2 Dual Enrollment Instructor Information Packet Introduction Thank you for considering teaching Dual Enrollment (DE) with Scottsdale Community College (SCC). Through dual enrollment partnerships with area high schools, SCC is able to offer college credits to high school students. Dual enrollment offers high school students the opportunity to get a head start on college and prepares them for the transition to college. This packet provides you information in five areas. First, it defines dual enrollment and its related terms. Second, it outlines the requirements that must be met by the college and the high school before courses can be offered. Then, it outlines the roles and responsibilities of the various participants in the program. Finally, there is an Appendix of documents needed to start the DE process. 3 Terms and Definitions Dual Enrollment - ARS Dual Enrollment Course means a college level course that is conducted on the campus of a high school or on the campus of a joint technological education district, that is applicable to an established community college academic degree or certificate program, and that is transferable to a university under the jurisdiction of the Arizona Board of Regents. A dual enrollment course that is applicable to a community college occupational degree or certificate program may be transferable to a university under the jurisdiction of the Arizona Board of Regents. Concurrent Enrollment Concurrent Enrollment classes meet at a college site or online and are not affiliated with the high school. Students interested in concurrent enrollment must submit a special admission form. Students need prior approval from their high school counselor or administration to verify that these college courses will satisfy high school requirements. FTSE Full Time Student Equivalent is found by multiplying the number of students enrolled in each class by the course credit hours, then dividing that number by 15 (the number of credits considered a full-time student in a term). FTSE is used by colleges as a way of measuring student enrollment (similar to attendance at K-12 schools). FTSE is also used to determine funding for programs and colleges (similar to Average Daily Membership at K-12 schools). IGA Intergovernmental Agreements are written contracts between government agencies. Like a contract, the agreements outline the responsibilities and benefits to the parties involved. Arizona State Statutes require colleges in Arizona to have an IGA with each school district, private school or charter school before offering dual enrollment courses at the schools. Reimbursement High schools that offer dual enrollment courses are reimbursed by the college to help offset the cost of offering dual enrollment courses. The funding is intended to assist high schools in areas such as facilities costs, supplies, equipment, college textbooks, administrative overhead, and professional growth for teachers. Reimbursement is calculated using annualized FTSE. State Statute Governances set forth by which the community colleges, public schools and government organization must operate. Arizona Revised Statutes (ARS) Title 15 addresses education in Arizona. Sections , and relate to dual enrollment. Policies Operational guidelines set forth by the Maricopa County Community College District (MCCCD) to insure colleges comply with the ARS. MCCCD policies related to dual enrollment must be followed to insure compliance with the ARS. Prerequisite A requirement (course, skill, assessment) that must be completed before a student is allowed to enroll in a course. Dual enrollment students must meet all prerequisites for courses in which they plan to enroll. 3
4 Requirements for Dual Enrollment 1. Instructor A Dual Enrollment Instructor must meet the same qualifications as faculty who teach on the SCC campus. These qualifications can be found on page 11 of this packet. 2. Supervising Faculty SCC faculty who will assist dual enrollment instructors in areas such as training, curriculum alignment, evaluations, assessments and professional development. 3. Curriculum The high school curriculum must be aligned to meet college course competencies. In some cases, the college course competencies are already in place. In other cases, the instructor will work with SCC faculty to make necessary changes. 4. High School Administration - Provides an environment that encourages and supports dual enrollment opportunities. High school administration will assist in establishing dual enrollment courses in the school schedule. However, administrators should not intervene in college policies and procedures such as evaluations, grievances, student discipline or grading. 5. Policies and Procedures - Instructors and students are required to follow the policies and procedures which govern Scottsdale Community College and the Maricopa County Community College District. These include, but are not limited to, the following related areas: Attendance, Grading, Important Deadlines for Students, Academic Probation (Progress), Instructional Grievance Process, Non-Instructional Complaint Resolution Process and Withdrawal/Withdrawal Procedures (Students/Faculty). Details on each may be found in the SCC Catalog at catalog.html. Also, Instructors must comply with ARS Statues and IGA related to Dual Enrollment. (See Arizona Revised Statute , 4
5 Steps for Developing a Dual Enrollment Course The steps given below are guidelines for teachers and high schools interested in offering dual enrollment courses. If at any time you have a question related to potential or current dual enrollment, please contact Paul Langworthy, Scottsdale Community College Dual Enrollment Coordinator at (480) or paul.langworthy@sccmail.maricopa.edu. 1. Review the Minimum Requirements for Faculty Position (page 10 of this packet). This document is a general guideline. Some subject areas may have more or fewer guidelines. Contact Paul Langworthy with questions about how your qualifications may be applied. 2. Go to to review SCC course descriptions and competencies to see if the high school and college curriculums are closely aligned. 3. Submit DE Instructor Interest Inventory form to SCC DE Coordinator (page 11 of this packet). 4. Meet with SCC DE Coordinator to discuss opportunities to offer DE courses. 5. Meet with SCC subject area department chair or assigned supervising SCC faculty to review instructor qualifications and discuss curriculum alignment. This person will be your supervising faculty for the course. SCC department approval is required at this point to continue. 6. Complete SCC application information a. Application packet (pages 12-18) should be completed and sent to: Vicky Owen, Manager College Employee Services Scottsdale Community College 9000 E. Chaparral Road Scottsdale, AZ b. Official transcripts showing degrees and subject area courses should be sent to Vicky Owen at the above address. 7. Instructors will read the online Family Educational Rights and Privacy Act (FERPA) Primer and take the online FERPA Tutorial at 8. Vicky will process new faculty hire information; if the packet is complete, she will notify SCC Help Desk to enter teacher as an Institutional Guest Instructor (Adjunct Faculty). 9. Instructors will contact SCC Help Desk at or (480) a. Obtain MEID # for Institutional Guest Instructor b. Set up SCC account 10. Proposed course will be created in the SCC Student Information System (SIS), listing the course sections with the assigned Instructor. 11. Continue to meet with supervising faculty for training and curriculum alignment as needed. 12. Using the template provided on pages 19-21, develop an SCC syllabus for the DE course. The syllabus must contain certain elements that clearly define to students that they are taking an SCC course. Consultation with supervising faculty will provide additional samples of course syllabi. 13. Set a time for the SCC DE Coordinator to visit your school to present information to potential DE students, administer placement test if necessary and register those students for DE courses. 5
6 Dual Enrollment Coordinator Roles and Responsibilities Course Preparation 1. Explain Dual Enrollment program to high school personnel 2. Work with high schools to identify and develop DE opportunities 3. Coordinate course development with appropriate SCC department chairs, faculty, and personnel 4. Insure that courses meet SCC requirements: curriculum, description, syllabus, competencies, textbooks, exams, etc. 5. Communicate with faculty and students regarding changes to course materials 6. Manage credentialing process of high school teachers who wish to instruct DE courses 7. Coordinate with appropriate SCC personnel to verify each instructor s qualifications Registration 1. Establish dual enrollment courses at participating high schools a. Registration paperwork b. Required testing 2. Supervise and maintain secure procedures for registration paperwork and payments a. Deliver registration materials to students b. Notify students of registration requirements, eligibility and deadlines c. Collect registration and verify accuracy d. Deliver completed registration forms to SCC Admissions & Records Department e. Verify computer entry of student information per SCC procedures 3. Supervise and maintain student payment procedures a. Outline payment methods available to students b. Set and maintain deadlines required for student payments c. Assist teachers in identifying unpaid students Course Administration 1. Coordinate SCC DE supervising faculty a. Train supervising faculty to mentor DE instructors at each high school b. Provide ongoing guidance during each semester 2. Support DE instructors in managing unique issues and situations in collaboration with supervising faculty 3. Oversee submission of required documents for SCC Admissions & Records 4. Verify course rosters and grades for accuracy and deadlines 5. Address issues related to SCC policies and procedures in collaboration with supervising faculty 6. Facilitate training and professional growth for supervising faculty and DE instructors Post Course Review 1. Confirm entry of grades into SCC student information system 2. Coordinate and track semester reviews of each DE instructor and course 3. Prepare reports as required by SCC, MCCCD, and the state of Arizona 4. Investigate with supervising faculty what changes and improvements should be made 6
7 7 Scottsdale Community College Dual Enrollment Instructor Roles and Responsibilities Course Preparation Work with SCC Dual Enrollment Coordinator and SCC supervising faculty to assure that all required processes are completed prior to teaching the course. Review Steps for Developing a DE Course for assistance in these areas. 1. Complete adjunct faculty application and file with Vicky Owen 2. Get SCC online account and take FERPA Tutorial 3. Obtain approval of course curriculum from supervising faculty 4. Obtain approval of course syllabus from supervising faculty and submit to Paul Langworthy Registration Complete the registration process with assistance from SCC s Dual Enrollment Coordinator. 1. Set dates and times for the following: a. Student informational session on DE b. Student enrollment and registration c. Student testing (required for courses in Math, English and Reading) 2. Assist in sharing DE materials and information, especially with students who were absent during initial DE information session 3. Assist with completion of the registration materials. a. Review with students the required documents, eligibility requirements, prerequisites, and signatures required for enrollment and registration. i. Proof of citizen status (Prop 300) ii. Signatures from school official and parents iii. SAIS number (State student ID number) iv. Proof of qualifications for academic courses (PSAT, SAT, ACT, AIMS) b. Reinforce student registration deadlines c. Confirm with students that tuition and fees have been paid by one of the recommended processes and by required deadlines Course Administration 1. Verify student class rosters by using your SCC account access to the Student Information System (SIS) 2. Verify Initial and 45th day class rosters by the required SCC deadlines 3. Set date and time with supervising faculty to conduct evaluation 4. Work with supervising faculty to coordinate student evaluations of DE Instructor 5. Complete final grades using SCC account access to SIS. Follow SCC procedures for student withdrawals and for assigning Incomplete ( I ) grades, if applicable. Post Course Review 1. Conduct an individual assessment of how the course was taught. Performing a plus/delta may assist in discovering opportunities for improvement. 2. Discuss with supervising faculty any concerns, suggestions and opportunities related to curricular areas. 3. Discuss with SCC DE Coordinator any concerns, suggestions and opportunities that are related to processes and procedures of dual enrollment.
8 8 Scottsdale Community College Supervising Faculty Dual Enrollment Roles and Responsibilities Course Preparation 1. Initial meeting with prospective DE instructors for designated SCC Department/Division (DE Coordinator will frequently facilitate this meeting) a. Discuss qualifications with potential DE instructor b. Review curriculum for potential alignment with SCC courses 2. Review completed DE instructor s application documents with Vicky Owen to verify compliance with SCC requirements 3. Verify that Department/Division Secretary receives an stating that packet has been processed and is completed 4. Assist DE instructor in creating course policies and materials a. Establish policies attendance grading department specifics b. Verify course alignment i. Curriculum ii. Textbook (title, author, ISBN #) iii. Syllabus (use template provided by SCC) iv. Other instructional materials, if used v. Competencies / Learning Outcomes / Objectives vi. Exams, quizzes, and other assessment instruments Registration Assist in creating courses and section numbers in SCC SIS for all DE courses. Include these: Notes = 10, 99 HS = Dual Enrollment Building = HS name Course section = closed Course Administration 1. Communicate with DE Instructor 2. Evaluate DE instructor (first three semesters, then once annually after) 3. Coordinate student evaluations of DE Instructor (annually) 4. Send DE Coordinator an stating the DE Instructor s name and date of evaluation 5. Assist DE instructor with grade entry into SCC Student Information System (SIS) Post Course Review 1. Recommendations a. How to improve the DE process b. Instructor i. Evaluate DE instructor once each semester, consistent with SCC policies ii. Evaluate DE instructor once annually after two years iii. Submit completed evaluation to Vicky Owen c. Improvements for continued course offerings d. Ideas for additional course offerings
9 Partner High School Roles and Responsibilities* For Dual Enrollment Course Preparation 1. Offer to qualified high school students an opportunity to earn academic and occupational credit through Dual Enrollment (DE) courses, according to Intergovernmental Agreement (IGA) between Scottsdale Community College (SCC) and partner high school 2. Work with SCC DE liaison to manage all DE program activities and course development 3. Along with SCC DE liaison, evaluate course offerings, curriculum, competencies and teacher qualifications 4. Develop DE courses, along with SCC DE liaison 5. Encourage teachers who wish to instruct DE courses to: a. Submit Interest Inventory to SCC DE Coordinator (page 11) b. Submit MCCCD Employment Packet and official transcripts to designated SCC employee (pages 12-17) c. Meet as needed with SCC DE Coordinator 6. DE instructors submit to SCC a syllabus for courses to be taught 7. Receive DE inquiries from other teachers, administrators, students, parents, school district staff and board members 8. Publicize SCC DE program to students and distribute brochures, with assistance from SCC DE liaison Registration 1. Schedule meeting times for SCC DE liaison to present DE program to students 2. Assist SCC DE liaison with registration materials and procedures 3. Deliver DE student registration documents to SCC DE Coordinator--no less than weekly via actual documents, fax, or ; daily is preferred Course Administration 1. Coordinate student assessment and grades, following SCC procedures 2. Provide DE instruction in accordance with SCC policies, regulations and instructional standards 3. Facilitate DE instructor evaluations by SCC during each of the first three semesters of teaching, then annually thereafter Post Course Review 1. Submit to SCC survey questionnaires which evaluate the program s benefits to the high school 2. Receive reimbursement at a rate of $1000 per annualized FTSE, with additional reimbursement of $300 per annualized FTSE for laboratory and computer courses 3. Provide AZ state required report information in accordance with the Intergovernmental Agreement (IGA) *This document supplements the Intergovernmental Agreement (IGA) between the partner high school and SCC. 9
10 College Dual Enrollment Roles and Responsibilities* Offer to qualified high school students an opportunity to earn academic and occupational college credit through Dual Enrollment (DE) courses, according to Intergovernmental Agreement (IGA) between Scottsdale Community College (SCC) and partner high school. Provide a Dual Enrollment liaison to manage all DE program activities. Assist high school teachers and administrators in evaluating DE course offerings, curriculum, and course competencies. Course Preparation 1. Evaluate the qualifications of high school teachers to instruct DE courses, according to Maricopa County Community College District s (MCCCD) policies. 2. Meet with high school teachers interested in teaching DE courses to determine if a DE course is in the best interest of students, high school, and SCC. 3. Evaluate DE courses, using SCC guidelines (curriculum, textbooks, tests, etc.). 4. Supply a syllabus template to DE instructors. Registration 1. Provide registration materials and procedures 2. Collect registration materials from high school 3. Evaluate student test scores and registration eligibility 4. Provide a process for students to pay tuition and fees 5. Oversee student registration process, following SCC procedures Course Administration 1. Coordinate student assessment and grades, following SCC procedures 2. Oversee evaluations of DE instructors each of the first three semesters of teaching, then annually thereafter Post Course Review 1. Evaluate progress of DE program to determine benefits to involved parties 2. Reimburse high schools at a rate of $1000 per annualized FTSE; there is an additional reimbursement of $300 per annualized FTSE for laboratory and computer courses 3. Submit annual report and DE achievement studies to AZ Joint Legislative Budget Committee *This document supplements the Intergovernmental Agreement (IGA) between the partner high school and SCC. 10
11 Minimum Requirements for Faculty Position Maricopa Community College District The State of Arizona no longer requires a certificate to teach at the community college level. However, the State has asked each county to establish its own minimum qualifications. Maricopa County Community College District has adopted the following minimum qualifications for faculty: Minimum Requirements for Academic Areas: The Academic Teaching Fields require the following from an accredited college or university: A Master s degree in the teaching field, or A Master s in any teaching field with 24 upper division and/or graduate semester hours in the teaching field, or Master s in any teaching field with 18 graduate semester hours in the teaching field. EDU Overview of the Community Colleges -- or equivalent must be completed within two years of date of hire. Minimum Requirements for Occupational Areas: The Occupational Teaching Fields require the following from an accredited college or university: The same qualifications as those listed for Academic Teaching Fields, or A bachelor's degree plus 3 years work experience in field to be taught, or An associate's degree or 64 semester hours and 5 years work experience in the field to be taught, or 5 years work experience in the field to be taught.
