North Central Missouri College. All other policy guidelines are listed in the Policy Guidelines for the Delivery & Transferability of Credit Obtained in Dual Credit Programs Offered in High Schools with Clarifying Comments and the NCMC Adjunct Faculty Handbook which are located in the appendix of this handbook. Roster Verification All dual credit faculty need to make sure rosters are accurate and report any discrepancies to Whitney Trump before the drop deadline for that term. It is critical that this verification takes place before the drop deadline in order to insure all students are properly enrolled and course tuition has been accurately charged. Failure to verify rosters could result in students missing the drop deadline and paying for a course that they did not intend to stay enrolled in. Grade Submission All dual credit faculty must submit their grades for their dual credit courses at the end of the term through SAIL. In order to submit students overall grades for one of your dual credit course sections through SAIL follow the 7 steps listed below: 1. Select the Classes tab. 2. Select the Grading menu item. 3. Select the Overall Grades option. 4. Select a Year and then view the list of your courses for that year. 11

5. Select the Course section for which you want to enter overall course grades. 6. In the My Grade column, you can change grades for students for whom the Actual Grade has not yet been approved or posted. 7. Select the appropriate button to record the students grades: Save If the time period is not open for grading, you will only be able to Save the students grades. If the time period is open for grading but you are not ready to submit the students grades, select Save to just record the grades for now. Submit Midterm If the time period is open for grading, your institution has enabled midterm grading, and you are ready to submit the students midterm grades for the course section, select Submit Midterm. Submit Final If the time period is open for grading and you are ready to submit the students overall grades for the course section, select Submit Final. 12

DUAL CREDIT APPLICATION AND COURSE REGISTRATION INSTRUCTIONS Instructions for enrolling personnel: Hand out Student Brochures and Dual Credit Application and Course Registration forms to all students. Discuss dual credit courses and provide course numbers to students. Provide deadline for submission of the forms from students to the high school office. Forms will need to be signed by the students parent or guardian before submission if the student is under 18. Explain billing expectations. $50/credit hour must be included with the Application/Registration form if paying by cash or check. Students with outstanding fees from previous terms will not be allowed to enroll until the outstanding fees are paid. Students may retain the gold copy of the form for their records. Instructions for high school office personnel: 1. Verify pre-requisites for students ACT, ASSET, PLAN, or COMPASS test required for Math, National Government, History, Life and Physical Science, and English courses 3.00 non-weighted, cumulative, high school grade point average required. 2. Forms must be signed by high school principal or counselor. Please do not submit forms to NCMC for students who do not meet the established guidelines. 3. Detach the pink copies of the Application and Course Registration forms for the high school files. 4. Attach high school transcripts (including test scores) to the remaining two copies of the Application and Course Registration forms. You do not need to send a new transcript for returning students in the spring semester unless: Student was borderline on the GPA requirement Student has a new ACT or other Placement exam score 5. Mail registration forms, transcripts, and payment to: NCMC c/o Dual Credit 1301 Main Trenton, MO 64683 Course rosters will be available on the instructors SAIL account once all registrations have been approved and entered. Any names that do not appear on the roster are NOT enrolled in the dual credit course. Please notify NCMC immediately if there are any changes. 13
